FIELD OBSERVATIONS:
On May 17, 2024, Hao Zhu of the Division of Waste Management and Radiation Control conducted an
inspection of the Hexcel property and the former Hercules cool water pond owned by Hercules Ins. The
inspection was conducted with Brian Smith of Geosyntec Consultants. In 1990s, Hercules sold its carbon
fiber production on a land of 80 acres to Hexcel Corporation (Hexcel), but remained the ownership for an
area of 7.42 acres including the former cooling water pond.
The land use conditions for Hexcel and the pond remained unchanged within a fenced and guarded
industrial complex. The access to the Hercules Bacchus pond can only entered through the Hexcel
guarded gate (Photo 1). The perimeter of the pond adjacent to the Hexcel and ATK properties is secured
by chain-link fencing and a locked gate. There are warning signs (Photo 2) along the fence marked with
words “Hazardous Area”, “Keep out”, or “No Unauthorized Excavation Permitted”. The former pond that
has been dry for decades.
It is not anticipated that the land use conditions for both Hexcel and the fenced pond area will be
changed in near future. The pond is totally land locked by the Hexcel property and a sliver of the
Northrop Grumman property to the north of the pond.

FUTURE LAND USAGE
___ Residential ___ Mixed Commercial w/ Residential
__ Commercial ___ Other: (describe below)
_x_ Industrial ___ Unknow at this time
COMMENTS:
The land uses for Hexcel and the former Hercules Bacchus Pond should remain unchanged in the
anticipated future as long as Hexcel is in business. Because the pond is totally land locked by surrounding
properties, the former pond area cannot be developed unless the pond is sold by Hercules to Hexcel.
POST-CLEANUP SITE VISITS
Is the Completed Cleanup Remedy Still Protective Based on Current Land Use?
YES _x_ NO __ Unknown (Drive-By Inspection Only) ___
COMMENTS:
A long-term groundwater monitoring program has been implemented for the Hexcel/former Hercules
Pond site for release of TCA in 1980s.
LONG-TERM INSTITUTION CONTROL(S) VERIFICATION
Are Components or Restrictions of the SMP &/or EC Currently Being Complied with?
YES _x_ NO ___ Unknown (Drive-By Inspection Only) ___
COMMENTS:
SITE VISIT CONCLUSIONS
Based on the site visit, the land use conditions remain unchanged.
RECOMMENDATIONS
An annual site visit to confirm the land use condition is recommended.
