COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-1324-23 Site 14270 (B1) Christian Boudreau Staker Parson Companies 89 West 13490 South, Suite 100 Draper, Utah 84020 Dear Mr. Boudreau: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Carbon County Your Notice of Intent dated December 4, 2023, to relocate a portable track-mounted impactor to the temporary recycling project for Staker Parson Companies’ Price Asphalt facility (site 14270), located at 4270 South 100 West, Price, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: KPI-JCI Impact crusher with Cat C13 engine The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval Order (AO) DAQE-AN110520005-15 dated April 22, 2015. The above referenced location is a permanent site with established hours of operation for diesel generators. The temporary generator’s hours of operation when combined with the permanent generator’s hours of operation cannot exceed the 12-month rolling limits as per Conditions II.B.5 of the Price facility’s AO DAQE-AN142700004-18, dated September 19, 2018. The impact crusher shall operate as per the applicable opacity limits for this equipment and the submitted Fugitive Dust Control Plan for this project. Hours of operation for this equipment shall be held to 16 hours each day. The maximum production rate shall be held to the permitted equipment design capacity of 400 tons per hour. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date. The operational days per site cannot be extended beyond the stipulated 365 consecutive day period. The owner/operator shall maintain records of the actual operation hours, days, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC.
