The inspection was conducted with Brian Smith of Geosyntec Consultants. In 1990s, Hercules sold its carbon fiber production on a land of 80 acres to Hexcel Corporation (Hexcel), but remained the ownership for an area of 7.42 acres including the former cooling water pond. The land use conditions for Hexcel and the pond remained unchanged within a fenced and guarded industrial complex. The access to the Hercules Bacchus pond can only entered through the Hexcel guarded gate (Photo 1). The perimeter of the pond adjacent to the Hexcel and ATK properties is secured by chain-link fencing and a locked gate. There are warning signs (Photo 2) along the fence marked with words “Hazardous Area”, “Keep out”, or “No Unauthorized Excavation Permitted”. The former pond that has been dry for decades. It is not anticipated that the land use conditions for both Hexcel and the fenced pond area will be changed in near future. The pond is totally land locked by the Hexcel property and a sliver of the Northrop Grumman property to the north of the pond. SAMPLE COLLECTION Were Environmental Samples Collected by the Consultant per the approved Sampling & Analysis Plan? Because the pond is totally land locked by surrounding properties, the former pond area cannot be developed unless the pond is sold by Hercules to Hexcel. POST-CLEANUP SITE VISITS Is the Completed Cleanup Remedy Still Protective Based on Current Land Use?
