PROCESS DESCRIPTION: The Ogden Publishing Corporation (OPC), which owns the Standard Examiner newspaper facility operates a new facility which includes publishing a newspaper and contract printing for various businesses. The new printing press is state of the art and has all computerized controls to reduce waste. Two standby diesel generators are on site. The new printing press uses soy-based inks to eliminate ink misting to reduce emissions of fugitive volatile organic chemicals. The vacuum system from the press takes product waste to a baler that will then be shipped back to the newsprint plant for recycling. The Standard Examiner uses soy-based inks, catalytic oxidizer, baghouse, and low NOx boilers to fulfill the Best Available Control Technology requirements. APPLICABLE REGULATIONS: Approval Order AN1607003-04, dated July 27, 2004. SOURCE EVALUATION: General AO Conditions: Condition 1. This Approval Order (AO) applies to the following company: Site Office Standard Examiner 332 Standard Way Ogden, Utah 84404 Phone Number (801) 625-4200 Fax Number (801) 625-4516 2 The equipment listed in this AO shall be operated at the following location: 322 Standard Way Ogden, Utah 84404 Universal Transverse Mercator (UTM) Coordinate System: UTM Datum NAD27 4,566.0 kilometers Northing, 417.0 kilometers Easting, Zone 12 Status: In compliance. The above information is correct. Condition 2. All definitions, terms, abbreviations, and references used in this AO conform to those used in the Utah Administrative Code (UAC) Rule 307 (R307) and Title 40 of the Code of Federal Regulations (40 CFR). Unless noted otherwise, references cited in these AO conditions refer to those rules. Condition 3. The limits set forth in this AO shall not be exceeded without prior approval in accordance with R307-401. Condition 4. Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved in accordance with R307-401-1. Status: In compliance. No limits have been exceeded. The only modifications to the equipment that have occurred are that the equipment listed in 8B and 8D have been removed. Condition 5. All records referenced in this AO which are required to be kept by the owner/operator, shall be made available to the Executive Secretary or Executive Secretary’s representative upon request, and the records shall include the two-year period prior to the date of the request. Records shall be kept for the following minimum periods: A. Emission inventories Five years from the due date of each emission statement or until the next inventory is due, whichever is longer. B. All other records Two years Status: In compliance. Standard Examiner maintains records for at least two years. Condition 6. Standard Examiner shall increase consumption of printing inks and solvents and shall conduct its operations in accordance with the terms and conditions of this AO, which was written pursuant to Standard Examiner’s Notice of Intent submitted to the Division of Air Quality (DAQ) on April 20, 2004. Status: In compliance. The Standard Examiner operates according to the terms and conditions of this AO. Condition 7. This AO shall replace the AO (DAQE-797-00) dated December 13, 2000. Status: In compliance. This AO, DAQE-AN1007003-04, dated July 27, 2004, was the only AO used to determine compliance for this inspection. 3 Condition 8. The approved installations shall consist of the following equipment or equivalent*: A. Large offset press B. Two small offset presses C. Ink storage tanks D. Photolab equipment E. Parts washers (used mineral spirits only as a solvent) F. Stitcher (for book binding) G. One natural gas-fired Recuperative Catalytic Oxidizer rated at 864,000 Btu/hr Manufacturer: MEGTEC Systems Model & Serial number: QUA-020-70, 111854 H. Two natural gas-fired boilers with a rated capacity of 1.142 mmBtu/hr Manufacturer: Peerless Model number: 0-711FDA-W Serial numbers: 7FDA-6959-0490, 7FDA-6958-0490 I. Three natural gas-fired boilers with a rated capacity of 0.750 mmBtu/hr Manufacturer: Power-fin by Lochinvar Model number: PBN0750 Serial numbers: A001052, A001053, A0011054 J. Two standby generators rated as follows: (1) Cummins 2300 Generator, rated at 1085 hp (809 kW) (2) Caterpillar 3508 Generator, rated at 1240 hp (925kW) * Equivalency shall be determined by the Executive Secretary. Status: In compliance. According to the Standard Examiner, the approved equipment in AO Conditions 8B and 8D were removed from this site prior to 2014. There were no new or unapproved equipment identified onsite during this inspection. Only one boiler from Condition 8H is ever used at a time. Condition 9. Visible emissions from the following emission points shall not exceed the following values: A. Dust collector exhaust stack - 10% B. Catalytic Oxidizer exhaust stack - 10% C. All diesel engines - 20% opacity D. All other points - 20% opacity Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. Status: In compliance. There were no visible emissions observed at the source during this inspection. The dust collector vents into the building. Standard Examiner recycles the paper dust. See the attachment for additional information. 4 Condition 10. Operation of the standby generators shall not exceed 100 hours each per 12-month period. Operation includes periods when the generators are operated for testing/maintenance and/or when operating to produce electricity during emergency and/or when public utilities are interrupted. Compliance with this limitation shall be determined by a review of an operational log, which is maintained by the owner/operator. Records of engine- hours shall be kept as long as the plant is in operation. Records of operational hours shall be made available to the Executive Secretary's representative upon request and the records shall include the three-year period prior to the date of the request. The operations log shall include daily recordings of the hours of operation and calculated total hours of operation per month and for a consecutive 12-month period. By the fifteenth of each month a new totals shall be calculated and recorded for the previous 12-month. Emissions estimates from emergency generators operations shall be included in the inventories reports. Status: In compliance. According to Standard Examiner, the emergency generators are used primarily for emergency purposes. The emergency generators run for 30 minutes monthly for maintenance purposes. The emergency generators are each equipped with a non-resettable meter. For the rolling 12-month period from November 2022 - October 2023: 5 hours, 58 minutes for the Cummins 2300 generator 6 hours, 2 min for the Caterpillar 3508 generator Condition 11. The following consumption limits shall not be exceeded: A. 314,000 pounds of Black Ink per rolling 12-month period B 252,000 pounds of Colored Ink per rolling 12-month period C. 92,000 pounds of various cleaning solutions/solvents per rolling 12-month period D. 37,000 pounds of film fixers and developers per rolling 12-month period E. 13,500 pounds of plate developer and finisher per rolling 12-month period To determine compliance with a rolling 12-month total the owner/operator shall calculate a new 12-month total by the twentieth day of each month using data from the previous 12 months. Records of consumption shall be kept for all periods when the plant is in operation. Records of consumption, including rolling 12-month totals, shall be made available to the Executive Secretary or Executive Secretary’s representative upon request. Consumption shall be determined by purchase and usage records. The records of consumption shall be kept on a monthly basis. Status: In compliance. For the rolling 12-month period from November 2022 - October 2023: A. 27,290.784 pounds of blank ink were consumed B. 43,746.332 pounds of colored ink were consumed C. 21,678.1 pounds of cleaning solutions/solvents D. Standard Examiner no longer uses film fixers and developers – see attached email correspondence E. Standard Examiner no longer uses plate developer and finisher – see attached email correspondence 5 Condition 12. The owner /operator shall use best working practices to reduce the emissions of fugitive solvents from the plant. This shall include using closed or covered containers for solvents and covered bins or cans for used wiping rags soaked with solvents. Status: In compliance. Standard-Examiner uses sealed containers for the solvents and soiled towels are stored in sealed fire proof containers. Condition 13. The owner/operator shall use only natural gas as a primary fuel in space heaters, water heaters, and boilers. Record of fuel consumption must be kept on a monthly basis by the owner/operator and shall be available to the Executive Secretary or his representatives upon request. Status: In compliance. Standard-Examiner uses natural gas as the primary fuel for the space heaters, water heaters, and boilers. Standard-Examiner maintains monthly fuel consumption records. Condition 14. The standby generators shall be powered by diesel fuel only. The sulfur content of the diesel fuel used shall not exceed 0.5% by weight as determined by ASTM Method D- 4294-89 or approved equivalent. The sulfur content shall be tested if directed by the Executive Secretary. Status: In compliance. Only ULSD is used at Standard-Examiner. Condition 15. The plant-wide emissions of VOCs and HAPs from the inks, solvents, etc. and associated operations shall not exceed: 13.46 tons per rolling 12-month period for VOCs (excluding HAPs) 0.432 tons per rolling 12-month period for xylene 0.324 tons per rolling 12-month period for cumene 0.100 tons per rolling 12-month period for Hydroquinone Compliance with each/the limitation shall be determined on a rolling 12-month total. Based on the twentieth day of each month, a new 12-month total shall be calculated using data from the previous 12 months. The VOC and HAP emissions shall be determined by maintaining a record of VOC and HAP emitting materials used each month. The record shall include the following data for each material used: A. Name of the VOC and HAPs emitting material, such as ink, solvent, chemical compounds, etc. B. Density of each material used (pounds per gallon). C. Percent by weight of all VOC and HAP in each material used. D. Gallons of each VOC and HAP emitting material used E. The amount of VOC and HAP emitted monthly by each material used shall be calculated by the following procedure: VOC or HAPs = % Volatile by Weight (lb/lb) x [Density (lb /gal)] x Gal Consumed x (1ton /2000 lb) x EF EF (emission factor) = 0.05 for Inks, 1.0 for all others 6 F. The amount of VOC content and HAP content in pounds contained in materials deposited as solid or hazardous waste for the month shall be quantified and subtracted from the quantities calculated in paragraph E. This is done to allow the source to quantify only the VOCs and HAPs that could have emitted. (The assumption is that only the materials applied to a product evaporate and are, therefore, considered emissions). Emissions = materials applied (used) - materials leftover as waste Status: In Compliance. For the rolling 12-month period from November 2022 - October 2023: A. 3.54863 tons of VOCs (excluding HAPs) B. 0.0528 tons of xylene C. 0.00396 tons of cumene D. 0 tons of hydroquinone See the attachment for additional information. Initially, the source reported VOC emissions of 15.10899492 tons, exceeding AO limits. A Compliance Advisory (CA) was issued for the excess emissions on December 15, 2023 (DAQC-1345-23). The source responded on December 21, 2023. An Early Settlement Agreement was issued (DAQC-036-24). The source provided updated emissions records with new VOC calculations, shown above. A No Further Action Letter was issued on February 27, 2024 (DAQC-164-24). Condition 16. At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this Approval Order including associated air pollution control equipment in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Executive Secretary which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. Status: In compliance. Standard-Examiner maintains records of maintenance activities conducted on approved equipment. Condition 17. The owner/operator shall comply with R307-150 Series. Inventories, Testing and Monitoring. Status: Standard-Examiner submitted an emissions inventory in SLEIS for 2020. See the emissions reported below. Condition 18. The owner/operator shall comply with R307-107. General Requirements: Unavoidable Breakdowns. Status: In compliance. Standard-Examiner did not experience any unavoidable breakdowns resulting in an emissions event since the last inspection. 7 Federal and Area Source Rules MACT (Part 63) Subpart ZZZZ In Compliance. Standard-Examiner runs two diesel-fueled emergency generators for emergency purposes only, and each is equipped with a non-resettable timer. The 1,240 hp Caterpillar 3508 emergency generator was manufactured in May 1992. The 1,085 hp Cummins 2300 Emergency Generator was manufactured in June 1981. According to source contacts, maintenance occurs per manufacturer recommendations. Area Rules R307-214. In Compliance. Compliance with this area source rule is satisfied by compliance with Federal Requirement MACT (Part 63) Subpart ZZZZ. See Federal Rules above for more information. R307-351. Graphic Arts Not in Compliance. Prior to inspection, Standard-Examiner was using some inks that exceeded the VOC g/L limits established in Table 1 of this rule. Compliance assistance was provided, and the source has stated that they have switched to heat-set inks that are all less than 400 g/L VOC. See the attached SDS and correspondence from the source below. No further action is recommended at this time. EMISSION INVENTORY: The 2020 Emissions Inventory was reported as follows: Pollutants Tons/Year PM10 0.02 SOx 0.017 NOx 0.35 VOC 5.20 CO 0.24 PREVIOUS ENFORCEMENT ACTIONS: A compliance advisory was issued on February 1, 2019, for failure to submit an emissions inventory for 2017 (see DAQC-0119-19). COMPLIANCE STATUS & RECOMMENDATIONS: The Standard-Examiner is out of compliance with the requirements of Approval Order AN1607003-04, dated July 27, 2004. The source was using inks that exceeded limits set by UAC R307-351. Compliance assistance was provided to ensure all inks used comply with this area source rule. No further action is recommended at this time. Original VOC emissions reported exceeded the approved limit. A CA was issued for the excess emissions on December 15, 2023 (DAQC-1345-23). The source responded on December 21, 2023. An ESA was issued on January 18, 2024 (DAQC-036-24). The source submitted an updated VOC emissions number on January 30, 2024, demonstrating compliance. A no further action 8 letter was issued on February 27, 2024 (DAQC-164-24). RECOMMENDATION FOR NEXT INSPECTION: None at this time. RECOMMENDATION FOR NSR: Ensure that equipment in Conditions 8B and 8D (two small offset presses and photolab equipment) is removed from the next AO. We no longer use any chemicals to develop the plates, they are chem free. We do not use film, we are fully digital. Our total hours on the two generators are: 515.6 for the Cummins (5 Hr 58 min for the year)and 347.4 for the Catepillar (6 hr 2 min for the year. We only start them once per month and run them for about 30 minutes. Let me know if you need anything else. Your emissions exceed your limit, so I will be sending a Compliance Advisory soon which will arrive through certified mail. Once you respond to the compliance advisory, we can either move forward to a warning, or a settlement agreement. Either way, you may need to update your approval order if your typical emissions have increased due to a change in processes or output.
