Facility Name: Hicken Tribal 3-16-21-3-1E-H1 Emission Source: Arrow L-795 Date of Test: September 15, 2023 Date of Report: September 26, 2023 1.1 Introduction The purpose of this source test was to satisfy the requirements of Utah Administrative Code Rule R307-510-4 and to demonstrate that source emissions from an Arrow L-795 engine were below maximum allowable levels specified by EPA 40 CFR 60, Subpart JJJJ. The Arrow L-795 engine is a lean burn engine that is uncontrolled. Three test runs were performed on September 15, 2023 to analyze NOx, CO & NMNEHC emission levels according to methodologies outlined in the EPA 40 CFR 60(A) Protocol. Each of the three runs consisted of sixty (60) readings taken at one (1) minute intervals. The engine serial number recorded on site differs from that stated in the submitted test protocol. Test runs were observed by the following individuals: David Rosette, OEC Brandon Fletcher, IHP 2.1 Equipment Utilization The following equipment was used during the tests performed at the Hicken Tribal 3-16-21- 3-1E-H1 facility in conjunction with procedures outlined in our standard testing protocol according to EPA Reference Methods 3A, 4, 7E, 10, 18, 19 & 25A. Heated Sample Line APEX MC-170 Meter Box EPA G1 Protocol Calibration Gas Laptop Computer to download Raw Analyzer Data 3.1 Discussion of NOx, CO & NMNEHC Test Results Please refer to the Appendices for a listing of all raw data, calibration error response and calculations performed per EPA 40 CFR 60(A) requirements. Each test run was performed at the maximum achievable load. THC levels were measured during the performance test using EPA Method 25A. The integrated grab bag sampling technique (Method 18) was employed simultaneously for the reduction of Methane and Ethane. In accordance with the Utah Administrative Code Rule R307-510-4, the resulting NMNEHC levels were added to the NOx levels, representing the HC+NOx levels. Testing for NOx, CO & NMNEHC were run concurrently with one another. Emission levels were found to comply with Subpart JJJJ standards. 3.1.1 Source Test 1: Arrow L-795, NOx, CO & NMNEHC The first test was performed from 10:32 to 11:31 for NOx, CO & NMNEHC. Based on the site rated load of 65.0 bhp, the average NOx and CO levels were found to be 0.85 g/bhp-hr and 4.05 g/bhp-hr respectively, in compliance with the current EPA standards. The HC+NOx level resulted in 118.26 g/bhp-hr. Based on the site rated load of 65.0 bhp, the average NOx and CO levels were found to be 0.82 g/bhp-hr and 4.00 g/bhp-hr respectively, in compliance with the current EPA standards. The HC+NOx level resulted in 121.13 g/bhp-hr. Based on the site rated load of 65.0 bhp, the average NOx and CO levels were found to be 0.82 g/bhp-hr and 3.77 g/bhp-hr respectively, in compliance with the current EPA standards. The HC+NOx level resulted in 121.13 g/bhp-hr. Test Run NOx (ppm) NOx (g/bhp-hr) CO (ppm) CO (g/bhp-hr) THC (ppm) THC (g/bhp-hr) NMNEHC (g/bhp-hr) HC+NOx (g/bhp-hr) O2 (%) 3 67.93 0.82 509.03 3.77 11699.41 135.92 120.30 121.13 13.3 4.1 Stack Sampling Location The sampling for moisture, flow, NOx, CO & NMNEHC measurements was conducted at the end of the stack due to the lack of Method 1 sample ports. 4.2 Stack Sampling Methods & Procedures Testing followed EPA 40 CFR 60(A) methodologies per our standard protocol, with no exceptions. 5.1 Engine Load Approximation The engine load was approximated by using the site rated load as there was insufficient information available to determine the operating horsepower. 6.1 Quality Assurance All pre and post calibration error checks, leak checks, and other quality assurance issues conformed with the requirements specified in EPA 40 CFR 60(A), Methods 3A, 4, 7E, 10, 18 & 25A. THC levels reached values that exceeded the maximum range of the HFID analyzer throughout the three test runs. The utilization of a dilution system may be required to more accurately quantify exhaust THC levels from this source.
