HomeMy WebLinkAboutDSHW-2024-004614[Date] Simeon Weston, County Commissioner Rich County 20 South Main Street Randolph, UT 84064 RE:Permit Renewal Extension Approval for the Rich County MSW LandfillSW124 Dear Mr. Weston: On February 7, 2024 the Division of Waste Management and Radiation Control received your request for an 18 month permit renewal extension (DSHW-2024-004591) for the Rich County MSW Landfill based on the need to collect accurate data on the waste volume managed by the landfill, to have an engineer create plans for a Class 4 Construction and Demolition waste cell and potentially upgrading the current Class 2 facility to a Class 1 facility as well as obtain the proper permissions to implement burning of green waste. This request is approved based on the following timeline criteria: Check in with the Division on May 7, 2024, to give an update on the initial steps that have been taken to achieve the County’s goals. Check in with the Division on August 7, 2024, to give an update on progress that has been made, including current waste volume data, progress on Class 4 Construction and Demolition waste cell application and steps that have been taken to obtain permission for burning of green waste. Check in with the Division on November 7, 2024, to give an update on progress that has been made, including current waste volume data, progress on Class 4 Construction and Demolition waste cell application and steps that have been taken to obtain permission for burning of green waste. Check in with the Division on February 7, 2025, to give an update on progress that has been made, including application progress for either a Class I landfill or renewal of Class II landfill based on waste volume study findings, progress on Class 4 Construction and Demolition waste cell application and steps that have been taken to obtain permission for burning of green waste. Check in with the Division on May 7, 2025, to give an update on progress that has been made, including application progress for either a Class I landfill or renewal of Class II landfill based on waste volume study findings, progress on Class 4 Construction and Demolition waste cell and steps that have been taken to obtain permission for burning of green waste, and any potential construction operations that have begun on new cells. Prior to construction, engineered plans must be submitted to the Director for approval (R315-301-5(1). Check in with the Division on August 7, 2025, to give an update on progress that has been made, including construction progress for either a Class I or Class II waste cell, progress on Class 4 Construction and Demolition waste cell and steps that have been taken to obtain permission for burning of green waste. As discussed during the meeting, the current Class II waste cell is reaching capacity and it will be important to refer to the State of Utah Rules and Regulations (R315-302-3-4), as well as the facility permit to ensure all conditions associated with cell closure are met.
