Re: Geneva Rock Products, Inc. – Temporary Relocation/Operation, Notice of Intent –
Salt Lake County

Your Notice of Intent dated May 21, 2024, to relocate portable concrete batch plant equipment to
the temporary project located from the I-215 2100 north Exit, to south on 2200 West for 0.6 miles,
Salt Lake City, UT, was received by the Utah Division of Air Quality (DAQ) and has been
reviewed.

The following equipment has been approved for operation for this temporary project:

Erie Strayer MC-11C mobile concrete batch plant
5.2 MMbtu/hr diesel water heater
737 bhp diesel generator
66 bhp diesel generator

The State of Utah has permitted portable equipment for Geneva Rock Products on the Approval
Order DAQE-AN110420003-21, dated March 17, 2021. Approval is granted to relocate and
operate this equipment at the new location for a period not to exceed 180 operational days. As per
Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site
may be for up to 180 working days in any calendar year not to exceed 365 consecutive days,
starting from the initial relocation date. Approval is subject to the conditions of the dust control
plan submitted for this location and the applicable conditions of the above referenced portable
AO. Due to the UDOT scheduling requirements for this project, hours of operation can be up to
24-hours each day. The maximum production rate shall be held to the requested 300 cubic yards
per hour. The DAQ does not currently estimate emissions from temporary concrete batch projects.

The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the Director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.

Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to https://secure.utah.gov/deq-dashboard/index.html for additional
information.

This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.
