PROCESS DESCRIPTION: Tooele Army Depot mission is to provide warfighter readiness through superior ammunition logistics and ammunition peculiar equipment production/maintenance. The principal work activities at TEAD are the shipping, receiving, and demilitarization of conventional munitions, and the testing and development of ammunition peculiar equipment and related demilitarization testing. Recoverable scrap metal from incineration of these munitions is recycled through the qualified recycling program. TEAD operates paint booths, shops, and backup generators. The disassembly line functions as a recycling process of old shells and powder. The brass part of the shells is recovered and sold as scrap. Powder is burned in the grandfathered open burn area. Several of the paint booths are grandfathered. The deactivation hazardous waste furnace is a Title V source and is not covered by this AO. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In Compliance. No limits set forth in this AO appear to have been exceeded. The source stated that there have been no modifications to the equipment or processes. The equipment appeared to be properly operated and maintained according to manufacturer recommendations. Records are kept as required and were made available after the inspection. No breakdowns have been reported since the previous inspection. An emissions inventory was submitted for 2022, and emissions data are reported below. 3 I.8 The owner/operator shall submit documentation of the status of construction or modification to the Director within 18 months from the date of this AO. This AO may become invalid if construction is not commenced within 18 months from the date of this AO or if construction is discontinued for 18 months or more. To ensure proper credit when notifying the Director, send the documentation to the Director, attn.: NSR Section. [R307-401-18] Status: In Compliance. The 1200 kW diesel generator in building 523 has been in place for many years. The source confirmed that this generator will remain and the previously permitted 1475 kW natural-gas fired generator will not be installed. Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 United States Army Installation This stationary source is an area source with several emission units including boilers, generators, and paint booths. II.A.3 Emergency Generators 1)There are 13 diesel-fired emergency generators that are rated less than 600 hp (447 kW). Locations vary on depot as needed. 2) One (1) 1,200 kW diesel-fired emergency generator located in Building 523 (New). 3) One (1) natural gas-fired emergency generator rated at 60 kW. II.A.4 Paint Booths 1) One (1) paint booth located in Building 522 Filters: Paint arrestor particulate filters Design flow rate: 44,600 cubic feet/minute (cfm)* * This specification is listed for informational purposes only. 2) One (1) paint booth located in Building 1345 3) One (1) paint booth located in Building 541 Filters: Roll Filter media II.A.5 Flashing Furnaces 1) One (1) Ammunition Peculiar Equipment (APE) 2048 flashing furnace at Building 1356 rated at 2.0 MMBTU/hr with an afterburner 2) One (1) APE 1408 portable flashing furnace rated at 0.5 MMBTU/hr These two furnaces are not approved to burn hazardous waste. II.A.16 Thermal Arc Spray System Electrically melts zinc/aluminum alloy rods onto munitions for corrosion protection. Located in paint booth in building 1345. Controlled by a dust collection system. II.A.17 Laser Cutter Location: Building 540 Control: Baghouse 5 II.A.18 Abrasive Blaster Location: Adjacent to Building 522 Material: Steel Shot Control: Two (2) Dust collectors II.A.19 Wood Working Operations Location: Building 513 Control: Cyclone and Baghouse Location: Building 1004 Control: Cyclone Location: Building 1225 Control: Baghouse II.A.20 Grandfathered paint booths (pre-1969) The following paint booths are grandfathered (pre-1969)* 1) One (1) dry filter paint booth located in Building 513 2) One (1) dry filter paint booth located in Building 1231 3) One (1) dry filter paint booth located in Building 1233 4) Three (3) dry filter paint booths located in Building 1375 * This equipment is listed for informational purposes only. II.A.21 Grandfathered Open Burning/Detonation Operations* Open burning and detonation of excess or obsolete military munitions in 19 detonation pits, 6 static fire silos, and 11 burning pans *Established operations in 1942 Status: In Compliance. No unapproved equipment was observed at the time of inspection. The boilers in building 1375 have been removed permanently. The boiler in building 1400 has not been used in 8 years. The APE 1408 portable flash furnace is no longer on site. II.B Requirements and Limitations II.B.1 Site Wide Requirements II.B.1.a Visible emissions from the following emission points shall not exceed the following values. A. All boilers and heaters - 10% opacity B. The paint booths in Buildings 522, 541 and 1345 - 10% opacity C. The APE 2048 flashing furnace in Building 1356 - 10% opacity D. Small caliber disassembly Lines in Building 1325 and Building 1335 - 10% opacity E. Two (2) wood heat treaters in Building 1236E - 10% opacity F. The portable APE 1408 flashing furnace - 20% opacity G. The abrasive blaster adjacent to building 522 - 10% opacity H. Three woodworking areas- 10% opacity I. All other points - 20% opacity Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. [R307-401-8] Status: In Compliance. No visible emissions were observed from any point at the time of inspection. Method 9 was utilized to verify opacity limits. See attached VEO form. 6 II.B.1.b Each emergency generator engine shall not exceed 100 hours of operation for testing and maintenance per rolling 12-month period. The 100 hours of operation for testing and maintenance purposes may include up to 50 hours per calendar year for operation in nonemergency situations as provided in 40 CFR 60.4211(f). [R307-401-8] II.B.1.b.1 Compliance with the limit of the hours of operation shall be determined by installation of an hour meter on each emergency generator engine or by recording hours of operation in an operations log. Records documenting the operation of the emergency generator engine shall be kept in a log and shall include the following: A. The date the emergency generator engine was used; B. The duration of operation each day in hours; and C. The reason for the emergency generator engine usage. [R307-401-8] II.B.1.b.2 Records of hours of operation shall be determined by installing a non-resettable hour meter for each emergency generator engine. [R307-401-8] Status: In Compliance. Each emergency generator engine is equipped with a non-resettable hour meter. For the rolling 12-month period from November 2022 - October 2023, no generator exceeded 100 hours of use. See the attachment below for the detailed monthly logs for each generator. II.B.1.c Only wood pallets or boxes shall be processed in the Building 1236E heat treaters. Wood pallets or boxes shall not be heat treated if they have been treated with PCP (pentachlorophenol), CCA (chromated copper arsenate) or if the type of preservative is unknown. Records shall be kept on a daily basis when the units are used to treat wood. The records shall contain the number of treatments performed and the type of preservative used to treat the wood. [R307-401-8] Status: In Compliance. Small 2 MM Btu propane heaters provide heat to boxes, about 8x8x30. Only wood pallets or boxes are heat treated. Heat treating is conducted to control local pests, as required by other countries to ensure shipments don't contain unwanted non-native insects. The source maintains a log of all pallets that are treated - see the attached heat-treating worksheets below. II.B.1.d Operation of the abrasive blaster shall not exceed 3,120 hours per rolling 12-month period of operation. Compliance with this limitation shall be determined by a review of operation log(s), which are maintained by TEAD-N. The operation log(s) shall include daily recordings of the hours of operation and calculated total hours of operation per month. TEAD-N shall calculate a new 12-month total by the twentieth day of each month using the previous 12-months. [R307-401-8] Status: In Compliance. The abrasive blaster has not been used since June 2022. Logs of use for January - June 2022, are attached below. II.B.2 Fuels II.B.2.a TEAD-N shall only use the following fuels for the equipment approved by this AO: A. #1 and/or #2 diesel fuel or natural gas for the emergency generators. B. #1 and/or #2 fuel oil in all boilers listed in Condition II.A.2 except for the natural gas- fired boiler in Building 508. #1 and/or #2 fuel oil may be used as a backup fuel in the natural gas fired boiler; and C. Propane as a fuel in the APE 1408 and 2048 flash furnaces. [R307-401-8] Status: In Compliance. The source confirmed that these are the only fuels used for the generators. The boiler in building 508 has not been used in 8 years, but it only would use natural gas. The flash furnace has not been used in six years, but it would only use propane. 7 II.B.2.a.1 To demonstrate compliance with the fuel oil requirements, the owner/operator shall keep and maintain fuel purchase invoices. The fuel purchase invoices shall indicate that the diesel fuel meets the ULSD requirements, or the owner/operator shall obtain certification of sulfur content from the fuel supplier. [R307-401-8] Status: In Compliance. Only ULSD is used at this source. See the attached fuel invoice from Offen Petroleum. II.B.3 VOC Limitation II.B.3.a The emissions of VOC from the paint booths and associated operations in buildings 522, 541, and 1345 shall not exceed 10.0 tons VOC per rolling 12-month period. [R307-401-8] II.B.3.a.1 Compliance with the limitation shall be determined on a rolling 12-month total. By the twentieth day of each month, a new 12-month total shall be calculated using data from the previous 12 months. VOC emissions shall be determined by maintaining a record of VOC emitting materials used each month. The record shall include the following data for each material used: A. Name of the VOC emitting material, such as: paint, adhesive, solvent, thinner, reducers, chemical compounds, toxics, isocyanates, etc. B. Density of each material used (pounds per gallon) C. Percent by weight of all VOC in each material used D. Gallons of each VOC emitting material used E. The amount of VOC emitted monthly by each material used shall be calculated by the following procedure: VOC = (% VOC by Weight/100) x [Density (lb/gal)] x Gal Consumed x 1 ton/2000 lb F. The amount of VOCs reclaimed for the month shall be similarly quantified and subtracted from the quantities calculated above to provide the monthly total VOC emissions. [R307-401-8] Status: In Compliance. For the rolling 12-month period from November 2022 - October 2023, a total of 0.3 tons of VOCs were emitted. See the attached product usage logs below. II.B.4 APE Flash Furnace II.B.4.a Operation of the APE 2048 Flash Furnace shall not exceed 1,000 hours per rolling 12-month period. [R307-401-8] II.B.4.b Compliance with this limitation shall be determined by a review of operation log(s), which are maintained by TEAD-N. The operation log(s) shall include daily recordings of the hours of operation and calculated total hours of operation per month. TEAD-N shall calculate a new 12- month total by the twentieth day of each month using the previous 12-months. [R307-401-8] Status: In Compliance. The APE 2048 has not operated since July 2014. II.B.5 AED Testing Site II.B.5.a TEAD-N shall submit the following test plans and test reports for all AED tests that are conducted where the munitions and/or material being tested has a Net Explosive Weight (NEW) greater than 200 lbs per hour. [R307-401-8] 8 II.B.5.a.1 The test plan shall include the following information: A. NEW of material being tested B. Name of test and the materials that may be released into the air C. Maximum quantity of each pollutant that will be released D. Maximum rate, in lb/hr, of release for each pollutant E. Projected date of pollutant release F. If available, the applicable threshold limit values [TLVs in microgram/m3], and short- term exposure limit for each toxic pollutant expected to be released, and G. Modeling analysis to show maximum pollutant impacts in microgram/m3. The modeling technique must be approved by the Director. [R307-401-8] II.B.5.a.2 Within 90 days of the completion of each test category, TEAD shall submit an AED test report to the Director. The AED test report shall contain the following information: A. NEW of material that was tested B. Hours of operation for each test, the date and the purpose of the test C. Name and quantity of the material burned [chemical name and formula, and common name] D. A calculated estimate of the actual emission for each pollutant that was released during each test, and E. A calculated estimate for the total emissions for the category of tests that were conducted in accordance with the test plan. [R307-401-8] Status: In Compliance. All AED reports are submitted as required and can be found in the source file. II.B.5.b TEAD-N shall submit an annual report summarizing all equipment tests performed the previous year at the AED Test Site that result/cause air emissions. [R307-401-8] II.B.5.b.1 The annual report shall include: A. Name of each test B. Date of each test C. Purpose of each test D. The munitions/materials treated in each test E. NEW of munitions/material tested, and F. The estimated actual annual emissions that resulted from the testing In addition, the annual report shall list all testing planned for the current year and will include the name of each test and the proposed date of each test. Additions or changes to the list of planned tests will be clarified in that portion of the report summarizing tests completed the previous year as discussed above. The annual report will be submitted by March 15 of each year for the previous year. [R307-401-8] Status: In Compliance. The annual compliance report for 2022 was submitted on March 14, 2023, and can be found in the source file. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. 9 NSPS (Part 60) DC: Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units Status: Not Applicable. All boilers are less than 10 MMBtu/hr. NSPS (Part 60) IIII: Standards of Performance for Stationary Compression Ignition Internal Combustion Engines Status: In Compliance. Compliance with this subpart is satisfied by installing a certified engine, maintaining and operating the engines in accordance with the manufacturer's instructions, installation of a non-resettable hour meter, and maintaining records of use. All information provided at the time of inspection indicate this engine is being properly maintained and operated in accordance with this subpart. NSPS (Part 60) JJJJ: Standards of Performance for Stationary Spark Ignition Internal Combustion Engines Status: In Compliance. This subpart is applicable to the single natural gas-fired emergency generator at the source location. Compliance with this subpart is satisfied by maintaining and operating the engine in accordance with manufacturer's instructions, use of low sulfur diesel fuel, and not exceeding 100 hours per year for non-emergency use. The source confirmed they operate the generators in accordance with manufacturer's instructions with maintenance being conducted per the manufacturer's specifications. The engine is equipped with a non-resettable hour meter with use being tracked and categorized. MACT (Part 63) -ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines Status: In Compliance. This subpart applies to all emergency generators. Each generator was used for less than 100 hours for maintenance and other non-emergency purposes. Maintenance occurs per manufacturer recommendations, and the non-resettable hour meter is checked weekly. Only low-sulfur diesel is used in all of the generators. AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Emission Standards: Sulfur Content of Fuels [R307-203] Status: In Compliance. Only ULSD is used at this source. See the attached fuel invoice from Offen Petroleum. Stationary Sources [R307-210] Status: In Compliance. Compliance with this area source rule is satisfied by compliance with federal subparts IIII and JJJJ. See Section III for more information. National Emission Standards for Hazardous Air Pollutants [R307-214] Status: In Compliance. Compliance with this area source rule is satisfied by compliance with federal subpart ZZZZ. See Section III for more information. 10 Nonattainment and Maintenance Areas for PM10: Emissions and Fugitive Emissions and Fugitive Dust [R307-309] Status: In Compliance. No significant fugitive dust was observed on the haul roads or surrounding operational areas. Almost all roads are paved. See the attached VEO form for additional information. Ozone Nonattainment and Maintenance Areas: General Requirements [R307-325] Status: In Compliance. No VOC containing materials were observed spilled, discarded, stored in open containers, or handled in any other way that would result in greater evaporation. EMISSION INVENTORY: Listed before are the Actual Emissions Inventory provided from Tooele Army Depot - Tooele Army Depot from the 2022 submission year. A comparison of the estimated total potential emissions (PTE) on AO: DAQE-AN115940060-22, dated August 17, 2022, is provided. These include emissions from the Title V processes at this location.
