Hi Jeff,
I'm reviewing the updated drinking water source protection plan for Browns Spring and the 1986 Well, received on December 13, 2022. It appears that no implementation
documentation was provided in this update. Since residential properties and septic were inventoried as uncontrolled potential contamination sources for the 1986 Well, the
system agreed to distribute public education material to homeowners to inform them of the risk posed to drinking water and best management practices. I've attached the original
DWSP plan which discusses the land management strategies Koosharem agreed to, found in section 5. The Division requires that systems implement land management
strategies at least once every update cycle (six years). A date of implementation and a copy of the education material should be included in each updated DWSP plan to fulfill the
recordkeeping requirements. Many systems use factsheets to fulfill the public education requirement by distributing them as a bill stuffer. I've attached septic and household
hazardous waste factsheets to this email.
If the system has distributed public education material since 2017, please provide a copy. If this has not been completed, please do so as soon as possible and provide a copy of
what was distributed. I can grant 90 days from the date of this email for implementation documentation to be provided before a formal disapproval letter
and ips points are issued.
