Dear Mr. Hodson:
Re: Kilgore Companies – Modification to Temporary Relocation/Operation – DAQC-1101-23
– Additional Equipment – Juab County
Your request dated November 20, 2023, to add an additional VSI crusher and a feeder to the
temporary project for Kilgore Construction's Pit, located 2.2 miles north of Mona, Utah, was
received by the Utah Division of Air Quality (DAQ) and has been reviewed.
The following equipment has now been approved for operation for this temporary project:
Aztek VSO crusher
Site boss feeder
Remco VSI crusher
Finlay two deck track mounted screen plant
Astec CS3055 jaw crusher
Caterpillar 300 kW generator
The State of Utah has permitted portable aggregate equipment for operation for your company on
the Approval Order (AO) DAQE-AN129310019-18 dated April 12, 2018. The above relocation
address is a permanent aggregate processing operation with established rolling total production
limits. All equipment operating at this location must be in accordance with this site’s current AO
DAQE-AN121210002-16, originally issued to Westroc Inc., dated March 7, 2016. The production
of aggregate from this temporary project when combined with the permanent equipment’s
production cannot exceed the 12-month rolling limits as per Condition II.B.1.b.A of this AO.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date. The operational
days per site cannot be extended beyond the stipulated 365 consecutive day period.
The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Federal New Source Performance Standards Subpart OOO requires that initial Method 9
observations be performed for all crushers constructed, modified, or reconstructed on or after
April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep
maintenance records to ensure proper spray bar operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan,
I am needing to make a modification to our Temporary Relocation permit for our Highland site in Utah County, Permit # C-
1101-23. We are adding some new equipment temporarily to the site. The information for the equipment are as follows:
Equipment Type: VSI Crusher

Serial #: 420094
Manufactured Date: 2022
Design Capacity: 300 tph
Equipment Type: Track Feeder
