According to the Agreement, l.aundry Supply Company has Sixty (60) days from the date of this letter to submit a revised Site Investigation Plan for approval. Do'rir6, Executive Secretary SITE INYFSTIGATION PLAN LAUNDRY ST]PPLY COMPANY 3785 West 1987 South Salt Lake City, Utah Comments: Section 2.0 PREVIOUS INVESTIGATION The units to discuss the sample concentrations for both groundwater and soil at this site should be ug/l and ug/kg not in mg/l and mg/kg respectively. According to the analytical results for groundwater: the concentrations are as follows: 22,000 ugfl and 180,000 ug/l or 22 mgll and 180 mg/l for PCE. Section 3.0 SCOPE OF WORK The third paragraph discusses the storage of 55-gallon drums of drill cuttings, etc. on site. If the drill cuttings, etc. we determined to be a hazardous waste, the containers must be labeled, dated and stored for no more than 90-days. The waste must also be disposed of appropriately. Section 3.1 SOIL AND GROUND WATER TESTING The first sentence reads as follows: "Soil and ground water beneath the Laundry Supply Company property will be tested for the presence of PCE and related degradation products." List the degradation products of PCE that you will be testing for, or refer the reader to page 5 for the degradation products of PCE. The second paragraph heading should read: Hydraulic Drive Point Borings (HDP Borings) Questions that should be addressed in the HDP Borings paragraph: 1) To what depth were the tanks buried at this site? 2) If depths are minimized, how will the vertical extent of contamination be determined? 3) How were the twelve HDP Boring locations determined? What factors were considered in determining sampling locations? 4) What conditions or results will be indicative of further investigation using the HDP boring program? 5) Will the use of the HDP boring program determine the groundwater flow direction in order to properly place the monitoring wells? The third paragraph heading should read: Hollow Stem Auger Borings (HSA Borings) Questions that should be addressed in the HSA Borings paragraph: 1) Why will no soil samples be collected from deeper borings? 2) How are the monitor well locations determined if the groundwater flow direction is not known? Sample Collection and Ilandling What factors are used as a basis for selecting soils that are most likely to be contaminated? Samples should be collected at five-foot intervals. The depth to which these samples will be collected needs to be specified. In the first paragraph of this section the following comment was made: "it is anticipated that more permeable sandy soils would be analyzed in preference to less permeable clayey soils." Explain the reasoning behind this statement, given that clay soils will have a greater sorptive capacity than sandy soils since PCE is hydrophobic and has limited solubility. What kind of analysis are to be conducted on samples called Engineering Samples? Section 3.2 LABORATORY ANALYSIS What is the standard for elevated concentrations of DJisted wastes?
