On March 29, 2024, DAQ received a protocol for testing of Sunroc Corporation’s Fort Pierce Hot Mix
Asphalt Plant in St. George, UT. Testing will be performed on April 30, 2024, to determine compliance
with the emission limits found in condition II.B.2.e of Approval Order DAQE-AN125160008-21.

PROTOCOL CONDITIONS:

1. Method 1 used to determine sample traverses: OK
2. Method 2 used to determine stack gas velocity and volumetric flow rate: OK
3. Method 3 used to determine O2 and CO2 concentrations of the gas stream: OK
4. Method 4 used to determine moisture content: OK
5. Method 5 used to determine particulate emissions: OK
6. Method 9 used to determine visible opacity emissions: OK
7. Method 202 used to determine condensable particulate emissions: OK
DEVIATIONS: None.

CONCLUSION: The protocol appears to be acceptable.

RECOMMENDATION: The methods proposed in the pretest protocol are sufficient to determine
particulate matter and visible emissions.
