COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-340-24 Site ID 12727 (B1) Quin Bingham Granite Construction Company 1000 North Warm Springs Road Salt Lake City, Utah 84116-2321 Dear Mr. Bingham: Re: Granite Construction Company – Temporary Relocation/Operation, Notice of Intent – Tooele County Your Notice of Intent dated April 10, 2024, to relocate portable aggregate equipment to the temporary project to Granite Construction Company’s Coyote Pit, located at Highway 36 and Center Street, Stansbury Park, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Nordberg 3054 jaw crusher Nordberg HP cone crusher Nordberg HP 400 cone crusher Two (2) 8’ x 20’ three-deck screen Two (2) 1100 HP gensets Miscellaneous conveyors The above equipment has been leased from Wheeler Machinery Company and has been permitted for portable operations in the State of Utah by the Approval Order (AO) DAQE-AN142390014-18. Approval is granted to relocate and operate this equipment at the new location for a period not to exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date approved on the Relocation Authorization Letter DAQC-168-24. Aggregate operations extending beyond this period should be approved by a permanent AO for this location. - / & ) Ú á Û Ù Û Ý DAQC-340-24 Page 2 Approval is subject to the conditions of the dust control plan submitted for this location and the current Granite Construction Company portable AO DAQE-AN127270014-19 dated February 27, 2019. Hours of operation shall be held to 16 hours per each 24-hour day. The maximum production rate shall be held to the requested 800 tons per hour. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC. I believe we granted the referenced relocation DAQC-168-24 Letter on the condition that they obtain an AO if aggregate operations at this site were to exceed the 180 operation day/rolling 365 day period. In the attached draft, I've granted the same conditions for the new portable equipment, but using the initial start date that occurred with DAQC-168-24.
