HomeMy WebLinkAboutDERR-2024-004782SUPPLEMENTAL INFORMATION FOR NO FURTHER ACTION Holiday Oil #1 Located at 4391 West 3500 South in West Valley City Facility 4000377 Release OHN Table of Contents: 1.Internal Memorandum (add Memo file to Closure Packet once finalized) 2.Supplemental Information 3.RBCA Tier 1 Worksheet 4.Soil Analytical Results 5.Groundwater Analytical Results 6.Site Maps 7.Water Rights Map 9.Topographic Map 10.Tank Closure Notice Site History and Current Land Use This site is an active gas station located at 4391 West 3500 South in West Valley City.In March 2023,two 12000 gallon gasoline underground storage tanks (USTs)and one 12000 gallon diesel UST were removed and four new tanks were installed.To accommodate the new tanks,the tank basin had to be widened.Samples taken at the time of tank closure contained petroleum constituents above Tier 1 clean up levels. Approximately 1,365 tons of soil was removed during the tank basin expansion and approximately 54,000 gallons of groundwater was removed from the tank basin through dewatering for new tank installation.The groundwater was placed in frac tanks and treated using air compressors and granular activated carbon filters.The treated water was placed back in the excavation after the tanks were installed. Tank observation wells were installed in the east and west ends of the new tank basin. Approximately two months after new tank installation,on May 26,2023 Rockwell Solutions collected groundwater samples from the two observation wells TB-W contained 0.015 ppm benzene which is above Initial Screening Levels (ISLs). Due to this,the site was resampled on October 25,2023 and all petroleum constituents were below state established cleanup levels. Water Right 59-929 is within 180 feet of the location of the release and water right 59-500 is about 300 feet away.Both wells are used for irrigation.The site is not in a groundwater protection zone. Nature and Extent of Contamination Soil and groundwater samples were collected in the tank basin during UST closure activities on March 17,2023 which contained petroleum constituents above state established cleanup levels in the groundwater.No soil contamination was present. March 17,2023: ●GW-E contained 0.147 ppm benzene,which is above ISLs as well as 22.1 ppm TPH- GRO and 732 ppm TPH-DRO both of which are above Tier 1. ●GW-W contained 0.122 ppm benzene as well as 8.33 ppm TPH-GRO and 7.6 ppm TPH- DRO,all of which are above ISLs. Tank observation wells were installed in the east and west ends of the new tank basin and groundwater samples were collected again on May 26,2023.There were no petroleum constituents above state established clean up levels in sample TB-E,however TB-W contained 0.015 ppm benzene which is above ISLs. Due to the lingering contamination in TB-W the site was sampled once more on October 25, 2023 and all samples came back below ISLs. Exposure Pathways: Groundwater Ingestion Exposure Pathway: This pathway is incomplete.Drinking water is not sourced from wells in the area.Although there is a well 180 feet away it is used for irrigation.All petroleum constituents are below state established standards. Soil Leaching to Groundwater Exposure Pathway: This pathway is incomplete.Samples indicate there is no soil contamination at this site. Vapor Intrusion to Indoor Air Exposure Pathway: This pathway is incomplete as all petroleum constituents are below state established cleanup levels. Vapor Intrusion to Outdoor Air Exposure Pathway: This pathway is incomplete because the site is overlain with asphalt and as all petroleum constituents are below state established cleanup levels. Recommendation for No Further Action: This site meets the Corrective Action Cleanup Standards Policy for UST sites at Utah UST Rule R311-211.Further cleanup of this site is not warranted as the remaining contamination is not likely to adversely affect human health and the environment as discussed above. Even though soil concentrations were less than ISLs, odor in the soil prohibited hauling it to a clean fill. Three full frac tanks (54,000 gallons) were filled with groundwater from the excavation during tank basin enlargement and tank replacement. The groundwater was treated by passing it through granular activated carbon filters to remove hydrocarbons and then drained back into the excavation after placement of the new tanks. 4/19/23 3 Facility Site Plat (Closure Notice) The site plat must be drawn to an appropriate identified scale.
