The April 26, 2021, inspection memo stated the “Utah Division of Oil, Gas, and Mining records show that BRC Wellington, LLC has forfeited its permit to operate.” No processing appears to have been done since that time. PROCESS DESCRIPTION: BRC Wellington, LLC removes rock and blends coal that is trucked in from various coalmines in the area to achieve a fuel that is the most efficient. Testing the coal from different mines is done prior to the blending. Coal that is not of high enough quality is sent to an on-site storage pile that is sold without further processing. The removal of rock from blended coal is accomplished by three air tables. Compressed air equipment sits on top of three storage silos, each equipped with a baghouse. Compressed air is blown through the air cleaning tables. Coal containing rock is heavier, and is separated by the pneumatic air classifying equipment. The coal not containing rock falls as product into the storage silo. Coal containing rock continues on a conveyer belt and is deposited outside of the storage silos for pick up by a local coal-fired electric power company for fuel (Sunnyside Cogen). The blended coal is sold to local power plants. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN0129520006-09, dated January 5, 2009 NSPS (Part 60), Y: Standards of Performance for Coal Preparation and Processing Plants 0 0 2 SOURCE EVALUATION: New signs have been put on the office and at the front gate indicating that the source is now owned by Blue Sky Energy. However, calling the posted phone number on the sign answers as an unconnectable number. The Department of Natural Resources (DNR) is working with subcontractors on land reclamation at the south end of the property. Phillip “PJ” Jensen with (DNR) was contacted (385-315-9505) about Blue Sky Energy’s intent to start production. He stated that he does not believe Blue Sky has any immediate plans for startup. EMISSION INVENTORY: Not Applicable. According to previous memos, the source has not operated since prior to 2017. PREVIOUS ENFORCEMENT ACTIONS: No enforcement actions within the past five years. COMPLIANCE STATUS & RECOMMENDATIONS: No compliance evaluation made, the source is not operating. HPV STATUS: Not Applicable. RECOMMENDATION FOR NEXT INSPECTION: Decrease inspection frequency. Look for new AO or an amendment to the current AO. RECOMMENDATION FOR NSR PERMITTING REVIEW: Look for request for administrative amendment. ATTACHMENTS: None.
