replacement Project, Granger Hunter ID, System #18007, File #14131Dear Drew Ovard:The Division of Drinking Water (the Division) received a request for an Operating Permit for upgraded
Sanderson Well Chlorinator (TP002) from your consultant Sunrise Engineering on April 29, 2024. The updates on the project were received by the consultant on May 23, 2024. This project
has met all the conditions for receiving an operating permit. Our understanding of the project is that Granger Hunter Improvement District (GHID, System #18007) has upgraded its existing
on-site sodium hypochlorite generation system. The on-site generation system produces a 0.05% to 0.8% solution of sodium hypochlorite to be used as a disinfectant using salt, water,
and electricity. While GHID will be using the same technology, producing the same strength of sodium hypochlorite solution, they will be able to produce a larger volume in a shorter
operation time. Items listed below are the modification included in this project:•Removal of existing generation system.•Removal of existing PLC associated with the generation system.•Removal
of vent pipe for the generation system.•Removal of vent pipe system for the sodium hypochlorite storage tanks.•Installation of sodium hypochlorite generation system.•Modification on
discharge pipes connecting the generation system and the storage tanks.•Installation of blower for vent system.•Installation of larger diameter piping for vent system.•Installation of
vent through roof for both generation system and storage tanks.The average flow of Sanderson Well #1 (WS002) is 935 gallons per minute (gpm) and the dosing rate of 0.8% solution is about
0.5 gpm, which equates to 4.3 mg/L as chlorine.The pump is capable of pumping up to 1,200 gpm, where keeping the 4.3 mg/L of chlorine, the dosing requirement would be 1.07 gpm or 105
pounds per day.The plan review of the Sanderson Well Chlorinator (TP002) has been completed according to the following:1.The upgrade to Sanderson Well Chlorinator (TP002) is designed
to provide secondary disinfection for the water from Sanderson Well #1 (WS002).2.The upgrade to Sanderson Well Chlorinator (TP002) will be an onsite generation process that converts
brine solution to sodium hypochlorite solution. 3.The sodium hypochlorite solution will be added to the water from the Sanderson #1 Well (WS002).4.The chlorinated water then enters the
distribution system (DS001) and goes to Rushton Water Treatment Plant (TP027) 5.The proposed sodium hypochlorite 0.8% solution for disinfection meets the ANSI/NSF 60 standard.6.The sodium
hypochlorite 0.8% solution will be stored in a set of two 545-gallon tanks (ANSI/NSF 61 certified) with spill containment.7.The proposed design target dose at the chemical addition point
is 4.3 mg/L or ppm (measured as free chlorine). The dose is based on a typical flow of 935 gpm from Sanderson Well #1 (WS002).8.The chlorine dose will be adjusted by flow paced dosing
pump Grundfos DME375-10 AR 0.13-99 gallons per hour (gal/h). The dosing range is adjusted by a flow paced PID (proportional integral derivative) control. 9.The Grundfos DME variant AR
pump will have a rated injection capacity in the range from 0.13 to 99. The chlorine dosing pump is rated at 99 gal/h. 10.The chlorine dosing pump will be electrically wired to the discharge
piping to ensure dosing stops when there is no flow.11.The target chlorine residual is a minimum 0.3 ppm We have received the following information for Sanderson Well Chlorinator (TP002)
Upgrade Project:1.Certification of Rule Conformance with plan approval conditions by a professional engineer.2.As-built or record drawings.3.Satisfactory bacteriological results as evidence
of proper disinfection and flushing.4.Evidence of operation and maintenance manual delivery.We have determined that all conditions for issuing an operating permit have been met. On this
basis, an Operating Permit for Sanderson Well Chlorinator (TP002) Upgrade Project is hereby issued as constituted by this letter. You may now place Sanderson Well Chlorinator (TP002)
in service in your water system. Please maintain a copy of this letter with your permanent records for future reference.}Secondary Disinfection RequirementsThe Granger Hunter Improvement
District (GHID) is electively installing the Sanderson Well Chlorinator (TP002) upgrade project to provide secondary disinfection. This water system is not required to disinfect the
Sanderson Well #1 (WS002) based on the bacteriological sample results of these sources currently available to the Division.The plan review of the proposed Sanderson Well Chlorinator
(TP002) is based on providing secondary disinfection. When this chlorinator is installed and placed in operation after the Operating Permit issuance, the Granger Hunter Improvement District
(GHID) will be required to demonstrate ongoing compliance with the following secondary disinfection requirements if Sanderson Well Chlorinator (TP002) is used for secondary disinfection.
Granger Hunter Improvement District is required to provide continuous disinfection to maintain a detectable chlorine residual concentration throughout the distribution system and demonstrate
ongoing compliance with the secondary disinfection requirements found in Addendum A of this letter.Please be aware if any water source of the Granger Hunter Improvement District Water
System is found to require primary disinfection in the future per R309-200-5(7)(a)(i), additional regulations will apply. This will include submitting disinfection CT information showing
compliance with 4-log virus inactivation in accordance with the Ground Water Rule in R309-215-16.Bacteriological Sampling RequirementTake one bacteriological sample per month at water
sources: Sanderson Well #1 (WS002) prior to treatment. The purpose of this source sampling requirement is to gather data to evaluate the quality of this source. This source sampling
requirement shall begin August 2024 and extend at least 12 months for each month the well is in operation and accessible, sufficient to cover two peak (or summer) operating seasons.
The Division may evaluate the source sampling requirements after 12 months based on the data available at that time.Label all source samples with correct facility IDs (WS002) as the
sampling location and facility code. In the result of an Escherichia coli (E. coli) positive sample, please contact Sitara Federico at (385) 515-1459 or sfederico@utah.gov within 24
hours of notification from the lab. Also, contact Sitara Federico for any related questions to this source sampling requirement. There may be new changes in monitoring and reporting
requirements in the future as the Division continues to improve the disinfection monitoring and reporting practices. Failure to adhere to required monitoring and reporting will result
in violations and the assessment of IPS points.Please maintain a copy of this letter with your permanent records for future reference.If you have any questions regarding this Operating

Elective Monitoring and Reporting Requirements
Chlorine Monitoring & Reporting Requirements
The water system is required to meet elective disinfection requirements. As a part of these requirements, the water system is required to continuously maintain a minimum free chlorine
residual at each chlorinator Point of Entry (POE) into the system and demonstrate a detectable chlorine residual in the distribution system.
Elective Disinfection Requirements and Reporting
Chlorine Residual ‒ Point of Entry (POE) to Distribution System
The POE sampling location is identified as EP002 in the Division’s database. A description of the precise POE location needs to be provided to the Division within 30 days of this letter.
Maintain a minimum of 0.2 mg/L residual (measured as free chlorine) at the POE sampling location. [R309-215-16(3)(b)(iii)(A)(I) and (II)]
The chlorine residual concentration measured at the POE sampling location shall not exceed the maximum residual disinfectant level (MRDL) of 4.0 mg/L (measured as free chlorine). [R309-200-5(3)(c)(iv)]
Record and report the lowest daily chlorine residual concentration, measured as free chlorine, at the chlorinator POE sampling location a minimum of three (3) times per week. [R309-210-
8(3)(a)(ii)]
Chlorine Residual ‒ Distribution System (DS001)
This water system must maintain a detectable residualthroughout the distribution system. It is recommended to maintain the chlorine residual above 0.1 ppm in the distribution system.

The chlorine residual measured in the distribution system shall not exceed the maximum residual disinfectant level (MRDL) of 4.0 mg/L (measured as free chlorine). [R309-200-5(3)(c)(iv)]
This water system must take a minimum of three (3) chlorine residual samples per weekat varying locations throughout its distribution system (DS001). [R309-105-10(1)(c)]
Distribution system chlorine residuals must be taken in conjunction with total coliform sampling. [R309-215-10(3)]
Disinfection Report Submission
To demonstrate ongoing compliance with secondary disinfection requirements, the water system must complete monthly operational reports for each active chlorinator using a template approved
by the Division.
Operational reports are submitted quarterly. The reports are due to the Division by the 10th day following the end of each reporting month or quarter (i.e., January 10th, April 10th,
July 10th, and October 10th for quarterly reports). The reports can be submitted by hardcopy, fax, or email at DDWReports@utah.gov. Please contact Luke Treutel at (385) 258-6084 or ltreutel@utah.gov
to schedule training regarding proper reporting.
In addition to monthly disinfection reporting, this water system must submit the monthly average of chlorine residual samples taken in the distribution system. Distribution system chlorine
residual monitoring results are due quarterly by the same compliance dates as the monthly disinfection report and can be submitted via an online form found at mrdl.utah.gov.
Records must be maintained for a minimum of 5 years. [R309-105-17(1)]
Source Bacteriological Monitoring
This water system is required to take monthly bacteriological samples of the Sanderson Well #1 (WS002) prior to any treatment, for the months the spring is (in operation or accessible).
The source sampling requirement shall begin in August 2024 and last for 12-18 months.
The purpose of the source sampling requirement is to gather data to evaluate the quality of the source water from Sanderson Well #1 (WS002) and determine whether primary disinfection
treatment is required or not.
Label the source samples with WS002 as the sampling location.
The required source bacteriological sampling is shown on your monitoring schedule for this sample site. Please note that the source sampling is in addition to the distribution system
bacteriological sampling already in place, which is labeled DS001.
After two seasons of source sampling data become available, the Division will evaluate the results to determine whether primary disinfection is required for Sanderson Well #1 (WS002).
Please contact Sitara Federico for any positive samples that may occur at the source at 385-515-1459 or sfederico@utah.gov. If any sample result comes back as E. coli positive, please
contact the Division within 24 hours of being notified of the result.
