Compliance Stutrr. feCLr' fY Fr..# lz-.€q(o Salt Lake City, Utah 84116 RE: Salt Lake Compressor Station, Unit 2 Turbine Overhaul/Exchange Permit DAQE-AN 1259 60016-23 Dear Mr. Bird: Kern River Gas Transmission Company (Kern River) is submitting notification of a like-kind exchange of Unit 2 at the Fillmore compressor station. The like-kind exchange is scheduled for the week of March 18, 2024. Kern River will schedule a Subpart GG test of this turbine to occur after the exchange is complete. A protocol will be submitted to the Division at least 30 days prior to testing. The exchange of Unit 2 involves the gas producer and power turbine modular component of the turbine. The exchange of these components is part of Kern River's routine maintenance program. Failure to perform the exchange could result in the catastrophic failure of critical components with inherent risk to property, personnel, and the environment. Replaced components were refurbished in Solar Turbines, Incorporated overhaul facility. The overhaul consists of the complete disassembly, inspection rework, reassembly, and testing of the gas turbine to the original thermodynamic and mechanical performance. The exchange turbine is identical or functionally equivalent and will have the identical horsepower, heat rate, and emissions characteristics as the components being replaced. There are no physical or operational changes in the equipment. A refurbished engine core maintains the same mass flow, firing temperature, and control parameters as it did before the overhaul. Other components of the original package including the control system, fuel system, lubrication system, backup power system, cooling system, driven equipment, structures, enclosures, skids, inlet and exhaust ducting, etc., remain unchanged and in place. Only the accessory gearbox, gas producer and power turbine modular components are affected by the exchange. Enclosed is the pricing for the exchange unit. The cost of the exchange is less thanl}oh of the cost of the new turbine. The turbine exchange cost is $3.2m and the cost of a new turbine package would be $10.4m. This exchange does not meet the definition of reconstruction and therefore no permitting should be required. \ ,\This exchange should be considered routine maintenance.
