Anderson Director June 7, 2018 Robert Warner, Solid Waste Manager Tooele County Health Department 47 South Main Street Tooele, Utah 84074 RE: Compliance Evaluation Inspection Tooele Ibapah Class IVb Landfill SW195 Dear Mr. Warner: On May 21, 2018, the Tooele Ibapah Class IVb Landfill was inspected by representatives of the Division of Waste Management and Radiation Control to determine compliance with the Utah Solid Waste Permitting and Management Rules and the landfill permit. Overall, the facility was in poor condition. Wind-blown litter was all over the landfill site. The Class IVb landfill cell contained many wastes that cannot be placed into that waste cell, such as metal appliances, mattresses and furniture. A Class IV landfill is permitted to accept, construction/demolition waste, yard waste, inert waste and dead animals as defined in R315-305-1(1)(a) of the Utah Administrative Code. Construction and demolition waste is defined in R315-301-2(17) as solid waste from building materials, packaging, and rubble resulting from construction, remodeling, repair, abatement, rehabilitation, renovation and demolition operations on pavements, houses, commercial buildings and other structures. The wastes that do not meet this definition of construction and demolition waste should be placed in or near the roll off container for transfer to a permitted landfill that can accept this waste stream. The roll off container on the northwest corner of the site was full of waste. There was also a lot of wind- blown litter and other waste in and around the cement basin with the container. This waste should be cleaned up and disposed of properly. All waste that cannot be disposed of in the Class IV landfill should be placed in the container for disposal in a landfill permitted for this type of waste. (Over) It was apparent from the condition of the working face of the landfill cell that waste had not been covered for some time. This waste must be covered once every calendar month with a minimum of six inches of cover soil. The dead animal waste cell contained many large farm animals that had not been covered at all. These dead animals should be covered with six inches of cover soil at the end of the working day on which the animals are placed into the waste cell. You are hereby requested to submit to this office on or before July 16, 2018 a written description of the corrective actions that will be implemented to address these issues and ensure compliance with the Class IVb Landfill Permit conditions.
