The partnership is building an anaerobic digester facility on the north end of the Sewer Treatment Facility. The project entails converting organic wastes into biogas that will be injected into a natural gas pipeline system. In addition, fertilizer product will also be produced. CREDENTIALS, PT]RPOSE AND SCOPE: Patrick Sheehan met with and presented credentials to Morgan Bowerman (Wasatch Resource Recovery), and Eric Alder (Alder Construction). The purpose of the inspection was to conduct a pre-permitting (Plan of Operation) site visit. The facility has progressed in construction and is scheduled to operate beginning in August 2018. MANAGEMENT ACTIVITIES AND OBSERVATIONS: The WRR project is a public-private partnership located at the South Davis Sewer District south plant. The Sewer District Superintendent will act as the facility manager, and will have supervisory responsibility over the facility and personnel. Based on the facility's submitted Plan of Operation application and drawings, as well as a walk-through of the site, the following observations were made: The WRR project is still in the construction phase. The project consists of converting or recycling organic wastes into biogas via anaerobic digestion. The facility is being built in two major phases and will include reception areas, a digestion process, and a dewatering process. Incoming wastes will enter the facility via truck and be handled and contained in one building - the reception building. At the reception building, liquid and bottled wastes and FOG (Fats, Oils, and Greases) will be handled separately from solid food wastes. In general, the various incoming streams will be processed as follows: Liquid wastes will be received and pumped into a reception tank, where it will then be sent to the anaerobic digesters; Bottled wastes will be crushed to remove packaging. The liquid will then be sent to the reception tank, and then into the anaerobic digestion process; FOG will be screened and then sent to a storage tank, where it will be fed into the anaerobic digestion process; and Food waste will be deposited onto the concrete floor of the building, where it will be fed by front-end loader into the Re:Sep process to remove packaging in the separation process phase. After the Re:Sep stage, the material will be sent to the hydrolysis process prior to feeding into the anaerobic digester process. After anaerobic digestion, various materials will be handled as follows: Biogas, consisting predominantly of methane, will be produced by the anaerobic digestion process. This gaseous end-product will be sent to a gas-conditioning process prior to being fed into the natural gas pipeline system at the site. Solid by-products will be dewatered and packaged into dry fertilizer. The water or pressate from the dewatering processed will be sent to an ammonia recovery process, where ammonia will be removed; and The water or pressate will then be re-introduced into the South Davis Sewer District headworks for processing. o a SUMMARY: Although the facility is under construction, progress on the site is proceeding, and Phase I of construction is scheduled to be complete in July 201 8. The facility is scheduled to begin accepting waste in September 201 S.begin operations. WRR has submitted a Plan of Operation and updated facility drawings for the process.
