(Olympus), on behalf of Laundry Supply Company (LSC) is pleased to submit the following proposed work plan to continue the site investigation at LSC's facility located at 3785 West 1987 South in Salt Lake City, Utah (Facility). This document presents a work plan to initiate a quarterly ground water monitoring program, install up to four additional ground water monitoring wells at the Facility, conduct background contaminant research, and dispose of hazardous waste generated during previous assessment activity. GROUND WATER iIONITORING To better understand the physical and chemical properties of the aquifer at the Facility, Olympus proposes to initiate a quarterly ground water monitoring program at the Facility. The monitoring program will provide data for the calculation of ground water flow direction and gradient, and the better evaluation of tetrachloroethene (perchloroethylene or PCE) impact to the aquifer. The recommended monitoring program consists of the following components: o ground water elevation gauging in monitoring wells MW-1, MW-2, MW-3, MW-4, and MW-5 (Figure 1) and proposed wells MW-6, MW-7, MW-8, and MW-9 (discussed later); o dense non-aqueous phase liquid (DNAPL) measurement in wells MW-1, MW-2, and MW-3; o ground water sampling of wells MW-2, MW.4, and MW-S and proposed wells MW-6, MW-7, MW-8, and MW-9; 5409 KendallStreet o Boise, lD 83706 (208) 37&5m6 o Fax (208) 376-5091 o E-mail: olympusid@rmci.net C:WAB\Prje6\PBL-LSC.A7@8\DEQ 92G99 u,ork plan.doc Utah Division of Solid and *r=rrt Waste September 20, 1999 Page 2 preparation of a duplicate sample, and equipment and trip blanks for quality assurance and quality control (OA/OC) purposes; o laboratory analyses of the ground water and QA/QC samples for halogenated volatile organic (HVO) compounds by Evergreen Analytical, lnc. of Wheat Ridge, Colorado using protocolestablished in SW-846 Method 8260; and . preparation of quarterly project status reports for submittalto the Utah Department of Environmental Quality, Division of Solid and Hazardous Waste (DSHW). MONITORING WELL INSTALLATIONS ln an effort to better define the nature and extent of PCE impact to ground water outside of the suspected release area (decommissioned underground storage tank system), Olympus proposes to install up to four additiona! ground water monitoring wells. The proposed wells will provide ground water sampling points in the surficial aquifer down-gradient and cross-gradient of the suspected release area. ln addition, ground water elevation gauging of the wells will provide data to better define potential seasonal changes in ground water flow direction and provide a more complete data set for a health-based risk assessment of the PCE-impacted ground water. Olympus recommends that the proposed wells be completed as two-inch diameter, 30-foot deep polyvinylchloride (PVC) monitoring wells. Figure 1 shows the proposed locations of three of the wells (MW€ through MW-8). The fourth proposed well (MW-9) will be likely located in the vacant lot immediately west of the Facility. We wi!! select MW-9's location after ground water elevations and flow direction are evaluated after the installation of wells MW-6 through MW-8. BACKGROUND RESEARCH Analyses of ground water samples collected at MW-4 have detected compounds that may be indicative of a potential HVO source up-gradient of the Facility. Discussions with various divisions of the Utah Department of Environmental Quality (DEO) indicate that an upgradient HVO source may be located south of the Facility. Olympus will research DEQ and other agency files to better determine the potential off-site and up-gradient HVO source(s). HAZARDOUS WASTE DISPOSAL Soi! and water resulting from prevlous assessment activity are presently stored in 21 ,S5-gallon drums at the Facility. Five drums of soil and two drums of water contain non-hazardous waste. Five drums of PCE impacted soiland nine drums of PCE impacted water require hazardous waste incineration.
