Dear All:
Thank you for participating in the conference call yesterday morning regarding selection
of the Utah DEQ division for regulatory matters at the Pilot Thomas Logistics (“PTL”) site
in Roosevelt on petroleum product storage, spills, and leaks. PTL appreciates the efforts
of DERR and DWQ to be flexible with PTL (and its representatives) to put in place a
regulatory oversight mechanism that the parties feel comfortable with.
For several reasons, PTL requests that DERR serve as the sole DEQ division to oversee
petroleum storage and corrective action in Roosevelt at the PTL facility: (1) this will
allow for a single point of contact between PTL and DEQ; (2) this will allow PTL to follow
the SIR approach explained in the attached letter of December 13, 2023 for addressing
release sites OFZ and OJL; and (3) this will allow PTL to work with Mark Crim who was
identified by Brent Everett as the project manager and who we believe has the most
knowledge and background on the situation in Roosevelt.
PTL looks forward to continuing its work with DWQ (i.e., Haley and Jeff) at the Naples
site. PTL believes the parties are making progress in addressing the on-site and off-site
situation there and further believes we are getting closer to a permanent solution.
Kleinfelder will continue its work on the draft on-site CAP in the near future.
I understand Lori Clark will reach out to Mark to open the discussion of the SIR and
related issues.
