FACILITY DESCRIPTION:
Recycled Earth LLC (Recycled Earth) has conducted recycling and composting operations (see figure 2) at this location
for approximately 10 years. The facility is located in an industrial area of Ogden, near the West Haven City limits.
Recycled Earth's offices are located across the street from the main recycling yard/transfer station. Recycled Earth has an
approved Plan of Operation to operate a transfer station. The facility consists of a large lot, about 7z of which is paved,
and contains a scale house in the entrance area, a baling building where recyclables and commodities are baled, and a
large, unfinished material recycling (MRF) building that is under construction (see figures 1,3,4&5). In the back of the
lot are unloading areas where construction and demolition materials are unloaded for processing in the C&D pick line (see
figures l3-16). Single stream recyclables are currently being unloaded and sorted through the same pick line - the single
stream recyclables will be moved indoors to the material recycling building as soon as that building is completed.
CREDENTIALS, PURPOSE AND SCOPE:
Patrick Sheehan met with and presented credentials to David Rawson in the facility offices. The purpose of the inspection
was to follow up on complaints received recently by both the Division and the local health department regarding nuisance
gulls at the facility. After a discussion of operations and the status of the facility and complaints, Patrick Sheehan walked
through the main facility operations and observed operations.
MANAGEMENT ACTIVITIES AND OBSERVATIONS:
Recycled Earth receives C&D waste and single stream recycling loads from various waste haulers, including Republic,
Waste Management, and Ace Disposal and Recycling. Mr. Rawson stated that Recycled Earth has been at this location
for approximately l0 years. The facility only recently received its Plan of Operation approval from the Division. David
Rawson had previously stated that recent changes in the market during the last 2 years created an opportunity for
Recycled Earth to expand its operations. Currently, Recycled Earth has contracts with local cities in Weber County
through the Weber Area Council of Governments (WACOG) to receive single stream recyclables, as recyclable materials
are no longer being sent to the Weber County Transfer Station.
Currently, Recycled Earth's material recycling building is still undergoing construction, and therefore, C&D and single
stream recyclables are being sorted through the C&D pick line. The C&D pick line is located on the south side of the
property and west of the Material Recycling building. The unloading and temporary storage of C&D and recyclable
materials is being done outside in the main lot. This material is fed into the pick line, where it is sorted and segregated
depending on the material. The materials that are not sorted in the pick line are then loaded into trucks for landfill
disposal. Segregated materials are baled, stored adjacent to the Material Recycling building, and sent off to 3'd parties for
further recovery.
Based on the facility's submitted Plan of Operation application and drawings, David Rawson's responses to questions,
and a walk-through of the site, the following observations were made:
r During the inspection, there were no gulls observed at the facility - currently there is no bird nuisance issue at the
facility. This is a big change from the previous inspection April 5ft. According to David Rawson, the gulls have
been gone for several days. Note that no gulls are evident in any of the attached photographs.
The facility is still utilizing bird alarms (shrieking screamers) as a means to mitigate the nuisance. In addition, the
facility has ordered, but not yet received, a shrill gun. Upon receipt, the facility will utilize the shrill gun
periodically to help keep the Gulls from congregating at the site.
David Rawson did not know why the birds have left, as the operations at the facility have not really changed,
except for the use of the bird alarms.
David Rawson stated that he had a crew pick up trash (along his property line and his neighboring properties) that
has blown off site. The facility appeared to be relatively free from litter escaping the facility.
The Material Recovery (MRF) building is still under construction. David Rawson stated that the concrete floor
should be poured within one month; but that he wouldn't be able to move his operations indoors for a period after
that (he still needs to receive occupancy approval).
C&D materials are received from various haulers, and that material is stockpiled in piles on the lot. The
stockpiles are fed into the C&D pick line for separation and segregation. Cardboard was currently being baled
inside the baling building, although some materials were being baled by the use of a second baler out in the yard.
Baled materials were stored outside along the south side of the property (see figure l8).
Single stream (residential) recyclables are received from various haulers, and that material is stockpiled in
between walls made up of baled recyclables to keep lighter materials from blowin E away in the wind (see figure
10). The single stream materials are being unloaded and stored just behind the baler building. Similarly to the
C&D materials, recyclables are fed into the C&D pick line for segregation and separation, and unusable materials
are collected for disposal via landfill;
Unrecyclable waste is sent for disposal at several landfills, including Wasatch Regional in Tooele County,
Intermountain Regional Landfill in Utah County, and the Tekoi Landfill in Tooele County;
The single stream recyclables are being received from Davis and Weber counties, and due to market conditions,
the facility has received and processed increasing amounts recently. Currently, approximately 1000 tons per
month is being processed on site, according to Mr. Rawson;
Single stream sorting and separation is currently being conducted on the C&D pick line, as the Material Recycling
building is not yet complete. When this building is approved for occupation, the single stream sorting will be
moved to this building. However, the concrete flooring is not complete, and the sorting equipment has not been
set up, so this won't be fully operational for at least two months (June 2018);
Baled materials are stored behind the baler building and near the property line with Wheelwright Lumber
Company. These materials are removed on a frequent basis, according to David Rawson.
SUMMARY:
The facility previously had a bird nuisance issue one week ago which was causing problems for neighbors and businesses
(see inspection report for April 5, 2018). It appeared that the single stream recycling materials were attracting the birds,
but during this inspection, there was no gull nuisance. The facility will continue to use screamer and bird alarm devices to
keep gulls atbay, and will also employ a shrill gun that has been ordered but not yet received. The facility is still working
on getting the MRF building ready so that material can be received, stored, and processed inside. However, the building
won't be ready for occupancy until June 2018.
