Box 144820 Salt Lake city, UT 841146-4820 UTAH DEPARTMET'JT OF ENVIRONI4Ei]TAL OUALITY DIVISION OF AIH QUALIT," Fourth Quarter 2023Excess Emission Report and Quarterly Compliance Report for Lake Side Power Plant: CT01, CT02, CT03 and CT04 Dear Mr. Bird: The Fourth Quarter 2023 Excess Emissions Report (EER)/Quarterly Compliance Report for PacifiCorp's Lake Side Power Plant: CT0l ,CT02, CT03 and CT04 have been submitted in electronic format to Mr. Rob Leishman, Utah Division of Air Quality. The report was submitted in accordance with R307-170-9 and to meet the requirements of Title V permit #4900241002. The required continuous monitoring system calibration, span and drift checks and other periodic audits have been performed as specified. The data used to show compliance was obtained in accordance with approved methods and procedures of 40CFR Part 60 subpart KKKK, and is representative of plant performance. The minimum data requirements have been met for errors that were unavoidable. Compliance with the standard has been achieved during the reporting period. On November 8,2023, PacifiCorp notified the Utah Department of Environmental Quality Division of Air Quality (DEQ) that the Lake Side Power Plant that the planned installation of new sample probes, umbilicals, and gas analyzers forNitrogen Oxide (NOx), Carbon Monoxide (CO) and Oxygen (O2) on units CTOl , CT02, CT03, and CT04 during the fourth quarter of 2023 was being postponed until a future date. The plant used a temporary like kind replacement analyzer to monitor unit I NOX from 1ll3 to I l/07. The analyzer was certified according to the requirements of part 75. The original NOx monitor was re-installed on lllT after maintenance was completed on the original NOx analyzer. Upon returning all of the originally installed equipment, the Lake Side Plant performed cycle response time tests, linearity tests, calibration gas audits, and 7-day drift tests on CT0l, CT02, CT03, and CT04 within 168 operating hours of the units returning on-line. The results of the diagnostic tests are included with this document in Appendix A.
