RE:Report of Potential Permit Deviation (Operating Permit No. 5700001004)

ln accordance with Operating Permit provision 1.S.2.c, and Utah Administrative Code (UAC) R307-
415-5a(3XcXii), Compass Minerals Ogden lnc. (Compass Minerals) is reporting potential deviations from
permit condition ll.B.2.a. associated with salt harvest.
Condition: The following production limits sholl not be exceeded; 7,685,000 tons of solt horvested
from ponds per rolling 72-month period.
On December L2, 2023, Compass Minerals submitted a report of potential permit deviations for
exceeding the 12-month rolling sum of harvested salt for the months of August through November of
2023. Upon discoveryof the deviation, salt harvestwas halted and, as of the date of this report, has not
resumed. On January 19,2024, Compass Minerals determined that the 12-month rolling sum of harvested
salt had exceeded the indicated production limit for the month of December 2023, as noted in the table
below, and will continue to exceed this limit through the month of February 2024 despite the ongoing
suspension of salt harvesting. lt should be noted that the potential exceedances noted below are a
continuation of the exceedance of the 12-month rolling sum of harvested salt reported on December L2,
2023 and not an additional exceedance caused by additional salt harvesting. As previously discussed with
the Division of Air Quality, it should be noted that the salt harvested off the ponds is wet with a high
percentage of magnesium chloride, which substantially limits the creation of dust during harvesting
activities. lndeed, at no point during harvesting activities has Compass Minerals identified any exceedance
of opacity limits in the area of the salt harvest.

Compass Minerals is in the process of working with UDAQ on a Notice of lntent to increase the
salt harvest limit to provide additional operational flexibility. Salt harvesting activities will not resume until
such time as the 12-month rolling total drops below the currently permitted limit of 1,585,000 tons or a
new limit is established in an ApprovalOrder.
