Approval Order and Title V permit conditions addressing continuous emission monitoring requirements will be addressed in Holly LOD’s relative accuracy performance specification test review memorandum. CURRENT RECOMMENDATIONS: All deviations appear to be a result of breakdown or process related problems that do not warrant issuing a violation. Holly LOD was in compliance during this reporting period. No further enforcement action is necessary. Holly LOD’s NSPS monitoring system meets the performance standards of 40 CFR 60, Appendix B Performance Specifications. HIGH PRIORITY VIOLATOR (HPV): No RECOMMENDATION FOR NEXT INSPECTION: Check DAS for daily zero and span drift. Per Utah Administrative Code R307-170-9, the electronic ASCII report file was sent to Rob Leishman, UDAQ, on December 12, 2023, via e-mail. Upon further review of the facility data, it was determined that hours for planned and unplanned maintenance during the quarter were incorrectly entered under Code 310 on the UDAQ report submitted on October 30, 2023 for this reporting period as explained below. The following information is applicable to report contents: 1. The continuous monitoring system calibration and drift checks were routinely performed, and a quarterly cylinder gas audit (CGA) was completed on 9/20/2023 and found within the required performance specifications. 2. The data used to show compliance with the standard were obtained in accordance with approved methods and procedures. 3. The minimum data capture requirements have been met. 4. CEMs downtime was 0.53% related to daily calibrations and quarterly CGAs. 5. VRU and supporting equipment required approximately 116 hours of maintenance and downtime for the third quarter for planned routine and unplanned maintenance. During the VRU maintenance and downtime periods during this reporting quarter, the operations at the loading rack were either discontinued or loading rack emissions were rerouted to the VCU. Therefore, no excess emissions occurred. This is a correction to the original CEMs report submitted on October 30, 2023 in which the 116 hours of VRU maintenance and downtime periods were reported as excess emissions under Code 310. 6. Compliance with the general requirements under Utah Administrative Code R307-170-5 has been achieved during the reporting period.
