Final Cover Documentation
Section 1— General Requirements
The Beaver County Class I Landfill is located approximately three miles northwest of the City of Beaver in
Beaver County, Utah, and serves a population of approximately 6,600 city and county residents. The landfill is
owned and operated by the Beaver County Special Service District #5 (District).
This report documents the third in a series of final cover installations at the Beaver County Landfill (BCL). The
first closure operation was focused on the former construction and demolition (C&D) landfill area as indicated
on the Figure in Appendix A. The C&D final cover construction started in June of 2010 and ran through May of
2011. The second closure construction at the BCL was completed on the northern and eastern slopes of the
BCL over municipal solid waste (MSW). This closure, since it was the first closure over MSW, was called the
Phase I Municipal Solid Waste Final Cover (Phase I Closure). The Figure in Appendix A shows the location of
the Phase I Closure area with regard to the overall BCL boundary. The Phase I Closure was completed in 2016.
The third closure construction at the BCL, and the focus of this report, was completed on the northern top of
the BCL over municipal solid waste (MSW). This closure, since it was the second closure over MSW, was called
the Phase II Municipal Solid Waste Final Cover (Phase II Closure). The Phase II Closure shows two closure areas
based on the timing of final cover placement. This report documents the Phase II Cover construction. The
Figure in Appendix A shows the location of the Phase II Closure areas with regard to the overall BCL boundary.
Section 2 — Construction Quality Assurance
The Phase II Closure of the Beaver County Landfill was governed by the Class I Landfill Final Cover QA/QC Plan
dated May 8, 2017. The QA/QC Plan detailed the approach necessary to adequately construct and document
all closure activities.
Prior to the start of final cover construction, a brief site meeting was held to discuss the implementation of
the quality assurance plan and potential problems with the cover construction. Rob Powers with the State of
Utah Department of Environmental Quality, Division of Waste Management and Radiation Control, Mike
Neilsen (Beaver County Landfill Manager) and Brett Mickelson (IGES, Inc.) were present at the preconstruction
meeting.
Section 3 — Documentation
Construction of the Phase II Closure was conducted over an approximate 1 1/2 year period of time from mid-
November of 2017 through May 18 of 2018. Due to the length of time utilized for cover construction, the
construction was documented via 26 field logs (for the weeks that work was performed). Appendix B contains
copies of the weekly field logs.
The single most important aspect of the Phase II cover construction was the placement of the final cover soils
to the prescribed depth. The depth of soil was controlled by the use of plastic pipe and metal posts with spray
painted markings on them. Photographs 1 through 12 documents the landfill construction including initial
surface conditions, soil placement, rough grading, final grading, and final cover extents. The photographs
documenting the Phase II Closure are included as Appendix C. The description of the photographs are as
follows:

Photo 3 — illustrates the initial placement of final cover soils. The grade posts were utilized to ensure
the depth of final cover.

Section 4 — Opinion
Based on the review of the weekly field logs, periodic site visits, photographs of the landfill closure activities
and a final field visit on May 16, 2018 it is IGES's opinion that the Phase II Closure of the Beaver County Landfill
was closed in general accordance with the Class I Landfill Final Cover QA/QC Plan prepared by IGES dated May
8, 2017.
