Dear Mr. White,
Subject: RTCR Level 2 Assessment Enoch City Water System UTAH11004
I would like to thank you for taking the time to meet with me on February 28th, 2024, for a Level 2
Assessment (L2) of your water system. Your willingness to accommodate this request is greatly
appreciated.
Observations:
This visit was triggered by multiple L2 assessments from September 2023 through December
2023.
You indicated December 2023 sampling issues were caused by a well being turned into the system
without being flushed to waste for a period, causing TC+EC- samples throughout the area served
by this well.
Enoch water system has installed chlorinators at every well source and is waiting for DDW
approval to start operating these chlorinators.
Conclusions:
1. TC + samples were likely caused by stagnant water in the well not being flushed to waste
at start up.
2. Another potential cause could be a bio film build up in your tanks and distribution system.

Recommendations:
1. Initiate a 3-minute minimum flush to waste for all wells either through SCADA system or
with an SOP if FTW is manual actuated.
2. Maintain .3 to .6 mg/l of Free Chlorine Residual in the distribution system at all times
when chlorinators become operational.
3. Initiate a Unidirectional System/Hydrant flushing program on a periodic basis, with a goal
of achieving a 2.5 ft per second flushing velocity.
4. Inspect and Clean Storage Tanks on a regular basis.
5. Bacteriological Samples: Follow sanitary sampling protocol of sufficient flushing and
disinfection, using a strong chlorine-based solution (applying, allowing contact time,
flushing, sample collection).
