Re: Ralph L. Wadsworth – Temporary Relocation/Operation, Notice of Intent – Salt Lake
County
Your Notice of Intent dated January 15, 2024, to relocate a portable concrete batch plant, to the
temporary project for the Salt Lake International Airport reconstruction project, located off the
airport exit from I-80 west, Salt Lake County, Utah, was received by the Utah Division of Air
Quality (DAQ) and has been reviewed.
The following equipment has been approved for operation for this temporary project:
400 TPH portable batch plant
Wheeler Machinery leased 800 Kw (1000 kva) backup diesel-powered generator
Approval is subject to the conditions of the dust control plan submitted for this location and the
current portable Ralph L. Wadsworth Approval Order (AO) DAQE-AN0143560001-11 dated
August 22, 2011. It is understood that the batch plant will be primarily connected to electrical
power. The leased generator permitted by the Wheeler Machinery Company AO
DAQE-AN142390014-18, dated August 1, 2018, will be used only in the event of an electrical
power failure. Hours of operation shall be held to 16 hours per day. The maximum production rate
shall be held to the requested 150 cubic yards per hour.
The Salt Lake International development project is an ongoing project with various phases that
may extend through 2027. Ralph L Wadsworth Construction must submit a new Temporary
Relocation Application for each project that exceeds the 180-operation day limit beginning with
the startup date of this authorized project.

The owner/operator shall maintain records of the actual operation days, hours, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality current Storm Water Construction requirements
for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

It is a Tier 4 Diesel motor final which means the air quality is really good on it

Hello, with regards to your batch relocation you referenced an older Approval Order AN0142260001-10 that only permits a
280 cubic yard plant.
I'm going to change the referenced permit to your AN0143560001-11 AO which permits a 400 cubic yard plant.
Our current relocation process focuses more on design capacity rather than manufacturer, so I will describe the plant as
just a "400 TPH batch plant".
