Page 3 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection Phase 1 Environmental Site Assessment HEBER AIRPORT HEBER CITY, UT 1 |EXECUTIVE SUMMARY We understand that the airport is considering leasing the project area for an additional fixed-base operator (FBO) with a couple new buildings and the majority of the area to be used for aircraft parking ramp space. The subject area was a borrow pit around the 1950’s that was later utilized as a landfill for possibly thirty years (roughly 1960’s to 1980’s). The landfill was likely an uncontrolled landfill and was not regulated. The extent of the landfill is at least 8.4 acres and is a minimum of 12’ deep. The former gravel pit may have been 30’- 60’ deep or more. We have not found records or other information to estimate the depth. The debris appears to be mostly household garbage and most had been heavily burned. We did not find indications that the landfill was used for industrial or commercial waste disposal. The landfill is a significant environmental risk because the extent of the materials is unknown and could possibly include hazardous materials. Further environmental assessment would be necessary to better classify the extent of the material. Building on fill material would also require additional geotechnical assessment to determine a suitable mitigation. The airport is not listed as a known or suspected contaminated site. We did not identify nearby sites that would likely present a significant environmental risk to the project area. Although not specifically studied in this assessment, we did not identify obvious environmental concerns on the other parts of the airport that would likely be a risk to the project area. We conclude the subject area is a significant environmental risk and that further environmental and geotechnical exploration and analysis is necessary to facilitate development. We recommend drilling, sampling and monitor well installation to evaluate the thickness of the landfill and evaluate potential impacts to groundwater. We also recommend consulting with the Utah Department of Environmental Quality regarding the landfill and that they be part of further development planning. In our experience, paving and developing the property could be designed to cap the landfill and mitigate potential environmental risks. Page 4 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection 2 |INTRODUCTION 2.1 |Purpose We understand that the airport is considering expanding its services and this environmental assessment was requested to evaluate environmental conditions for planning. We understand that the Airport’s plans are to lease the subject area for a second FBO. These plans may include a few new structures but most of the project area will likely be used for additional ramp space. The purpose of this phase I environmental site assessment is to provide information on recognized environmental conditions at the property that may represent potentially significant liabilities. It is a preliminary site evaluation that develops an understanding of past activities through a review of historical information and a physical reconnaissance of the site. Recognized environmental conditions are defined as the "likely presence of hazardous substances or petroleum products on a property under conditions that would indicate an existing release, a past release, or material threat of release." If such conditions were brought to the attention of the appropriate environmental regulatory agency such as the Utah Department of Environmental Quality or Environmental Protection Agency (EPA), these agencies would require additional assessment and possibly remedial action. Minor or “De-Minimus” conditions that do not represent a significant risk to human health or the environment, and those which may be readily corrected with ordinary expense and effort are not considered recognized environmental conditions in the context of a phase I environmental site assessment. This environmental site assessment was performed in general accordance with the American Society for Testing and Materials (ASTM) Practice E 1527-13: Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. The format of this report generally follows the format recommended by the ASTM Standard Practice. 2.2 |Scope of Services The methodology used follows the general approach of ASTM Practice E 1527-13. ASTM 1527 describes a standard practice for conducting environmental site assessments for commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Phase II assessment services such as chemical analysis, lead paint surveys or sampling are generally beyond this scope of work. This work included logging and sampling conditions in several shallow test pits to help evaluate the nature of the fill material. 2.3 |Significant Assumptions We assume the information available from public databases is accurate. We assume that the information provided by the property owner and others interviewed for this report is accurate. We assume that there has not been an attempt to conceal the disposal, discharge, or spillage of hazardous substances or petroleum products on the property. Please contact us to review the findings and opinions expressed in this report if the above assumptions are found to be incorrect. 2.4 |Limitations and Exceptions Budinger & Associates, Inc. performed the services for this assessment by generally following the approach of ASTM Practice E 1527-13, which describes the limitations of the practice. Other specific limitations and exceptions, such as data gaps in some of the available information, may be described in various sections of this report. 2.5 |Special Terms and Conditions This report includes special terms and conditions as described in the ASTM standard, our contract agreement, and as described in various sections of this report. The observations, conclusions and recommendations presented in this report comprise professional opinions based on the information we have reviewed for this assessment; no expressed or implied warranties are offered. 2.6 |User Reliance Budinger & Associates, Inc. developed this scope of work for the use and benefit of our Client, T-O Engineers and Heber Airport, for the purposes stated herein. This report will require updating if different activities take place on the property, after one year, or as required by a potential User or Lender. 3 |SITE DESCRIPTION 3.1 |Location and Legal Description The subject property is located in Heber City, Utah within Wasatch County. The project area occupies two parcels on the airport property: 00-0009-6284 & 00-0009-1236. More detailed descriptions are provided on the Wasatch County Assessor records provided in Appendix 10.5. The Airport Operations Center is located at 630 W. Airport Road in Heber City. The Vicinity Map and Site Plan presented in Appendices 10.1 and 10.2 illustrate the location of the subject property. Page 6 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection 3.2 |Site and Vicinity General Characteristics The subject area is located along the southeast side of the runway & taxiway, on the southwest side of the airport. Most of the project area is covered by native grass and weeds, a portion on the area is presently being used for gravel pile storage and screening for city projects. There are multiple mounds of earth and visible construction debris located on the surface which cover most of the project area. The project area is bound by a taxiway along the northwest side. The airport property is fenced between the subject property and Airport Road. The properties on the other side of Airport Road are used for a recycling center, agriculture and residential use. Aerial photographs in Appendix 10.4 illustrate conditions at the site and surrounding area. For sub-surface conditions refer to Section 6.1 of this report. 3.3 |Current and Past Uses of the Property We have not found records indicating the subject area has been previously developed. The airport was first used in 1947 as a regional airstrip. The irrigation canal has been present since the early 1900’s and the area was used for agriculture. By the 1950’s the project area was used as a borrow pit to provide gravel for local municipal construction projects. Although no specific start date is known, the borrow pit became a landfill which was known to be used during the 1960’s to early 1980’s. The landfill was subsequently covered with clean fill material. Around 1993, the airport runway and taxiway addition was completed which is adjacent to the project area. Over the past ten years, the city has used the surface of the project area for inert construction debris stockpiling. Over the past couple of years, the city has been using part of the project area for gravel storage and screening for construction projects. 3.4 |Description of Improvements to the Site The subject area is located within a chain-link fenced area. Nearby access is available through a locked gate off of Airport Road. The area does not currently have water connections, sewer or electric (except for taxiway lighting) adjacent. Improvements to the property are illustrated in recent aerial photographs and site photographs provided in Appendix 10.3 & 10.4. 3.5 |Past and Current Uses of the Adjoining Properties NORTH: The area to the north and northwest has limited development when the airport was first constructed in 1947. Very few building existed until the hangers were constructed in the 1990’s. The area to the north of the airport has grown in commercial/industrial use of the past 10 years. WEST: The area to the west was used for agriculture when the airport was created. The roadway, immediately adjacent to the project area was discontinued when the runway expansion project occurred in the early 1990’s. The area to the west is currently a mix of agricultural use, residential and light commercial (storage units). Project Number X18574 Heber Airport, Heber City, UT - Report Budinger & Associates, Inc. Page 7 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection SOUTH: The area to the south was agricultural for most of the 20th Century. Over the past 20 years there has been an increase in residential development after Airport Road was extended along the southeast side of the airport. EAST: The area to the east was predominantly agricultural. After Airport Road expanded, some commercial development occurred which includes a recycling center and the county animal shelter. 4 |OWNERPROVIDED INFORMATION 4.1 Property Ownership The two parcels where the subject area is located are owned by the Heber City Corporation. We are unable to find historic ownership records prior to the airport. It was likely agricultural. We have not found records of previous industrial or manufacturing use. 4.2 |Environmental Liens or Activity and Use Limitations The owner does not report environmental liens or activity and use limitations. The UT DEQ did not report liens, restrictive covenants or environmental land use limitation records on file for the subject property. The environmental records database review did not report environmental liens or covenants. 4.3 |Specialized Knowledge ASTM Standard Practice 1527-13 for environmental assessment defines "specialized knowledge" as information the user of the report or property owner would have due to previous and current use of the property. The current Airport Manager has worked at the airport for three years. 4.4 |Commonly Known or Reasonably Ascertainable Information We use environmental records reviews, familiarity with the general area and interviews to help identify commonly known or reasonably ascertainable information about generally known contaminated sites or areas that may not be listed in regulatory databases. The former landfill is a known environmental condition at the airport. We have not identified other commonly known environmental conditions within close enough proximity that would likely be an environmental concern for the property. 4.5 |Valuation Reduction for Environmental Issues Properties with known environmental contamination sometimes experience a reduction in property value as a result. The Wasatch County Assessor does not have valuation records for the airport because it is an exempt property. The value of the property is presumably less than average due to use as a landfill. Page 8 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection 4.6 |Owner/User Provided Information Mr. Denis Godfrey has been the Airport Manager for three years. He completed an environmental site assessment questionnaire for the airport based on his knowledge. We did not identify new significant environmental risks based on his responses other than landfill use. He referenced the debris and materials that were placed in the landfill. The source for the air emission on his response (question 13) is from aircraft engines. His response to questions 5 & 6 regarding drums and materials stored on the property are from the aircraft hangers and FBO. T-O Engineers provided plans for the airport future expansion project. 4.7 |Reason for Performing Environmental Assessment We understand that this environmental site assessment was requested to evaluate environmental conditions prior to facilitate lease and development the subject property area into an aircraft parking ramp and another FBO. We are not aware of other reasons that environmental assessment services were requested. 4.8 |Client Responsibility The Client was responsible for providing information they had available relating to the environmental condition of the property, as outlined in our proposed scope of work, to include: • Access to the subject property; • Person(s) knowledgeable about the site during site reconnaissance; and, • Available documents or information concerning known or potential environmental liabilities, if they exist 5 |RECORDS REVIEW 5.1 |Standard Environmental Record Source We reviewed an environmental database report for the subject property which is presented in Appendix 10.7. The subject property is listed as a regulated site for having a water well along with having a UST (Wasatch Aero Services). The tank is not listed as having a release. According to the Airport Manager and Fire Department personnel, there are not underground storage tanks present, so this is likely the above ground tank or a previously removed tank. The site is not listed as a known or suspected contaminated site. The database report listed a couple regulated sites within close proximity to the subject property. These sites are listed due to the nature of business such as having underground storage tanks (UST), hazardous waste generators, or solid waste facility. We did not identify sites that are likely to pose an elevated environmental risk to the subject property. The sites below are near the subject property and are listed as being regulated sites, not as being contaminated. • DCD-Heber Transfer Station, 639 W Airport Road: Listed for being a Solid Waste Facility (SFT-UT) and as a Used Oil Facility (Used Oil – UT) Project Number X18574 Heber Airport, Heber City, UT - Report Budinger & Associates, Inc. Page 9 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection • Diamond K Heber Transfer Station & Diamond K-Tire Transporter Inc., 2214 South 670 West: Listed for SFT-UT & Used Oil - UT 5.2 |Additional Environmental Record Sources We reviewed the Utah Department of Environmental Quality’s Interactive Map. The Heber Airport is not listed as an UST high risk site and is not listed as having an environmental covenant. It is not listed as a solid waste facility; we have not found permits or other records of landfill use. • A 10,000 gallon gasoline tank was located on the airport property from 1981 to 1996. The tank is reportedly permanently closed and is not reported as a Leaking Underground Storage Tank (LUST). • We did not identify nearby sites that would likely pose an elevated environmental risk to the subject property. There is a solid waste facility, a Tier 2 site and a dry cleaner nearby but they are not reported to have environmental issues. 5.3 |Physical Setting Sources Physical setting sources include previous geologic studies, USGS topographic maps, historical aerial photos, and nearby well log reports available from the UT DEQ. These are provided in Appendices 10.3 and 10.5. Geologic Setting The Utah Department of Natural Resources’, United States Geological Survey, describes the geology of the Heber Valley as Qal which consists of stream and floodplain deposits. Well reports and the airport, and from adjacent properties, reported cobbles and boulders as deep as 245’ below surface. Clay layers and sand were reported at various depths. Qal Stream and floodplain alluvium (Holocene) - Sand, silt, clay, and gravel in channels and floodplains; composition depends on source area; 0 to 20 feet (0-6 m) thick. Locally underlain by and interbedded with spring tufa in western Heber Valley. This report is available at (https://ugspub.nr.utah.gov/publications/open_file_reports/ofr-586.pdf) and is provided in Appendix 10.5. We collected soil samples of native materials during the site visit for gradation. A sample obtained from Test Pit 17 at a depth of 3’ below surface consisted of Poorly Graded Gravel with Sand (GP) and 33% Cobbles by volume. A sample obtained from Test Pit 22 at a depth of 7’ consisted of Well Graded Gravel with Sand and 5% Cobbles by volume. Hydrogeologic Setting The surface water features near the subject property consists of manmade irrigation canals which are located to the southeast and northwest of the subject property. An irrigation canal formerly transected the subject property but the canal has not been used since likely the 1940’s. The canal ditch is still present and visible. Page 10 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection Well reports from the properties adjacent to the airport indicate a static water level ranging from 40’ to 120’ below the surface. The well reports from the airport property did not indicate static water levels. Storm water on the subject area infiltrates the ground naturally. Aerial Photographs We reviewed historic aerial photographs for the subject property from 1953 to present which are provided in Appendix 10.4. We also reviewed aerial photographs available from Google Earth from 1995 to present. • The airport appears to be mainly an airstrip in the 1953 aerial photograph; few buildings are present. The subject area, located on the southwest portion of the property, appears to be utilized for something but the clarity of the photograph is poor. A large pile of rock is located directly at the southwest end of the runway, so this is likely a borrow pit. The irrigation canal is visible in the photograph. The surrounding area appears to be mainly agricultural. • There do not appear to be significant changes to the airport or surrounding area in the 1963 aerial photograph. The mound of rock is not visible and the subject area surface appears to be disturbed. • Unpaved roads are observed on the subject area and the subject property appears to be use for a landfill in the 1969 and 1978 aerial photographs. • The landfill area extent is most clearly visible in the 1981 and 1987 aerial photographs. The landfill area appears to run from the edge of the irrigation canal, northwest to the edge of the runway. The southeast side of the canal appears to have some surface disturbance and a primitive road is observed crossing the canal. • The subject area does not appear to be being used as a landfill in the 1993 aerial photograph. The runway and taxiway expansion has been completed. The northeast side of the airport does not appear to be significantly developed in this photograph. The long row of hangers, adjacent to the runway, is present. The surrounding area is predominately agricultural but increased residential development is observed to the south and east. Significant changes to the subject area and adjacent properties are not observed in the 1997 aerial photograph. • Significant changes to the subject area are not observed to the subject property in the 2004 aerial photograph. The hangers in the center of the airfield had been constructed. The surrounding areas are becoming more residential. In the 2009 aerial photograph, Airport Road is observed along the southeast border of the airport and the recycling center to the southeast is observed. Significant changes are not observed in the 2013 aerial photograph. • The 2017 aerial photograph shows the gravel screening area, used by the city in the center of the subject area. Page 11 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection Historical Topographic Maps We reviewed historical topographic maps for the subject property from 1969 to 2017. • The Heber Airport is not clearly illustrated on the 1969 historical topographic map because the image quality is poor. It is not clearly visible if the subject area is designated as a borrow pit or landfill but does not seem to be. Heber City appears to be illustrated as developed to the north. • The 1999 topographic map illustrates the airport as Heber Valley Airport. One runway with a small ramp in the center is illustrated. The subject area is illustrated at 5,600 feet Mean Sea Level (MSL) and the irrigation canal is illustrated. There are limited roads illustrated around the subject area and the runway expansion has not yet been completed. • The 2017 topographic image illustrates the subject property as seen today. 5.4 |Historical Use Information for the Property Historical use information sources include historic topographic maps, city directories, aerial photographs, and Local Agency Records. These are provided in Appendix 10.5. Sanborn Maps Sanborn Fire Insurance Maps were not available for the subject property. This typically indicates a lack of significant historical development in surrounding areas. City Directory We requested historical City Directories for the subject property area for listings along Airport Road. The 1990 directory does not have a numbered address for the airport. Other listed nearby occupants are Heber Rent A Car and High Valley Aviation. The airport is listed with an address of 1980 Airport Road in the 1995-96 directory. Nearby businesses include Soar Utah, Webb Transportation and High Country Aviation. The 2000 directory remarks about being a new road with the expansion of Airport Road to the north. There are several commercial businesses listed on this new section of road. Local Agency Records The City of Heber provided copies of available building permits and plans for the airport. These permits included routine building permit applications, plumbing and electrical permits. They were for the hanger area of the airport and did not affect the subject area. The Wasatch County Fire District Fire Marshal does not know of any significant spills in the subject area or have records of underground storage tanks on the airport property. There have been a few minor mishaps with aircraft operations but nothing of significant impact. Wasatch County reports they do not have records for the airport as it is owned by the city. The County Assessor and Recorder did not have valuation or appraisal for the airport parcels as the property is exempt. Page 12 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection The Wasatch County Public Health Department did not have records for the landfill. Tracy, the Public Health Department representative, said he is 53 and grew up in Heber and does not recall the site ever being used for a landfill. 5.5 |Historical Use Information on Adjoining Properties Aerial photographs and historical information also illustrate development of adjacent and nearby properties. We have not identified nearby businesses or industries that would be likely to impact the subject property. 6 |SITE RECONNAISSANCE 6.1 |Observations and Limiting Conditions We dug 32 test pits to determine the boundaries and potential depth of the landfill on October 17- 18, 2018. A John Deere 310 SL with a 24” bucket was used for the excavation. The equipment was operated by city personnel. We were limited by a maximum excavation capability of the equipment of approximately 12’ depth. The attached site plan in Appendix 10.2 shows the test pit locations. The image was stitched from multiple drone images over the subject site so does not show the entire airport property. The landfill area is a minimum of 8.4 acres. It is possibly larger as appears to extend underneath the taxiway addition to the northwest. The landfill area is at least 1,100’ long from southwest to northeast (parallel to the taxiway). It is at least 380’ wide from the western edge of the canal, northwest towards the taxiway. The depth exceeds 12’. The landfill does not appear to extend southeast of the canal. The soils appeared to be native materials on this side of the canal, with exception to a tire found in test pit 21 at 3’ below the surface. Historic aerial photographs do show soil disturbance on this side of the canal, so isolated pockets of debris are possible. However, it was likely used for borrow material and not landfill. The landfill occupies nearly all of the project area. From the southwest corner of the project area, it begins 12’ from the old road and parallels the taxiway to the northeast. The termination slopes of the landfill are quite steep, around 40-60 degrees, and quickly progress to over 12’ in depth. The landfill seems to parallel, but not encroach, the old canal on its southeast side. We excavated a series of test pits which parallel the taxiway and found significant debris over 12’ in depth. We did not get too close to the taxiway due to taxiway lighting and close proximity to aircraft. Mr. Godfrey had noticed irregular terrain features adjacent to the taxiway to the north of the project area, and believed the landfill likely extended underneath the taxiway. We dug test pit #30 (outside of the project area to the north, on the east side of the taxiway) and confirmed the landfill does occupy this area. The visible mounds on the surface appear to be local soils mixed with inert construction debris such as concrete, asphalt, metal, etc. The stockpiles were placed on 3’ - 4’ of clean, fill material Project Number X18574 Heber Airport, Heber City, UT - Report Budinger & Associates, Inc. Page 13 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection which was found covering the landfill across the site. The stockpiles were created by the city over the past 20 years. The airport has a burn pit (test pit 6) located on the east side of the project area. They use the pit to burn vegetation mainly and try to remove as much debris as possible. We excavated into the burn pit and did not observe significant amounts of debris. The landfill materials appeared to be mainly household garbage. We did not observe significant amounts of aerosol cans or other containers which could indicate hazardous materials. We did not observe large batteries, bulk containers or chemical drums within the excavated material. The identifiable material consisted mostly of tires, metal, ropes and cable, plastic bags, metal, brick, asphalt, concrete, glass, wood, and boots. A significant amount of the debris included ash and trash which was burned beyond recognition. Most of the test pits showed signs of being burned extensively. Representative photographs of the landfill material are provided in Appendix 10.3. The test pits showed the depth of the landfill is greater than 12’ below the surface; the maximum excavation ability of the backhoe. The location of the test pits along with an estimated boundary of the landfill is provided in Appendix 10.2. This boundary is an estimate based on encountered soil conditions during field work. The construction planning will require significant geotechnical assessment. Construction on top of the landfill would result in significant geotechnical issues. The options include (but not limited to) excavation with structural fill or using piling or other deep foundations bearing into native materials. 6.2 |Hazardous Substances and Petroleum Products with Identified Uses The airport hangers and maintenance facilities likely have significant amounts of petroleum products and solvents. Airport maintenance operations do include routine use of herbicides in the project area to control noxious weeds. We did not specifically observe hazardous substances and petroleum products with identified uses during excavation of the pits. We only observed a few aerosol type cans within the debris. However, there is a strong likelihood that the landfill debris includes hazardous substances such as batteries, light fixtures, household chemicals, petroleum, solvents, etc. The burned material is likely to contain Polycyclic Aromatic Hydrocarbons (PAH). 6.3 |Hazardous Substances and Petroleum Products with Unidentified Uses We did not specifically identify obvious hazardous substances or petroleum products with unidentified use on the subject property or within the test pits. Due to the history of uncontrolled dumping, the possibility is likely. 6.4 |Storage Tanks Records indicate the airport had a 10,000 gallon UST from 1981 to 1996. The tank was removed and is not reported to have had a release. The airport presently has above ground storage tanks. Page 14 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection The airport operations shop has a 500 gallon diesel tank used for vehicle fueling. The FBO has a 10,000 gallon Av-gas and a 10,000 jet-A fuel tank along with a 500 gallon diesel and 500 gallon unleaded fuel tank. We did not observe obvious signs of spills or leaks around these fuel tanks. We did not find records indicating previous leaks or spills associated with these tanks. The FBO fuel tanks do not have a secondary containment system and there is a storm drain immediately adjacent to the large tanks. 6.5 |Odors During excavation of the test pits, when we encountered the burned debris, there was a very strong, fowl odor. 6.6 |Pools of Liquids or Wetlands We did not observe wetlands during the site reconnaissance. We have not found records or maps illustrating wetlands on or near the property. The old agricultural irrigation canal did not have water present during our field work although the ditch was filled with cat tails and vegetation. We did not encounter groundwater during excavation of the test pits. 6.7 |Drums and Other Containers During excavation of the test pits, we did not observe drums or other large containers within the debris. The debris material appeared to be more household trash than commercial or industrial disposal; although the possibility exists that drums and other large containers may be present within the debris. 6.8 |Indications of PCB’s We have not found evidence that chemicals containing PCB’s are present or would likely have been used or disposed of on the subject property. The extent of and composition of the debris within the test pit is not clearly defined. There may be electric components or other materials in the landfill which could potentially contain PCB’s. 6.9 |Solid Waste Disposal See section 6.1. 7 |INTERVIEWS Mr. Denis Godfrey and Travis Biggs are the staff for the Airport Management Section. They provided access to the airport and provided historical information to the best of their ability. They have worked at the airport for a short time and were not familiar the extent or existence of the landfill since they are not from the local area originally. Mr. Godfrey mentioned the site was a former borrow site from previous maps he had seen. One of the city maintenance workers, Chris, said he remembered coming there as a child but did not remember details. We did not encounter individuals that had significant knowledge regarding that landfill. Project Number X18574 Heber Airport, Heber City, UT - Report Budinger & Associates, Inc. Page 15 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection 8.0 |CONCLUSIONS We understand that the airport plans to lease the subject property area for construction of a new FBO with a few buildings but the majority of the area is to be used as ramp space. The area was used as a borrow pit and later a landfill for the local community. The landfill discontinued around the early 1980’s but specific details regarding operations are not known. The landfill was repeatedly burned and covered with clean fill. The subject area has been used for dumping and stockpiling of inert construction debris and gravel storage/screening by the city. Although not examined in detail, we did not identify significant environmental concerns with the part of the airport which is not part of the subject area. A 10,000 gallon UST was removed but was not reported to have had a release. The current FBO has four above-ground tanks and the airport management office has one, but we did not observe obvious indications of a release. The tanks do not have a secondary containment system in case of a release, and there is a French drain adjacent to the large tanks. This could result in environmental issues if there were a release. We did not observe the interior of the multiple hangars or FBO on the property as a part of this assessment. The airport is not listed as a known or suspected contaminated site by the UTDEQ. The airport is not listed as a solid waste facility by the UTDEQ either. We did not find records regarding the operations of the landfill. We did not identify nearby sites which would likely present a significant environmental risk to the subject area. The landfill is at least 8.4 acres and likely extends under the taxiway addition. The depth of the debris is known to be over 12’ deep and is likely at least 30’ deep or more in some areas. We were not able to determine the depth due to the limits of the excavator on site and lack of other records. The debris appears to consist of mainly household trash which has been significantly burned. We did not observe obvious indications that industrial or commercial garbage waste disposal. The landfill is a very significant recognized environmental condition. The extent and contents of the debris material is not known and therefore presents a significant environmental risk. The landfill may pose a risk to groundwater from infiltration leaching through the fill. Future planning will likely require oversight by UTDEQ personnel and further environmental assessment. Furthermore, we recommend further geotechnical assessment of the project area for construction planning. Building on top of fill material such as this presents significant geotechnical challenges. The landfill material is not suitable for support of structures or pavements and will likely experience significant long-term subsidence. These risks can be mitigated but may require removal of the landfill material from beneath structures or construction using pilings or other deep foundations bearing on the native soils. Page 16 Geotechnical and Environmental Engineers Construction Materials Testing & Special Inspection We conclude that the project area is a significant environmental risk and that further environmental and geotechnical assessment is required prior to development. We also recommend consulting with the UTDEQ during the planning process. Siemens & Associates Page 1 Project Number 230025 Bend, Oregon 1 Introduction 1.1 Purpose Siemens & Associates (SA) have completed services to explore subsurface conditions using geophysical methods at select locations through the zone of interest associated with the planned improvements. The exploration area includes ground that hosted a gravel borrow site that was subsequently filled with debris including municipal solid waste. This exploration was requested to help evaluate options related to improvements planned for the area. 1.2 Methods A single geophysical method was used: • Electrical Resistivity (ER) in 2D Details concerning the procedure, the equipment used, and results are presented later in this report. 1.3 Project Description Few details have been provided regarding the planned improvements although SA understands that various options are being considered including adjustments to the taxiway, runway, and construction of new hangers and other facilities. 1.4 Scope Working under contract with Ardurra Group, Inc., (Ardurra), the SA team completed the services as outlined in the agreement executed on August 29, 2023, prepared by Ardurra. The completed scope is summarized as follows: • Consultation with the design team • Review and interpretation of existing documents • Preparation of a workplan • Planning operations and safety protocol • ER surveys through zones of interest • Basic surface reconnaissance including line position and elevation verification • Geophysical data processing and quality control • Consultation with the Ardurra team and limited interpretation • Preparation of this data report DR A F T Heber Valley Airport: Future FBO Development Prepared for: Ardurra Group, Inc. Siemens & Associates Page 2 Project Number 230025 Bend, Oregon The line locations were developed through a mutual agreement between SA and Ardurra and the field operations were completed with the assistance of Ardurra and Heber Valley airport personnel. 1.5 Location The project is located near the southwestern end of the airport within a relatively flat area which includes a section of the taxiway. Specifically, the project is centered in the vicinity of Lat. 40.478148° and Long. -111.431742°. 1.6 Limitations This report has been prepared for the exclusive use of Ardurra and select associates for specific application to the project known as Heber Valley Airport: Future FBO Development, Heber City, Utah. This report has been prepared in accordance with accepted geophysical practice consistent with similar services performed in the area by geophysical practitioners at this time. No other warranty, express or implied, is made. The information presented is based on data obtained from the field explorations described in Section 3 of this report. The explorations indicate geophysical conditions only at specific locations and times, and only to the depths penetrated. They do not necessarily reflect variations that may exist between exploration locations. The subsurface at other locations may differ from conditions interpreted at these explored locations. Also, the passage of time may result in a change in conditions. SA is not responsible for any claims, damages, or liability associated with outside interpretation of these results or for the reuse of the information presented in this report for other projects. 2 Executive Summary: Conditions Encountered The 2D results developed from the geophysical methods are presented as tomograms; a word derived from the Greek “tomo” meaning to cut or slice. The geophysical findings relate ground conditions to the physical property measured, namely inverted electrical resistivity. Descriptions of how this property relates to geology are presented later in this report. The findings illustrate a remarkably similar estimate regarding the lateral extent of the landfill based on ER with the estimates produced by Budinger & Associates, Inc. in 2019 based on interpretation of exploratory test excavations, historic photographs DR A F T Heber Valley Airport: Future FBO Development Prepared for: Ardurra Group, Inc. Siemens & Associates Page 3 Project Number 230025 Bend, Oregon and USGS topography maps. The exception is the extent along the northeast edge where there remains uncertainty. That is, the low inverted resistivity interpreted as indication of landfill continues beyond the exploration lines C and E which extend parallel the taxiway. This finding presents an opportunity to improve the understanding of the extent in that area, probably by extending a few more test explorations throughout that region. The estimated thickness of the landfill is annotated on each tomogram by a dashed line. The variation, in many cases, is greater than expected suggesting an irregular bottom of the old gravel pit and/or soil berms that were left in-place or constructed to separate landfill cells. Such a practice was common in crude landfill construction as a measure to manage gas and prevent the spread of wildfire cell to cell. Further, the thickness is greater than expected and SA notes that the deeper reaches of the low inverted resistivity could be identifying soils that have been altered by leachate from the overlying landfill debris, rathe than actual landfill debris. Further, the character of the constituents that were disposed of as landfill in the old gravel pit likely varied greatly. Municipal solid waste (MSW) contains many elements that will promote low inverted resistivity (particularly as these materials decay) while other types of waste, such as demolition debris may offer inverted resistivity that is considerably higher than MSW and may even be electrically similar to native soils. In general, it is the opinion of SA that the ER survey provides a robust evaluation of the extent of the landfill in both breadth and depth. Landfill thickness appears to be as great as 70 feet with the average thickness likely on the order of 40 feet. As discussed, there remains some uncertainty regarding the extent to the northeast that is probably best resolved by direct exploration. 3 Geophysical Data Acquisition The geophysical explorations were designed to explore geotechnical conditions through specific zones of interest. In this section, the geophysical methods, equipment, challenges, and data quality are described. 3.1 Geophysical Methods and Equipment 3.1.1 Electrical Resistivity (ER) How it works: Electrical resistivity tomography is a geophysical method to illustrate the electrical characteristics of the subsurface by taking measurements on land or in a marine setting. These measurements are then processed using inversion software to develop a 2D or 3D (from a series of parallel 2D lines) electrical resistivity tomogram which is, in turn, related to the likely distribution of geologic or cultural features known to offer similar electrical properties. Siemens & Associates Page 4 Project Number 230025 Bend, Oregon Measurement in an electrical survey involves injecting direct current (DC) through two current-carrying electrodes and measuring the resulting voltage difference at two or more potential electrodes. The apparent resistivity is calculated using the value of the injected current, the voltage measured, and a geometric factor related to the arrangement of the four electrodes. The investigation depth of any measurement is related to the spacing between the electrodes that inject current. Therefore, sampling at different depths can be done by changing the spacing between the electrodes. Measurements are repeated along a survey line with various combinations of electrodes and spacing to produce an inverted resistivity cross-section (tomogram). In this case, SA recorded data from three different arrays: Dipole-Dipole, inverted Schlumberger, and the Strong Gradient. Each line included electrode spacing of 4 m along lines composed of 56 to 84 electrodes each. The depth of exploration was on the order of 150 feet and greater although SA used a depth filtering technique to enhance the interpretation of information within the upper 22 m (~72 feet). Siemens & Associates Page 6 Project Number 230025 Bend, Oregon Electrical resistivity data were recorded using an R-8 SuperSting with Wi-Fi manufactured by Advanced Geosciences, Inc., Austin, Texas, USA. The instrument is an eight channel, automated system capable of completing several thousand measurements per hour. For this project, the measurement sequence was configured for high-density data sets and data were cautiously filtered during the processing stage. Siemens & Associates Page 7 Project Number 230025 Bend, Oregon 3.2 Horizontal and Vertical Control SA utilized LiDAR information available from USGS: USGS 3DEP: USGS_LPC_UT_FEMAHQ_B2_QL1_2018_w1292n2045_LAS_2019.laz..The data are in metric and SA has not been successful in identifying the source coordinate system and therefore has not converted the results to English units. Topography was interpreted from the metric LiDAR contour maps along the geophysical survey routes and physical features were utilized in the field to determine line position mapping on the site plan. Given these techniques, the line positions and elevations shown on the various deliverables are estimated to be accurate to approximately five feet horizontal and one foot vertical. In most cases, a 4’ survey lath was set at the beginning and endpoint of each line. 3.3 Summary of Challenges 3.3.1 Operations In general, the operations were executed as planned. The weather forecast called for area electrical storms during the originally planned last day of operations. To avoid this conflict, the SA team worked longer than planned hours during the first two days to complete the field work a day ahead of schedule thereby preventing project delay due to electrical hazard. 3.3.2 Data Quality and Interpretation Challenges The recorded electrical data are judged to be of good to excellent quality. ER data may have been lightly compromised along Line C by stray electrical current, probably associated with an electrical service that parallels the line in that area. Three different types of electrical arrays were surveyed: Dipole-Dipole, inverted Schlumberger, and Strong Gradient and data from each of these were strong so the data were merged for final processing then used to develop the tomograms presented in this report. Siemens & Associates Page 8 Project Number 230025 Bend, Oregon 4 Processing and Interpretation 4.1 General During data acquisition, partial interpretation was completed in the field for quality control purposes, and to assist in setting and confirming proper data acquisition parameters. The instruments were continuously monitored through the data acquisition phase. It is worthy to emphasize that the geophysical results are presented in 2D, yet the data collection is influenced by a 3D environment. The results suggest that the character of the subsurface (depth to rock, soil texture, etc.) changes rapidly in some areas. In addition, geophysical interpretations are often compared to direct observation of conditions discovered in geotechnical drill holes and exploratory excavations. Note that the drill hole (or exploratory excavation) is a 1D description of the subsurface and represents a small sampling, unlike the geophysical approach. Correlation and conflict are expected, and both must be considered in context with the complication of the subsurface and the various factors influencing the measurements. The appendix presents the tomograms for each line presented with 2X vertical exaggeration. A description of the data processing, interpretation, and results are presented in the following sections. 4.2 Electrical Resistivity (ER) Important factors which affect the resistivity of different geological material are: • Porosity • Moisture content • Dissolved electrolytes • Chemical composition • Rock chemistry • Rock Character (strong influence from fracture, jointing and alterations due to decomposition and weathering) Each dataset was filtered to remove spikes, noise, and misfit data through a systematic progression to produce plausible inversion models without excessive iteration. Siemens & Associates Page 9 Project Number 230025 Bend, Oregon 4.2.1 ER Processing and Presentation The data sets were processed using AGI Earth Imager 2D software. As discussed, Dipole-Dipole, inverted Schlumberger and strong gradient arrays were surveyed. I in the processing stage, these arrays were merged to develop large data sets for each line. The data were processed in two ways: 1. Using the full data set and, 2. Trimming the data to 22 m to enhance the character of the upper horizons which are judged to be of prime importance The trimmed data sets were used to prepare the results presented in this report. The range of inverted resistivity is similar along each line and therefore, the scale to present the results along each line is the same. 4.2.2 Considerations in ER Interpretation When interpreting electrical results, it is the opinion of SA that contrast is the primary feature recognizing transitions in soil texture, moisture, chemical composition, and rock type. It is important to understand that electrical resistivity cannot be related to strength without the benefit of and correlation with other information such as drill data or seismic results. In this case, given the likelihood of thick unconsolidated soils within this area of Heber Valley, no rock is expected within the depths of exploration. Landfill debris, especially municipal solid waste, tends to be an effective conductor of electricity, hence, offer low inverted resistivity in an electrical resistivity survey. The well is located approximately 10 feet into the sidewalk of the home on the property. OWNER: HVSSD CONTACT INFORMATION: 435.459.1532 WELL CONDITION: The wellhead was dug about 5-7 feet deep contained in an iron cylinder and lid. The well had some exposed wiring and some piping connections WELL CASING DIAMETER: 6 inches. DEPTH TO GROUNDWATER: Unknown TOTAL DEPTH: 85 feet DEPTH TO PUMP: Unknown SIZE OF PUMP/PIPING DIAMETER: Unknown HYDRANT LOCATIONS: There were two hydrants located on site. The first hydrant we were told by the homeowner was not functional, so we were directed to use the second hydrant. This hydrant was located on the south side of the home and about 50 feet West of the well’s location. COMMENTS: Ryan and Tayvon entered the site to collect samples from the well. The homeowner guided us to the location on the sidewalk and we located the hydrant used for the sampling. The water was purged for 5 minutes before collecting water and the faucet was turned off prior to leaving the property. HVSSD’s Well 2 Housing for the well and its pump. COMMENTS: Mr. Allen accompanied Tayvon and Ryan to conduct the well sampling. The well was on the opposite side of the home from the faucet that we took the samples from. The faucet was in the driveway area that we parked in. We allowed the water to purge for 5 minutes and collected our samples before leaving the property. The well is located about 30 yards southwest of the home. The pump and well was operational and released a steady flow of water. WELL CASING DIAMETER: 5 inches. HYDRANT LOCATIONS: One location at the south side of the property COMMENTS: Ryan and Tayvon visited the site accompanied by Shane from Public Works to collect water samples from the well. We were initially prepared to collect from a hydrant on site until we found the well on the property. The pump was operational, and the water was collected from the faucet of the well after purging for 5 minutes. We initially attempted to use the hoses surrounded the home, but they were not operational. We located the well and purged the water for 5 minutes and conducted well sampling.
