Anderson Director April 19, 2018 Mike Dunn Dunn Construction 679 North 1500 West Orem, UT 84057 RE: Compliance Evaluation Inspection DCD Orem Transfer Station SW142 Dear Mr. Dunn: On April 12, 2018, a representative of the Division of Waste Management and Radiation Control inspected the DCD Orem Transfer Station. The site Operations Manager, Ty Van Alstine, was onsite at the time of the inspection. The purpose of the inspection was to observe the facility conditions and operations. During the inspection, incoming wastes were unloaded on the facility floor. Most of the waste was construction and demolition (C&D) debris and limited green waste. C&D waste was then loaded into trailer trucks and transported to the Five Mile Pass Landfill for disposal. Mr. Van Alstine showed the back area behind the C&D pit where debris is routinely cleaned out twice a week. He indicated that this has helped reduce odors. Some litter was noted throughout the transfer station yard especially in the northwest area of the yard and in a water drainage ditch that drains into a retention pond. Mr Van Alstine said that yard crews pick up litter at the end of each business day. Dust was not noticed in the air at the time of the inspection. Recyclable metal collected by the adjacent property owner showed signs of dust that appeared to have built up on metal over time. Documents were inspected at the scale house. Daily loads and quarterly inspections were recorded and in acceptable condition. In-house staff training is done regularly. (Over) Inspections are conducted in accordance to your approved Plan of Operation. In a letter dated April 11, 2018, comments regarding your updated Plan of Operation (during construction) were outlined that require your response.
