Systems, LLC Under the Utah Environmental Self-Evaluation Act
Dear Mr. Gilgen:
Owens Corning Insulating Systems, LLC (OCIS) is submitting this letter to provide an
update to the Utah Division of Air Quality (UDAQ) regarding the self-disclosure of non-
compliance at its insulation manufacturing facility located at 2762 South Main St., Nephi, Utah
(Nephi Plant) operating under Approval Order DAQE-AN141780008-23, which was submitted on
December 28, 2023.
As described in that December 28 letter, during the course of an environmental self-
evaluation, OCIS discovered that two diesel-fired engines had been installed at the Nephi Plant
that are not accounted for in its AO: one 800-900 horsepower (hp) diesel-fired emergency
generator, manufactured in 1995 (Tier 0), installed in March 2023 (“Emergency Generator”); and
one 200 hp diesel-fired emergency fire pump, manufactured in 2014 (“Fire Pump”). (The Fire
Pump was initially described as Tier 4-compliant but OCIS has since determined it is Tier 3
certified.) OCIS had committed to submit an application for modification of its AO to
incorporate this emergency equipment by February 29, 2024, and that modification application
is being submitted concurrently with this letter.
OCIS is prepared to work closely with UDAQ to ensure expeditious processing of its

Thanks for providing this update and notification that a Notice of Intent (NOI) to modify the Approval Order was submitted
to the DAQ on February 29, 2024.
Per DAQC-018-24, the next step will be for the DAQ NSR section to review the NOI and determine if it has all the
information needed to process into a new Approval Order.
