Box 144840 195 North 1950 West Salt Lake City, Utah 84114-4840 RE: Corrective Action Progress and Ground Water Monitoring Report Maverik Store #319 891 East Main Street, Price, Utah 84501 Facility ID# 5000038, Release Site MTQ Dear Mr. Crim: Maverik, Inc. is pleased to provide results from the annual groundwater monitoring event performed in 2023 at Maverik Store #319 in Price, Utah. Sampling was conducted in compliance with the site Corrective Action Plan (CAP), originally approved by DERR on February 4, 2016, and revised in February 2022. Details of the groundwater monitoring activities and results are discussed in this report. GROUNDWATER SAMPLING AND ANALYSIS Groundwater monitoring field activities were performed on October 29-30, 2023, by Maverik personnel according to standard U.S. Environmental Protection Agency (EPA) and Utah Division of Environmental Response and Remediation (DERR) protocols. Mark Stewart, a Utah certified soil and groundwater sampler (GS-1842), gauged the monitoring wells and collected groundwater samples for analysis. Groundwater samples were collected from 10 wells (MW-1a, MW-3a, MW-7a, MW-8, MW-9, MW-11, MW-12, MW-14, MW-16, and SVE-20) for laboratory analysis. Monitoring well locations sampled are shown on the attached Figure 1. Mr. Mark Crim Price #319 2023 Progress & GW Monitoring Report January 18, 2024 Page 2 24-01-18 2023 Corrective Action Progress and Groundwater Monitoring Report Chemtech-Ford Analytical Laboratories of Sandy, Utah performed the groundwater analyses. Samples were analyzed for benzene, toluene, ethylbenzene, total xylenes, naphthalene (BTEXN), and methyl tertiary-butyl ether (MTBE), total petroleum hydrocarbons – gasoline range organics (TPH-GRO) according to EPA SW-846 Method 8260D. Total petroleum hydrocarbons - diesel range organics (TPH-DRO) according to EPA SW-846 Method 8015D was mistakenly not analyzed. In addition, alkalinity, redox potential, iron 1, nitrate, and sulfate were also analyzed using industry standard laboratory methods. Dissolved oxygen (D.O.) was measured in the field. Chain-of-Custody protocol was observed. GROUNDWATER MONITORING RESULTS Static Water Level Evaluation Groundwater flow direction at the site was in the southeast direction (Figure 1) which correlates with well with previous studies. Groundwater elevation data is summarized in Table 1. Groundwater Quality Evaluation Groundwater analytical results are summarized in Table 2. Groundwater contamination above the Risk-Based Corrective Action (RBCA) Tier 1 Screening Levels (SLs) exists in the following five wells: MW-1a: (benzene – 15.7 mg/L, xylenes – 11.0, TPH-GRO – 30.4 mg/L); MW-3a: (benzene – 0.485 mg/L), MW-7a: (benzene – 8.46 mg/L, toluene – 9.6 mg/L, xylenes – 12.0 mg/L, TPH- GRO – 42.7 mg/L); MW-13: (benzene – 6.54 mg/L) and SVE-20: (benzene – 0.769 mg/L). Groundwater samples from MW-8, MW-9, MW-11, MW-12, MW-14, and MW-16 showed no contamination above (and generally significantly below) RBCA Tier 1 SLs for any of the constituents analyzed. 1 Note that the analytical laboratory reported total iron rather than differentiating the two oxidation states of iron, ferrous and ferric. Mr. Mark Crim Price #319 2023 Progress & GW Monitoring Report January 18, 2024 Page 3 24-01-18 2023 Corrective Action Progress and Groundwater Monitoring Report There does not appear to be any conclusive results from the 2023 data as compared to 2020 through 2022 results. While concentrations of some analytes at some of the wells went down, some analyte concentrations in other wells saw an increase. MONITORED NATURAL ATTENUATION The corrective action approach for the site as specified in the CAP is Monitored Natural Attenuation. Natural attenuation at the site is evaluated using the ASTM (E1943-98(2015)), DERR (2015), and USEPA (1999) guidelines and are summarized below: Plume Definition The primary line of evidence for natural attenuation is to define the plume as stable, shrinking, or expanding. A plume is stable when concentrations at points within the plume are relatively uniform over time. A stable or shrinking plume is evidence of natural attenuation. The source of constituents of concern may persist in soils at the water table but the natural attenuation rate approximately equals the mass loading rate for constituents of concern to groundwater. If a plume is expanding but at a rate lower than the groundwater velocity, the risk reduction and performance goals may still be met depending on the presence and location of receptors. A shrinking plume exists when the contamination front is receding back to the source and concentrations in individual wells and total contaminant mass are decreasing over time. In general, a stable or shrinking plume is clear evidence of natural attenuation occurring at a site. However, even in the case of an expanding plume, the influence of natural attenuation can be demonstrated in many cases. Based on the groundwater quality evaluation in the previous section, the plume at the site appears to generally be stable and not expanding. Therefore, it can be reasonably assumed that natural attenuation is playing at least some role in limiting contaminant migration at the site. Mr. Mark Crim Price #319 2023 Progress & GW Monitoring Report January 18, 2024 Page 4 24-01-18 2023 Corrective Action Progress and Groundwater Monitoring Report Geochemical Indicators An inverse correlation of D.O. to BTEX concentrations typically indicates that aerobic biodegradation is occurring at a given site. This relationship may also be expressed as depressed or non-detectable levels of D.O. throughout the plume. On the other hand, alternate electron acceptor (nitrate, ferrous and ferric ions, and sulfate) concentration data are used to monitor anaerobic biodegradation, if any. D.O concentration measurements appear to have, in general, increased slightly in 2023 versus the past few previous years. However, no clear pattern is apparent from comparison to BTEX concentrations to indicate that appreciable aerobic biodegradation is occurring. Other geochemical indicator results presented in Table 3 are, for the most part, stable over at least the last four years and therefore do no indicate that noticeable anaerobic biodegradation is occurring. FUTURE COURSE OF ACTION Contamination levels fluctuated through the last 5 years of monitoring at the site. As such, with the exception that a relatively stable plume is evident as discussed in the Monitored Natural Attenuation section, few conclusions can be drawn from the available data. Maverik requests, as discussed in the revised CAP, to continue to sample the ten wells (MW-1a, MW-3a, MW-7a, MW-8, MW-9, MW- 11, MW-12 through MW-14, and MW-16) on an annual basis until a different course of action (such as UST removal/soil overexcavation to remove source material) is determined by Maverik in consultation with DERR. The next sampling event will take place no later than November 2024, unless UST removal dictates a change of plans.
