SUBJECT: Revised Standard Operating Procedure for 11e.(2) Byproduct Material Disposal at the
White Mesa Uranium Mill

Background
During the August 14, 2023 11e.(2) disposal inspection at the White Mesa Uranium Mill, 11e.(2)
byproduct material was picked up by a bare hand and placed into the excavation pit. These observations
are discussed in the inspection memo (DRC-2023-070648, dated August 24, 2023). The Division of
Waste Management and Radiation Control (Division) requested that the mill update its SOP.

Revised SOP
On August 24, 2023, Energy Fuels Resources (USA), Inc. submitted a revised Standard Operating
Procedure for 11e.(2) Byproduct Material Disposal, PBL-10. This included a redline/strikeout version
and a clean final version.

Updates to the Standard Operating Procedures included changes to the Hazard Identification and Safety
section. Specifically, the subsections Required Personal Protective Equipment and Industrial Hazards
and Safety were updated. The updates state that gloves shall be worn when manually handling 11e.(2)
byproduct material and that manually handling this material is discouraged.

Conclusion
I recommend that the Division approve the revised Standard Operating Procedure for 11e.(2) Byproduct
Material Disposal at the White Mesa Uranium Mill. The changes are more ALARA by reducing the
potential for employee’s hands to be contaminated.
