On January 21, 2014, the inspector met with and presented credentials to Jeremiah and Jim
Straube. Jim is the owner of the business and Jeremiah is his son who operates the Ogden
Shop.

PURPOSE AND SCOPE
The purpose of this Compliance Evaluation Inspection (CEI) was to evaluate the Facility's
waste management practices for compliance with R315 of the Utah Administrative Code
(the Rules), Utah Solid and Hazardous Waste Act 19-6-101.
Jim Straube is the owner of the business and lives in Hawaii. He has other shops in three or
four other states. During the inspection, Jim and his wife were in town helping his son with
closing down the Ogden airport shop. Jeremiah Straube is the main contact for the Ogden
Shop and is the person who answered questions during the inspection.
FACILITY DESCRIPTION AI\D WASTE MANAGEMENT OPERATIONS
Straube Aircraft Services (Straube) repaints airplanes. Prior to painting the aircraft, the
old paint and primer is striped from the aircraft using a non-butyl degreaser (apparently a
non-hazardous paint striper). After the paint is striped from the plane, it is washed off
with water and wiped down. The paint chips and water flow into a sump where they are
separated. The water is pumped into large totes and the paint chips are placed into 55-
gallon drums for storage. Some of the waste paint chips in containers were dried and
flakey, and some were dissolved in an oily looking mixture (see photo).
According to a Mr. Jeremiah, the paint striper is non-hazardous (see attached SDS).
Chromium primer is sometimes used when painting atcraft, because it helps make the
airplane corrosion resistant. However, not all airplanes contain the chromium primer.
When stripping the paint from airplanes, Straube has no way of knowing if the airplanes
contain the chromium primer or not. None of the paint or primers Straube uses contain
chromium.
If the paint chips contain the chromium primer, there is a chance that they could fail the
TCLP test. All paint chips stripped from the airplanes get mixed together while in the
separator sump. The water is then pumped from the sump into totes for storage and the
chips are removed and placed into 55-gallon drums. Based on a manifest from their last
shipment about a year ago, the waste paint chips and waste water was disposed of as non-
hazardous. A waste profile from Sump & Trap Cleaning LLC indicated that the waste
were non-hazardous, however the waste profile didn't contain any enough information
for the inspector to make a thorough determination. Pegasus Sustainability Solutions, the
waste disposal handler, called the inspector on January 28,2015 and indicated that
sampling analysis was not performed. They were told that they were just picking up
waste paint chips and water.
In July 2013, the Weber County Environmental Health Deparfrnent, issued Straube a
notice violation and notice to stop discharging their waste water and paint chips into a
drainage system located outside of the airplane hangar. They were told to characterize

their waste water, and if the results were accepable, to corurect to the sewer and
discharge it there.
Mr. Brett Nelson, with the Central Weber Sewer District (SWSD), sampled the water in
the totes on September 24,2013. Based on the results, he indicated that the water could
be discharged into the sewer (see attached results). However, Straube told him that they
don't generate enough waste water to justifr the cost of hooking up to the sewer, so
instead they collect it in totes and pay to have it shipped off for disposal. The results
from the CWSD sampling indicated that total chromium in water was 6.53 mg/I. It may
be ahazardous waste if it is sent off for disposal.
During the inspection, there were about four totes of waste water, and several drums of
waste paint chips. They have not been analyzed or characteized. Mr. Struabe was given
the names of several hazardous waste disposal companies, and was advised to have one
of them come out to help with chancteization and disposal of the waste water and paint
chips.
Spent paint thinners are generated during the painting of airplanes. The dirty solvent is
recycled in an onsite still and reused. The biscuits from the recycler are dried and
hardened when disposed of in the garbage.
Based on the amount of waste paint thinner generated, Straube is CESQG. However, it's
not certain if the waste water and paint chips should be counted in their monthly
accumulation amount. If water and paint chips are determined tobehazardous, Straube
might be over the2,200lbs allowed in storage onsite as a CESQG.
Straube is planning on being closed and moved out by the end of February 2015.
Jeremiatr indicated that he would characteize the waste water in the totes and the paint
chips and have them properly disposed.
Assistance Provided: Hazardous waste characteization, and management rules discussed
at length. Hazardous waste rules handbook was given to Jeremiah for review.
Follow-up Actions: Need to make sure that the waste water and paint chips are
charccterized and properly disposed of before they close.
Pegasus Sustainability Solutions called on January 28,2015 and indicated to Alex
Pashley, that Straube had just asked them to perform a complete waste analysis on their
waste paint chips. They plan to have the sampling performed with in the next week.

It has come to the attention of the Weber-Morgan Health Department that you are currently
discharging wastewater to an undergound system without a permit. This is a violation of The
Utah Administrative Code R317. Environmental Quality, Water Quatity; Rule R3l7-4. Onsite
Wastewater Systems:
2.4. Onsite Wastewater System Required. The drainage system of each dwelling, building or
premises covered herein shall receive all wastewater (including but not limited to bathroom,
kitchen, and laundry wastes) and shall have a connection to a public sewer except when such
sewer is not available or practicable for use, in which case connection shall be made as follows:
A. To an onsite wastewater system found to be adequate and constructed in accordance with
requirements stated herein.
B. To any other type of wastewater system acceptable rmder R317-1, R3l7-3, R3l7-5, or R317-
s60.
You are hereby ordered to immediately cease discharge until such time as a determination can be
made as to the nature of the waste and where it is going. You need to be in compliance by
August 15,2013.

Subject Underground Injection Control (UIC) Inspection - Straube's Aircraft Services
I wish to thank you for your time and the courtesy extended during our inspection of your facility
on Wednesday, July 17, 2013. Your facility was inspected because we were contacted by the
Weber-Morgan Health Departnnent about your discharge of wastewater without a pennit. I was
accompani"- Uy Dan Hall, also with the Division of Water Quallty, and Nella Forsberg of the
Weber-Morgan Health Department. During the inspection we observed a trench drain that flowed
into a screened distribution box for collecting paint chips that then ultimately discharged into a
subsurface drainage pit on the perimeter of the building. This drainage system up until recently
had been receiving paint chips, solvents imd other paint release/stripping agents associated with
the nature of your-business. After reviewing the MSDS sheets for these products, we advise that
they not be discharged into the subsurface via the above described drainage system.
Action to be Taken - As already ordered by the Weber-Morgan Health Deparbnent, you must
cease dischmging into this system. As discussed during the inspection, the best option that will
likely allow you to continue to operate your business while satisffing the rules and regulations of
ttre UIC program will be connecting this system to your local sewer. As these options are
explored and-implemented, you may continue to dispose of the collected paint chips at yow local
landfill. please keep us updated and infonned on the progrcss of this project. We will also advise
you to clean up and remove the residual paint chips around the perimeter of the building. I have
enclosed an Inventory Information Fonn that must be frlled out and returned. This informatipn
will be entered into our database. Upon connection to the local sewer you will need to fill out the
attached Change of Operating Status Fonn and your facility will no longer be under the regulatory
authority of the UIC Program.
