Facility Description/Activities :
Purpose of the visit was to facilitate a compliance assistance visit. Upon arriving at the
facility, Allan Moore and Tina Mercer meet with Dave Barton (Facility Owner). TDFI
LLC is a registered waste tire recycling and transporting facility with the State.
Touring the facility involved a walk through and observation at tire wall side, with a
demonstration on the sidewall cut. TDFI LLC is attempting to set up a second line for
processing waste tires that can handle Semi tires. The main process line is currently
maintaining operations for passenger tires, and it was operational during our inspection.
The equipment implemented for this operation usually includes a shredder, classifier, and
crumb machines, which will take a waste tire and make shreds for Tire-derived Fuel

(TDF). This facility has created additional space within the processing of said tires, and
it has created fire breaks to ensure compliance with relevant codes and regulations.
We proceeded to look at the facility's legacy one pass tires and from previous site visits
the piles of one pass have been reduced considerably and include a break down the center
which allows for the mitigation of any problems instead of one huge mass of tire shred.
TDFI has a stock pile of wire which has not been moved. They continue to work on
extracting metal and recycle the wire from tires.
TDFI has a concrete pad where the final product is stored before shipment to Ash Grove;
they have daily deliveries that go out. Here are a few month totals:
Januarv 2018 301 tons
Februarv 2018 162 tons
March 2018 748 tons
April2018 517 tons
This facility is making progress in reducing the amount of tires on site, Mr. Barton
indicated that with the second line becoming operational, they will be able to process the
larger tires and reduce the amount within the complex. The facility indicated that they
want to get all the necessary equipment to operate at a higher efficiency.
This Inspector has noticed that the facility has made considerable strides in getting all the
legacy problems under control and ensuring that they are in compliance.
Follow-up Actions:
e Finalize storage permit for facilityo Ensure all paperwork for quarterlies are incoming
