I just received the water hauling proposal. WCWCD helped them put it together, since they are also helping them
haul the water.
I am working on drafting the emergency water hauling approval now.

I just got a call from Brie at the Washington County WCD (WCWCD). They are taking out the hauling trucks
and totes as we speak. I told her about the hauling approval and mostly just need information, so she is going
to get me information on the hauling vessels. I sent her the hauling guidance and included Ross with Cedar
Point on this. I need to get some information but I will work on a draft of the emergency hauling approval. Did
we ever streamline this or is it still the regular approval process?
Another thing she mentioned is that some of the public is gathering out there and ABC 4 news might be
onsite.

We would need to know approved water system to haul from and hauling vessels (I have talked to
Washington Co WCD) and we know there are a couple of small trucks they could help with (a 2,000 gallon
truck and some totes and that had sodium hypochlorite) that could be used without going commercial. We
just need to know if that is the option they are even thinking of at this point. I just got a call from a contractor
they have talked to and it sounds like they are looking at installing some pipe, but I don't know for what yet,
because they haven't told me what they are thinking yet in that regard.

Team -
I would like an update from the well contractor that was supposed to be onsite today and would like us to
begin work on an emergency water hauling permit. Any other ideas on steps we can take to help them at
this point?
Thanks,
Tim

Thanks Terry. I forgot to include Mike Newberry on the original email. I am including him here so he
can be included as well in the rest of the discussion. I have also reached out to Hurricane City and
Washington County WCD about water hauling options. Nobody owns water hauling trucks for potable
purposes. So, if they did have to go to water hauling, and not use commercial trucks that would cost a
lot of money, both Hurricane and Washington County WCD mentioned enlisting the construction water
trucks (after disinfection and testing) as a method of possibly getting bulk water to them.

I talked to Trevor Turner around 10:00 last night. I can't add much beyond what Paul has
stated, other than Trevor stated that they had contacted a well contractor and he was
scheduled to show up this morning to sound the wells to verify the water level and
possibly lower the pumps, depending on what they found. This is baffling - that the water
level in the aquifer would suddenly drop in this fashion. Trevor stated that according to
the transducers in the wells, the aquifer level is 5 feet below the pumps. If this is the case,
then something beyond over-drawing the aquifer from these pumps is going on, since
they would be unable to draw water below the pump levels.
Also, I wonder if other private wells in the area, such as the Mayor's, are, or will soon be
affected. Connec ng those wells to the public system, with the addi onal/constant
pumping, may just cause this to happen.

Subject: Cedar Point (27089) wells suddenly have gone dry
Ryan,
I just got a call from Ross Gregerson with Big Plains SSD. He was calling about the Cedar Point
system (27089).
They have three wells that have been in use (WS002, WS003, WS004). Suddenly, all three of these
wells have gone dry, as of last night. The pumping level is such that the wells just automatically shut
down. He stopped using the wells last night to let them rest and this morning, the water levels had
gone up, but upon starting them back up, they immediately drew down to the bowls and stopped
again. Something has changed in the way this aquifer is acting.
Ross mentioned that there have been a couple of earthquakes in the area over the past couple of
days, maybe something happened hydrogeologically to drain this part of the aquifer into another
area??
They do have a 1 MG tank, but with usage for 100+ homes, that won't last too long.
I brought up the option of water hauling, but to sustain that (commercially) for very long would be
extremely expensive without local help to just do this constantly and I am not sure what resources
(equipment, etc) are available to help them out that way.
The other thing he mentioned is that he and the mayor have private wells closer to the tank that
might be an option to use, if we were to allow it and with proper testing.
I just wanted to get this out there to see what people's thoughts are and if you know of anything else
and I have included Terry with RWAU to see if he knows of anything as well.
Paul
