Dear Mr. Bird,
Attached is the Tesoro Logistics semi-annual monitoring report required by condition I.S.2.a. of the Title V Air Operating Permit
(AOP) No. 3500008002. This repon will serve as the semi-annual compliance certification for the second half of the 2023
reporting year.
Condition LS.2.a- requires Tesoro to report the following every six months:o AII instances of deviation from permit requirements shall be clearly identified in reports (R307-415-6a(3)(c)(i)); ando Deviations from permit requirements due to breakdowns shall be reported in accordance with the provisions of R307-107.
(R307-41 5-6(3)(cXii)).
Tesoro Logistics is reporting two (2) deviations from its Title V AOP permit during the reporting period of July 1,2023,to
December 31,2023, for monitoring requirements. Attached is the Utah Division of Air Quality's semi-annual monitoring report
including certification by a responsible official as defined in R307-415-3 for this period and the referenced deviation reports.

In accordance with Operating Permit provision I.S.2.a, and Utah Administrative Code (UAC)
R307-4 I 5-6a(3)(c)(i), the following monitoring report is submitted.

There were no deviations from any permit requirements.
Attached is a list of permit requirements for which there were deviations. The list
includes the information required by Operating Permit provision I.S.2.a, and UAC
R307-41s-6a(3XcXi).
