Re: Quality Crushing – Temporary Relocation/Operation, Notice of Intent – Emery County
Your Notice of Intent dated January 3, 2024, to relocate portable aggregate equipment to the
temporary project for Staker Parson Companies’ Ferron Facility, located approximately one mile north
of Ferron, on the east side of Highway 10, Emery County, Utah, was received by the Utah Division of
Air Quality (DAQ) and has been reviewed.
The following equipment has been approved for operation for this temporary project:
500 TPH jaw crusher
Two (2) 400 TPH screens
300 TPH screen
400 TPH cone crusher
400 TPH impact rusher
725 kW generator
The above equipment has been permitted for operation in the State of Utah by Quality Crushing’s
portable Approval Order (AO) DAQE-AN130980008-18 dated May 2, 2018. The above location is a
permitted aggregate facility with established production limits and operating conditions. All
equipment at this site must be in accordance with the submitted Fugitive Dust Control Plan for this
project, and all the conditions, including opacity limits, and dust minimization requirements, of the
Staker Parson Companies’ current AO for this site DAQE-AN146070002-17 dated July 16, 2017.
As per the telephone conversation with Gene Henrie, dated January 19, 2024, a water line is being
installed within the operation area in order to provide continuous access to water applications for
minimizing fugitive dust.

The production of aggregate from this temporary project when combined with any permanent
equipment’s production cannot exceed the 12-month rolling limits as per Condition II.B.1.a of the AO
DAQE-AN146070002-17. The operation of the generator engine must be in accordance of Section
II.B.10 of the AO DAQE-AN130980008-18.
As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary
site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days,
starting from the initial relocation date. The operational days per site cannot be extended beyond the
stipulated 365 consecutive day period.
The owner/operator shall maintain records of the actual operation hours, days, and production rate, of
the above referenced equipment at this relocation site and have the ability to submit the information to
the DAQ upon the request of representatives of the director. Please make certain that the plant
operator is aware of all the location specific requirements for this site and the conditions of the
aforementioned Staker Parson AO DAQE-AN146070002-17.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations
be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also
mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which
are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure
proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current storm water construction requirements for
additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan,
I have plotted the UTM coordinates of the Staker Parson Ferron Pit and the Quality Crushing TRP location and compared
them to the boundaries of the Staker Parson Pit found in the 2017 NOI and it looks like you are correct about the TRP
coordinates being located within the boundaries of the Staker Parson Ferron Pit. See attached for additional information.

attached photo that their proposed relocation is just to the right of the disturbed area that I believe is the permanent
Staker Ferron pit located on the west side of Highway 10. Attempting to make fine boundary distinctions on permits is
an issue that usually doesn't come up, however, I believe that Quality Crushing's proposed TRP is essentially within
Staker's pit.
I don't know if the existing permit makes it easier or harder to authorize the TRP under the circumstances. The AO at
least has been modeled as per our permitting standards and has a production limit. Just as additional information, Mr.
Henrie stated yesterday evening that they are having a water line dug in to make sure that the operation has constant
