Waste Tire Pile Removal
Dear Mr. Barton: Utah waste tire transporters and Utah registered waste tire recyclers are invited to bid on the loading and
transportation of all waste tires located at 1647 North 1500 West in Vernal, Utah.
In this case, the cost for removal, loading and transportation of the abandoned waste tires will be reimbursed 100% from the Waste Tire Fund since the tires were abandoned prior to July 1, 2001.
The bid package must include:
1. Documentation to ensure acceptance of the waste tires by a Utah registered recycler and Utah registered transporter.
2. Identification of scales which will be used to weigh all loads associated with the
waste tire removal. 3. The expected date the removal will begin and expected completion date. All tires must be removed within 90 days following the award of the bid.
Pursuant to Utah Code Annotated, 19-6-811(2), bids must include all costs associated with the removal of all waste tires and delivery to the recycler and submitted in terms of cost per mile. The maximum number of miles for which reimbursement may be authorized is the distance, one way, between the waste tire pile and the State Capitol Building in Salt Lake City. If the chosen recycler is closer to the waste tire pile than the distance between the pile and the Capitol, the closer distance
should be used in the tons per mile cost calculation. Reimbursements will be made on the lesser of the mileage to the Capitol or the recycler.
The winning bidder must provide information to the Director of the Division of Waste Management and
Radiation Control that meets the requirements of Utah Code Annotated 19-6-811(6) and must clearly show the quantity and the movement of the waste tires to the recycler. The transporter must include copies of all shipping and acceptance documents associated with the receiving recycler for each load. Any loads submitted without complete documentation will not be authorized for reimbursement.
The following documents and information must be part reimbursement request:
1. All loads must be weighted at the scales specified in the winning bid. 2. Original numbered and dated bills of lading showing empty and loaded weights, trailer
numbers, the recycler that the load is to be shipped to, the net weight of tires in the load
(original numbered and dated empty and loaded weight tickets and weights shown on the bill of lading) and the amount to be reimbursed. 3. Original numbered and dated empty and loaded weight tickets from the scale
designated in the bid. Trailer numbers must be written on the scale tickets.
4. A list of all waste tire loads shipped with trailer numbers and the dates received by the recycler and certification of receipt of the loads from the recycler.
5. Explanations for non-original documents, discrepancies or other problems associated
with the required documentation must be submitted in writing and accompany the transportation reimbursement application. All bids should be sent to Division of Waste Management and Radiation Control no later than
