FACILITY DESCRIPTION:
Recycled Earth LLC (Recycled Earth) has conducted recycling and composting operations at this location for
approximately l0 years. The facility is located in an industrial area of Ogden, near the West Haven City limits. Recycled
Earth's offices are located across the street from the main recycling yard/transfer station. Recycled Earth has an approved
Plan of Operation to operate a transfer station. The facility consists of a large lot, about Vz of which is paved, and contains
a scale house in the entrance area, abaling building where recyclables and commodities are baled, and a large, unfinished
material recycling building that is under construction. In the back of the lot are unloading areas where construction and
demolition materials are unloaded for processing in the C&D pick line. Single stream recyclables are currently being
unloaded and sorted through the same pick line - the single stream recyclables will be moved indoors to the material
recycling building as soon as that building is completed.
CREDENTIALS, PURPOSE AND SCOPE:
Patrick Sheehan, Allan Moore, and Nicole P-Turner met with and presented credentials to David Rawson and Amy
Rawson in the facility offices. The purpose of the inspection was to follow up on complaints received recently by both
the Division and the local health department. After a discussion of operations and the status of the facility and
complaints, David Rawson led the inspectors around the main facility operations.
MANAGEMENT ACTIVITIBS AND OBSERVATIONS:
Recycled Earth receives C&D waste and single stream recycling loads from various waste haulers, including Republic,
Waste Management, and Ace Disposal and Recycling. Mr. Rawson stated that Recycled Earth has been at this location
for approximately l0 years. The facility only recently received its Plan of Operation approval from the Division. David
Rawson stated that recent changes in the market during the last 2 years created an opportunity for Recycled Earth to
expand its operations. Currently, Recycled Earth has contracts with local cities in Weber County through the Weber Area
Council of Governments (WACOG) to receive single stream recyclables, as recyclable materials are no longer being sent
to the Weber County Transfer Station.
Currently, Recycled Earth's material recycling building is still undergoing construction, and therefore, all C&D and single
stream recyclables are being sorted through the C&D pick line. The C&D pick line is located on the south side of the
property and west of the Material Recycling building. The unloading and temporary storage of C&D and recyclable
materials is being done outside in the main lot. This material is fed into the pick line, where it is sorted and segregated
depending on the material. The materials that are not sorted in the pick line are then loaded into trucks for landfill
disposal. Segregated materials are baled, stored adjacent to the Material Recycling building, and sent off to 3'd parties for
further recovery.
Based on the facility's submitted Plan of Operation application and drawings, David Rawson's responses to questions,
and a walk-through of the site, the following observations were made:
o C&D materials are received from various haulers, and that material is stockpiled in piles on the lot. The
stockpiles are fed into the C&D pick line for separation and segregation. Cardboard was currently being baled
inside the baling building, although some materials were being baled by the use of a second baler out in the yard.
Baled materials were stored outside along the south side of the property;
o Single stream (residential) recyclables are received from various haulers, and that material is stockpiled in
between walls made up of baled recyclables to keep lighter materials from blowing away in the wind. The single
stream materials are being unloaded and stored just behind the baler building. Similarly to the C&D materials,
recyclables are fed into the C&D pick line for segregation and separation, and unusable materials are collected for
disposal via landfill;
Unrecyclable waste is sent for disposal at several landfills, including Wasatch Regional in Tooele County,
Intermountain Regional Landfill in Utah County, and the Tekoi Landfill in Tooele County;
The single stream recyclables are being received from Davis and Weber counties, and due to market conditions.
the facility has received and processed increasing amounts recently. Currently, approximately 1000 tons per
month is being processed on site, according to Mr. Rawson;
Single stream sorting and separation is currently being conducted on the C&D pick line, as the Material Recycling
building is not yet complete. When this building is approved for occupation, the single stream sorting witl be
moved to this building. However, the concrete flooring is not complete, and the sorting equipment has not been
set up, so this won't be fully operational for at least two months;
Baled materials are stored behind the baler building and near the property line with Wheelwright Lumber
Company. These materials are removed on a frequent basis, according to David Rawson.
The facility currently has a bird nuisance issue - hundreds of gulls were observed at the facility. The gulls are
creating nuisances for at least the neighboring business, and were the subject of the complaints received. David
Rawson stated that the birds have been a problem for approximately the last 6 weeks - prior to then there were no
bird issues. He also stated that he has installed "screamer" devices which are supposed to keep the birds away.
The screamer devices were operational, but they were not effective in keeping the birds away. David Rawson
stated that he also has a bird "gun" ordered, and that he will employ the gun to scare the birds when he receives it.
ln addition, he mentioned that he may bring his dogs down to help keep the birds away. It appears that the gulls
have found a temporary food source in the recyclable materials at the facility, and this is what is attracting the
birds.
. Wheelwright Lumber Company has recently moved materials to its portion of the lot adjacent to Recycled Earth.
The birds are causing a nuisance for the lumber company. The lumber company has also placed dozens of
wooden stakes with red streamers in its lot to keep the birds away, and this appeared to be working as no birds
were observed in the lot with the streamers.
SUMMARY:
The facility has a bird nuisance issue which is causing problems for neighbors and businesses. In addition, the single
stream recycling materials appear to be attracting the birds. The inspectors discussed various items that would help to
alleviate the nuisance, including moving the single stream storage and sorting operations indoors in the Material recycling
building.
