As noted in a return email at that time, the data logger information indicated that the spring stopped flowing during the late summer and fall months. As discussed, your consultant thought that the pressure head associated with the data logger resulted in back pressure on the spring causing it to stop flowing, and you intend to install a small bypass line with a meter to measure those low-pressure late year flows. On May 30, 2024, the Division issued approval to haul water if your spring does not keep up with system demand. Since there is still not enough data to establish a spring yield, the Division is supportive of allowing more time to collect additional spring flow data and encourages you to look for other sources of water in the area. On this basis, an extension to the Temporary Operating Permit for Camp Timberlane Spring is hereby issued as constituted by this letter. This Temporary Operating Permit expires on December 31, 2026.The Camp Timberlane water system is required to continue to measure and record the spring flow data once a month, for each month the spring is reasonably accessible, for an additional three years. The Division will evaluate if the yield of the spring can be determined based on allofthe collected spring flow data. The spring yield will be the basis for determining the maximum number of connections that the Camp Timberlane Spring (WS001) can serve. The Camp Timberlane water system must submit fall of the monthly spring flow data with a permanent Operating Permit request to the Division and obtain a permanent Operating Permit for the Camp Timberlane spring (WS001) by December 31, 2026. The spring flow data submission requirement has been added to the Division’s database as a tracking tool and reminder. Please note that this water system will be assessed 200 deficiency points if you do not submit the spring flow data and obtain a permanent Operating Permit by December 31, 2026. If you have any questions regarding this Operating Permit, please contact Nathan Hall, P.E., TriCounty DEQ District Engineer at (435) 630-3852, or Michael Newberry, Permitting and Engineering Manager, at (385) 515-1464.
