On December 14, 2023, the Division of Air Quality (DAQ) received your request for a small source exemption
for Cliff Johnson Excavating - Recycled Asphalt and Concrete Crushing and Screening. The source is located at
3499 South 500 West, South Salt Lake, Salt Lake County. DAQ has determined the small source exemption
applies to the source, as long as the equipment and associated processes operate as specified in the registration
request.
The small source exemption does not exempt a source from complying with other applicable federal, state, and
local regulations and the current Utah Administrative Code. Based on the emissions that you submitted to DAQ
with your registration request, Cliff Johnson Excavating - Recycled Asphalt and Concrete Crushing and
Screening is not required to obtain an approval order under R307-401. If you change your operation such that
there is an increase in emissions, we recommend that you notify us, as an approval order may be required.

Hello Mr. Johnson,
My name is Rita Trick and I work with the Utah Department of Air Quality (DAQ). The permit granted to Cliff Johnson
Excavating (DAQE-AN3309001-06) on June 27, 2006 is currently being reviewed to update language and regulations.
This review is common for permits older than 10 years. Upon review, your facility may be eligible for a small source
exemption under R307-401-9. Could you please confirm the following information:

Thank you. You will have to fill out the forms and formally request an NOI before the project can be started. The Pre-NOI
is used to answer questions you may have and review the completeness of the potential application. By the looks of your
emissions you likely qualify for a small source exemption. Other instructions for how to apply for a small source
exemption can be found on the air permitting forms section of the DEQ website. Would you like to schedule a Pre-NOI

Briefly describe the process including the end products, raw materials, and process equipment used.
We receive old, town out concrete and asphalt to crush in to recycled road base. Once the concrete and asphalt arrive,
a machine pulverizer breaks it down in to smaller, more manageable pieces. From there a CAT loader will load the raw
material in to the crusher where it will be screened and turned in to 1" minus road base. Once turned in to road base,
dump trucks will haul it off to their job sites.
