Dear Clint McAffee:
On May 24, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-7, Separation of Water Mains and Transmission Lines from Sewers and Other
Pollution Sources for the project on Ontario Avenue. This rule states specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be at least
ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line.
Background Information
Due to the narrow road, the existing water main at the location on Ontario Avenue is 3-feet horizontally west from the existing sanitary sewer main. The existing water main is approximately
10-feet deep with the existing sewer main being approximately 8-feet deep. Due to the depth of the existing water and sewer mains, the new sanitary sewer lateral must cross above the
existing water main.
Exception Request
The basis for your request for an exception to R309-550-7 is that due to the existing depths of the existing water and sewer mains, the new sewer lateral must cross above the existing
water main. You propose that installing the new 4-inch diameter SDR 35 sewer lateral inside of a 6-inch diameter PVC casing 10-feet horizontally west and 3-feet horizontally east 2-feet
above the existing water main will provide an equivalent protection for public health and meet the intent of the rule.
On this basis, an exception to R309-550-7, Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for Ontario Avenue.This exception
may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.
