ONP-Purgatory C & D Landfill
Dear Mr. Hughes: On April 18, 2018, a representative of the Division of Waste Management and Radiation Control
inspected the ONP-Purgatory C&D Landfill. We appreciate the assistance of Clay Hughes during the
inspection. The disposal area had construction and demolition debris. There appeared to be two disposal working face areas at the time of inspection; one in a disposal pit being developed and excavated and the second
area west of it where a compactor was working. The landfill should only have only one active working
face and the other should have soil covered if it is not in current use. The working face for disposing solid waste should be no steeper than a 3:1 (three feet horizontal to one foot vertical) slope. Soil cover should be added to the working face every 30 days in accordance with Condition III.D of your permit and to avoid potential fire hazards.
A large bin to collect mattresses and solid waste not permitted for disposal at the ONP-Purgatory landfill was set aside and used for transferring these items to the Washington County Landfill. There were no signs of any blown litter. Run-off and run-on control measures appeared to be in order. These areas should be clear and open in anticipation of heavy precipitation events. Fencing appeared secure around the property. Signs of acceptable and prohibited waste were posted outside of the landfill entrance.
Record keeping of incoming waste and random inspection forms were reviewed and in compliance. Please continue to document landfill site inspections regularly.
