Subject: Planning Loan Agreement; Kingston Town, System #16004, SRF #3F2030P
Dear Mayor Bill Sudweeks and Town Council:
On April 23, 2024, the Assistant Executive Secretary to the Drinking Water Board authorized a
planning loan of $99,000 with 100% principal forgiveness to Kingston Town for the completion of
the planning and design portion of a drinking water source development project.
This financial assistance was authorized subject to the availability of funds. The assistance
represented by this authorization will be funded, in whole or in part, from the proceeds of a federal
SRF Capitalization Grant (Section 1452 SDWA) to the State of Utah. Under the SRF Capitalization
Grant Program, federal funds are to be made available to the State by way of authorized draws on a
letter of credit over the period of the Project. Therefore, this authorization is expressly subject to
the continued availability of federal funds through the SRF Capitalization Grant and the letter of
credit related thereto. Neither the Board nor the State of Utah shall be bound by this authorization
or by any obligation to provide further funding if the SRF Capitalization Grant funds to which this
authorization relates are not awarded or if payments under the letter of credit are withheld for any
reason.
Please review the enclosed Principal Forgiveness Agreement between the Town and the Drinking
Water Board.

fill in any blanks such as dates, and sign in the spaces so indicated. Please return a scanned copy to
Linda Ross at lpross@utah.gov. The project description and scope of work included with your
application will be added to the principal forgiveness agreement.
