HomeMy WebLinkAboutDDW-2024-008168 June 11, 2024 Richard Droesbeke Bear Lake Park - North Eden Campground 1594 West North Temple Suite 116 Salt Lake City, Utah 84114 Subject:Operating Permit, Bear Lake - North Eden Campground Water System, UTAH17035 Distribution System (DS001), North Eden Pump Station (PF001), North Eden Tank (ST001), North Eden Campground Well (WS001); After-the-Fact Plan Approval, North Eden Campground Well (WS001) Equipping; Bear Lake Park - North Eden Campground, System #17035,File #12967 and #13007 Dear Richard Droesbeke: The Division of Drinking Water (the Division) received a request for an Operating Permit for the new Bear Lake Park Campground - North Eden Campground, from your consultant, Eric Dursteler, P.E. of Forsgren Associates, Inc. on May 21, 2024. The complete submittal for the after the fact well equipping for the North Eden Campground Well (WS001) was also received on May 21, 2024. The Division issued Plan Approval for the water system facilities under project file #13007 on July 5, 2022. The Division issued Plan Approval for drilling the North Eden Campground Well (WS001) on May 31, 2022. Division staff, Dani Zebelean conducted an onsite final inspection of this project onMay 30, 2024. This project has met all the conditions for receiving an operating permit. Project Background Our understanding of the project is that the Bear Lake Park - North Eden Campground Water system supplies drinking water to 40 RV campsites. The system will not be supplying any fire suppression. Project File # 12967 involved drilling and equipping the North Eden Campground Well (WS001). Project File #13007 involved the construction of the UTAH17035 Distribution System (DS001), North Eden Pump Station (PF001), North Eden Tank (ST001), North Eden Chlorinator (TP001), and a SCADA system. The North Eden Campground Well (WS001) did not receive equipping plan approval prior to the equipping of the well. It was furnished with a pitless adapter, submersible pump and routed into the well house where the North Eden Chlorinator (TP001) is also located. The pump is capable of 120 gallons per minute (gpm) with a total dynamic head of 185 feet. The North Eden Chlorinator (TP001) was not completed at the time of the final inspection. You must request an additional operating permit for the North Eden Chlorinator (TP001) before it is activated. After-the-Fact Well Equipping of North Eden Campground Well (WS001) We have received the following information for the equipping of the North Eden Campground Well (WS001): Certification of well seal dated October 19, 2022, from John Brown, P.G. of Loughlin Water Associates. Well driller’s report. Aquifer drawdown test results (step drawdown test and constant-rate test). New Source Chemical Analysis of the well water. A Request for Sulfate Variance Plans and specifications for equipping the well. Pump information. Pitless adapter information Wellhead discharge piping. Well house design. Satisfactory bacteriological results as evidence of proper disinfection and flushing. The equipped well pump capacity of North Eden Campground Well (WS001) is 120gallons per minute (gpm). The safe yield of North Eden Campground Well (WS001) is rated at 100gpm, which is calculated based on two-thirds of the constant-rate aquifer drawdown test results at 150gpm. The safe yield of 100gpm is the basis for determining the maximum number of connections to the North Eden Campground Well (WS001). Operating Permit Bear Lake Park - North Eden Campground We have received the following information for the Bear Lake Park - North Eden Campground: Certification of Rule Conformance with plan approval conditions by professional engineer Eric Dursteler, P.E. of Forsgren Associates, Inc Dated May 21, 2024, for both Project Files #12967 and #13007. As-built or record drawings. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Evidence of receipt of As-built drawings and operation and maintenance manual delivery from Richard Droesbeke. We have determined that all conditions for issuing an operating permit have been met. On this basis, an Operating Permit for the Bear Lake Park - North Eden Campgroundis hereby issued as constituted by this letter. You may now place the facilities in service in your water system. Drinking Water Source Protection Requirement The Drinking Water Source Protection (DWSP) plan was due May 21, 2023. Please complete the DWSP plan. Monitoring and Reporting Issuance of this Operating Permit changes your water system’s monitoring and reporting requirements. There may be new changes in monitoring and reporting requirements in the future as the Division continues to improve the disinfection monitoring and reporting practices. Failure to adhere to required monitoring and reporting will result in violations and the assessment of IPS points. Source Bacteriological Monitoring  This water system is required to take monthly bacteriological samples of the North Eden Campground Well (WS001) prior to any treatment, for the months the well is (in operation or accessible). The source sampling requirement shall begin with the 2024 operating season and last at least two operating seasons. The purpose of the source sampling requirement is to gather data to evaluate the quality of the source water from North Eden Campground Well (WS001) and determine whether primary disinfection treatment is required or not. Label the source samples with WS001 as the sampling location.  The required source bacteriological sampling is shown on your monitoring schedule for this sample site. Please note that the source sampling is in addition to the distribution system bacteriological sampling already in place, which is labeled DS001.  After two seasons of source sampling data become available, the Division will evaluate the results to determine whether primary disinfection is required for North Eden Campground Well (WS001). Please contact Sitara Federico for any positive samples that may occur at the source at 385-515-1459 or sfederico@utah.gov. If any sample result comes back as Escherichia coli (E. coli) positive, please contact the Division within 24 hours of being notified of the result.
