Approval
Dear Mr. Anderson:
This letter conditionallyapproves EnergySolutionsOctober 9, 2023 Revised CAP (DRC-2023-071888) to address the presence of uranium in groundwater at the Clive Facility Compliance Groundwater
Monitoring well P3-95 SWC. Well P3-95 SWC is currently in Out-of-Compliance (OOC) status for three compliance parameters; Uranium-234, Uranium-238, and Total Uranium as defined in the
Ground Water Quality Discharge Permit (GWQDP).
Per the October 9, 2023proposed CAP, EnergySolutions commits to:
Complete Tracer Dye Testing as described in the October 9, 2023CAPto provide definitive information on the location of surface water infiltration correlated with elevated concentrations
of uranium at well P3-95 SWC. Please note Tracer Dye Testing shall be completed by technically qualified staff and groundwater extraction should continue while Tracer Dye Testing is
conducted. If tracer dye is detected in any sample, the sample will be submitted for isotopic analysis by a laboratory as specified in Appendix B of the GWQDP.
The management of surface water is limited to the vicinity of well P3-95 SWC. Any work related to storm water drainage is limited to the north-south ditch on the west side of the haul
road located east of the Vitro Embankmentand needs to be provided to the Division for review and approval.
Extraction of groundwaterwill continue untila minimum of 5,100 gallons of groundwater has been extracted from well P3-95 SWC.
Continue monthly accelerated sampling of OOC parameters in well P3-95 SWC.
Provide the Divisionwith quarterly reports detailing the operation of the extraction system, schedule status, the results of sampling events, and progress in modification of the haul
road ditch storm water drainage according to the CAP.
Collect at least eight quarterly samples, after extraction from well P3-95 SWC is completed, with results less than the groundwater protection levels for each OOC parameters; and when
EnergySolutions feels it is appropriate,request Director approval for return to compliance status.
Provide a final summary report after completion of the CAP, or if OOC constituents continue to exceed groundwater protection levels after completion of groundwater extraction activities
at Compliance Well P3-95 SWC.
