Your Notice of Intent dated April 12, 2024, to relocate portable concrete batch plant equipment to
the temporary project for Geneva Rock Products’ Mount Jordan Operations located at 15200
South Pony Express Road, Bluffdale, Utah, was received by the Utah Division of Air Quality
(DAQ) and has been reviewed.
The following equipment has been approved for operation for this temporary project:
125 cubic yard per hour 73-2038 mobile concrete batch plant
5 MMBtu/hr diesel water heater
Cat 525 kW diesel generator
The State of Utah has permitted portable equipment for Geneva Rock Products on the Approval
Order (AO) DAQE-AN110420003-21 dated March 17, 2021. The Mount Jordan pit is a
permanent aggregate facility with emissions established by the AO AN127760008-22, dated
February 27, 2022. Approval is granted to relocate and operate the concrete batch plant equipment
at this location for a period not to exceed 180 operational days. As per Utah Administrative Code
(UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180
working days in any calendar year not to exceed 365 consecutive days, starting from the initial
relocation date. Approval is subject to the conditions of the dust control plan submitted for this
location and the applicable conditions of the above referenced portable AO. Hours of operation
shall be held to 16 hours each day. The maximum production rate shall be held to the requested
125 cubic yards per hour.

The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to https://secure.utah.gov/deq-dashboard/index.html for additional
information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

I discussed this one further with Jay and the hours of operation for this project will be subject to DAQE-AN110420003-21
condition II.B.3.c which states:
The owner/operator shall only operate between 6:00 AM and 10:00 PM each day. The hours of operation may be altered upon
approval of the Director; however, any request for a change in these hours shall include modeling showing that all NAAQS are
met.
In order for Jay/Bryce to grant the request to operate outside of these hours, Geneva is going to need to submit modeling for the
following equipment to show the NAAQs are met.

these requirements as well as approval from the director to operate outside the hours of 6am to 10pm.
Section II.B.3 of the permanent AO states it applies to "All On-Site Diesel Fired Equipment" and Condition II.B.3.a limits use
to 175,000 hp-hrs per rolling 12-month period so they will need to observe those requirements.
We will also need to know the year of manufacture for this generator engine since there is a chance it will be on-site over
365 days which will make it subject to the applicable federal subpart as a stationary engine. If it's a Subpart ZZZZ engine,
then it will require stack testing. If it's a Subpart IIII engine, then they should provide the tier rating, EPA certificate of
conformity, and exhaust emission statement. They will also need to demonstrate they are operating this engine in
accordance with the manufacturer's recommendations. Otherwise, it will be subject to stack testing, per Subpart IIII -
60.4211(g)(3), due to the horsepower being greater than 500 hp.

operation due to UDOT requirements. The requested location is the Mount Jordan aggregate facility (12776). The
permanent AO for this site doesn't seem to restrict general operations (other than bulldozers), however there is an hourly
restriction for the single permitted diesel generator that is probably part of a specific crushing circuit.
The batch plant will be using a portable hot water heater and a generator. Can I issue them a temporary authorization for
the batch plant and the support equipment at this site? I can reference the diesel engine requirements on their portable

Hi All,
We appreciate your pa ence as we've tried to schedule a mee ng to discuss the need to model the 24-hour temporary
concrete batch plant on a property that already has an AO (the AO does not have a concrete batch plant listed). It's been a
struggle to have all of our schedules line up. Susan sent a good explana on and we are now less concerned about the "why"
modeling is required and are ready to move onto the next step of actually modeling. In other words, we are okay not to
have a mee ng at this me and feel sa sfied with the informa on we've received.
Please con nue issuing the TRP under a 16-hour opera on and we'll begin the modeling before we request 24-hour
opera on.

Hello Grant, I wanted to provide at least a partial explanation for why modeling was required for the requested 24-hour
batch plant operation. I will forward your specific modeling questions to management.
Sites that have a pre-existing Approval Order, have been modeled with overall emission limits. When operating temporary
equipment at a facility with an existing AO, the relocation letter will try to have the relocated equipment operating with the
same established production/hourly and other permitted limits so that the relocation operation does not cause an increase
in the overall established Potential to Emit emissions.
In most cases, temporary relocations with equipment that matches up with the permitted equipment are pretty easy to
process in that the DAQ just requires that the production/operation restrictions are not exceeded for the applicable 12-
month rolling period. In this case - no batch plant equipment has been permitted at the Mount Jordan Pit. I believe that the
DAQ management is willing to grant the relocation for the UDOT required batch plant operation, however, there is a
concern that the 24-hour operation may be enough of an emissions increase that it warranted a modeled emission
estimate.
I have been told that the Geneva Rock Products' emission estimate must include the hot water heater and the generator
that will power the operation. Your specific modeling questions such as how ancillary support equipment is included, and
how the emissions from the permanent operations are accounted for, will need to be addressed by one of our engineering
or modeling staff.
It might be useful to have a conference or google meet conversation to make sure that everyone is in agreement as to
how to proceed at this point. I can try to coordinate a time with you, Chad, and Alan Humpherys. Let me know what dates
may work for you. I believe that Chad will be busy the first three days of next week but may be available after that time.

to a site that already has a permanent AO? Do you mind explaining further? That permanent AO doesn't have
hourly opera on restric ons in it so I'm a li le confused as to why the mobile plant would be restricted in that way.
Also, the modeling is requested ONLY for the mobile equipment on the TRP and not for ALL the equipment on the
TRP and full AO, right?

that change. The earlier startup hour may be easier to grant for only the summer months during daylight savings when
