On behalf of 7-Eleven, Inc. (7-Eleven), Stantec Consulting Services Inc. (Stantec) presents the March 20,
2024 quarterly groundwater monitoring and sampling results for 7-Eleven Store No. 35508 (the Site). The
Site is located at 712 South State Street, Clearfield, Utah (Figure 1). The Utah Department of
Environmental Quality (UDEQ) Division of Environmental Response and Remediation (DERR) refers to the
Site as Facility ID 3000334 and Release Site NGN.
The March 2024 event is the last of three quarterly groundwater monitoring and sampling events authorized
under Work Plan and Budget (WP&B) NGN-14 which was approved by the DERR in a letter dated
September 28, 2023.
BACKGROUND
7-Eleven currently operates the Site as a convenience store with retail sale of gasoline and diesel fuels.
The UST and distribution system consists of three 10,000-gallon, single wall, fiberglass-reinforced plastic
USTs used to store unleaded gasoline and diesel product, associated product piping, and four product
dispenser islands. The UST system was installed in 1989.
A suspected release of petroleum from the UST system was reported for the Site on May 14, 2015. The
suspected release was based on a failed tank tightness test associated with the center 10,000-gallon
unleaded gasoline tank. After tank repairs were completed, the repaired tank passed a follow-up tank
tightness test on May 27, 2015.
On and off-site investigation and remediation efforts conducted since the discovery of the release are
summarized below.
The initial subsurface investigation was conducted in August 2015.
Additional subsurface investigation was conducted in December 2015.

In October of 2016, two-inch monitoring wells MW-1R through MW-7R and MW-8 were installed.
The original one-inch monitoring wells were abandoned except for MW-2 as it periodically
contained light non-aqueous phased liquid (LNAPL).
A 30-day high-vacuum dual-phase extraction (HVDPE) pilot study event was conducted from
September 11 through October 11, 2017.
In November 2017, off-site monitoring well MW-9 was installed on the adjacent car dealership
property to the south.
Sub-slab vapor sampling was conducted beneath the store building in 2018.
In August of 2019, monitoring wells MW-10 and MW-11 were installed off-site on the adjacent
autobody property to the west, and well MW-12 was installed on-site.
Semiannual to quarterly groundwater monitoring events were conducted between 2016 and 2021.
Monthly LNAPL monitoring and periodic LNAPL recovery events were conducted between 2019
and 2022.
In March 2021, significant LNAPL was observed in well MW-2R and prompted LNAPL sampling for
product identification analysis. The LNAPL was originally identified by Chemtech-Ford Analytical
Laboratories (CF) of Sandy, Utah as jet fuel JP-4 in June 2021. LNAPL sampling and product
identification analysis was repeated in January 2023. Apex Laboratories, LLC (Apex) of Tigard,
Oregon subsequently identified the LNAPL as degraded gasoline. Upon reviewing the original
product identification results obtained by CF, Apex concluded those results were similar to their
own January 2023 results and suspected that the evaluation performed by CF was possibly flawed.
GROUNDWATER MONITORING AND SAMPLING
The March 20, 2024 groundwater monitoring and sampling was conducted by a DERR Certified Soil and
Groundwater Sampler and in accordance with the protocols established in the Utah Underground Storage
Tank Rules, R311-205. Twelve of the thirteen site monitoring wells were included in the March 20, 2024
monitoring and sampling event. Monitoring well MW-2 is not sampled as it is only used for gauging/LNAPL
monitoring. During the March 20, 2024 event, the MW-2 casing appeared to be blocked with sediment, and
the well could not be gauged. MW-2R was not sampled as it contained LNAPL with an apparent thickness
of 0.04 feet.
Prior to purging and sampling, the static groundwater levels and/or LNAPL thicknesses were gauged in
each well to the nearest one hundredth of a foot using a battery-powered product/water interface probe.
Wells were then purged via weighted, plastic, disposable bailer until three well volumes were removed.
The wells were then allowed to recharge to at least 80 percent of the original water column prior to sampling.
Groundwater samples were collected via bailer and decanted into amber glass volatile organic analysis
(VOA) containers with hydrochloric acid (HCl) preservative. Samples for analysis of total petroleum
hydrocarbons-gasoline range organics (TPH-GRO), methyl tert-butyl ether, benzene, toluene,
ethylbenzene, total xylenes, and naphthalene (MBTEXN) by EPA Method 8260B were collected in three
40-millileter (mL) VOAs containing hydrochloric acid (HCl) preservative. Samples for analysis of total
petroleum hydrocarbons diesel range organics (TPH-DRO) by EPA Method 8015 were collected in two
40-mL VOAs containing HCl preservative. . Samples were then labeled with the sample identification,
collection date, and time, and placed into an ice chilled cooler and transferred to the laboratory courier for
delivery under chain-of-custody (COC) documentation to Utah certified Pace Analytical National (Pace) of
Mount Juliet, Tennessee. Stantec also collected a blind duplicate sample from MW-5R; the duplicate was

analyzed for MBTEXN, TPH-GRO, and TPH-DRO. Pace prepared a trip blank sample that accompanied
the sample bottles during shipment and collection; the trip black was analyzed for MBTEXN and TPH-GRO.
RESULTS
Figure 1 illustrates the March 20, 2024 groundwater elevations across the Site. Respectively, Figure 2 and
Figure 3 illustrate the March 20, 2024 isoconcentration for dissolved benzene and TPH-GRO
concentrations. Table 2 summarizes historical and current groundwater analytical results and groundwater
elevation data. Graph 1 shows LNAPL thicknesses and groundwater elevation data for MW-2R.
Respectively, Graph 2 and Graph 3 show dissolved concentrations of benzene and TPH GRO, including
depth to groundwater data, in MW-5R. Respectively, Graph 4 and Graph 5 show dissolved concentrations
of benzene and TPH GRO in MW-8. Respectively, Graph 6 and Graph 7 show dissolved concentrations
of benzene and TPH GRO in MW-9. Copies of the laboratory analytical report and the chain of custody
documentation are provided in Attachment A.
Field and analytical results for the March 20, 2024 groundwater monitoring event are summarized below.
Analytical results are compared to the Initial Screenings Levels (ISLs) and Tier 1 Screening Levels (TSLs)
established by the UDEQ DERR Petroleum Storage Tank (PST) Branch.
The LNAPL thicknesses in MW-2R were less than one hundredth of a foot. The product/water
interface probe produced a solid LNAPL tone, but it persisted for less than one hundredth of a foot.
This was interpreted in the field as an LNAPL sheen.
In wells not containing LNAPL, shallow groundwater was measured at a depth ranging from 10.19
(MW-5R) to 12.54 (MW-9) feet (ft) below top of casing. A southwest hydraulic gradient of
approximately 0.027 ft per foot was measured between wells MW-1R and MW-11.
The dissolved ethylbenzene and TPH-DRO concentrations in the groundwater sample collected
from MW-5R exceeded the respective ISLs, the laboratory reporting limit (RL) for benzene
exceeded the ISL, and the dissolved toluene, total xylenes, and TPH-GRO concentrations exceed
the respective TSLs.
The dissolved benzene and TPH-GRO concentrations in the groundwater sample collected from
MW-9 exceeded the respective ISLs.
The relative percent differences (RPDs) calculated between the parent and duplicate samples
collected from MW-5R were outside the generally accepted standards with the exception of
TPH-DRO. The duplicate result was significantly lower than the parent sample with RPDs ranging
from 22 to 87 percent. The parent sample and duplicate sample were analyzed in separate batches
for VOC analysis. RPDs could not be calculated for MTBE, benzene, and naphthalene; these
compounds were below the RL in either the parent and duplicate or both.
No dissolved petroleum hydrocarbons were detected at concentrations above the RLs in the trip
blank.
All other concentrations were either below ISLs or were not reported above the RLs.

CONCLUSIONS
Based on the field and analytical data summarized above, and comparison of the results of this event with
the historical data, Stantec presents the following conclusions.
March 2024 relative groundwater elevations were higher in Site monitoring wells when compared
to December 2023 relative groundwater elevations, increasing by at least one foot in most wells.
o The southwest groundwater flow direction remains relatively consistent with previous
groundwater monitoring events.
The March 2024, with shallower water depths, LNAPL thickness in MW-2R (0.04 feet apparent
thickness) decreased significantly when compared to the September 2023 event (1.10 feet
apparent thickness. LNAPL was not detected in MW-2R in December 2023.
Some dissolved petroleum hydrocarbon concentrations in MW-5R and MW-9 decreased while
others increased between the December 2023 and March 2024 monitoring events.
In MW-5R, dissolved benzene, ethylbenzene, and TPH-DRO concentrations remain above ISLs
and toluene, total xylenes, and TPH-GRO concentrations remain above TSLs.
In MW-9, dissolved benzene and TPH-GRO concentrations remain above ISLs.
In MW-8, dissolved benzene and TPH-GRO concentrations remain below ISLs.
In mw-11, the dissolved benzene concentration remains below the RL.
It appears that, in general, dissolved petroleum hydrocarbon concentrations in source area wells
(such as MW-5R) tend to increase with increased groundwater elevations at the Site. This
suggests groundwater is interacting with more of the smear zone (more LNAPL becomes
submerged) in these instances. Concentrations in downgradient wells tend to decrease with
increased groundwater elevations at the Site, possibly due to more dilution by the increased volume
of groundwater in the formation.
RECOMMENDATIONS
Given the current high water table conditions and relative stability of the dissolved plume, Stantec does not
recommend active remediation of petroleum hydrocarbon impacts at this time. Based on the historical
database, the majority of petroleum hydrocarbons in the subsurface are likely submerged during high water
table conditions and therefore inaccessible for vapor phase recovery. Alternatively dissolved phase
recovery would likely result in more significant costs associated with groundwater extraction, treatment, and
discharge to the public sanitary sewer. This is based on the fact that approximately 5,000 gallons of
groundwater were extracted, treated, and discharged per day during the 2017 30-day mobile dual phase
extraction event.
Since the dissolved plume has remained relatively stable, Stantec recommends postponing active
remediation until low water table conditions return. Site specific low water table conditions should be
defined by the depth to water in MW-2R becoming greater than 13 ft below ground surface. Under these
conditions, Stantec has observed the greatest LNAPL thickness in MW-2R as well as lower dissolved phase
concentrations across the Site. Both of which indicate the majority of petroleum hydrocarbons are likely
unsubmerged (and accessible for vapor phase recovery) during those times. Based on the historical
database, low water table conditions would likely provide significant recovery of subsurface petroleum
hydrocarbons via a dual phase recovery remediation system (either mobile or fixed).

Stantec recommends semiannual groundwater monitoring until low water table conditions are observed.
The semiannual events should be conducted during previously observed high and low water table seasonal
variations, typically late spring to early summer and winter. Stantec also recommends passive LNAPL
recovery from MW-2R via sorbent socks with monthly checks to reposition the sock according to depth to
water conditions and replace as necessary. It is recommended that the sorbent sock be removed one
month prior to semiannual groundwater monitoring events in order to check for LNAPL thickness recovery.
LNAPL would be recovered from MW-2R via bailer during semiannual groundwater monitoring events.

scope of work was conducted and do not take into account any subsequent changes. The Report relates
solely to the specific project for which Stantec was retained and the stated purpose for which the Report
was prepared. The Report is not to be used or relied on for any variation or extension of the project, or for
any other project or purpose, and any unauthorized use or reliance is at the recipient’s own risk.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the
quality of the data have been identified by the laboratory, and no information or data have been

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
MDL Method Detection Limit.
ND Not detected at the Reporting Limit (or MDL where applicable).
RDL Reported Detection Limit.
Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
(S)
Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and
Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be
detected in all environmental media.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
Qualifier Description
Z1 The identification of the analyte is acceptable; the reported value is an estimate.
