Dear Bill Green: On March 29, 2021, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) regarding individual home booster pumps, for five (5) homes within your distribution system. According to these rules, individual home booster pumps shall not be allowed for individual service from the public water supply mains. The Division granted a temporary exception to these rules on April 12, 2021. The Division received your request for a renewal to this exception on January 24, 2024, and received the documents required in the original exception on February 23, 2024. It is our understanding that five (5) homes within Nordic Mountain Water Company’s service area and pressure zone are currently equipped with individual home booster pumps. These five homes are located just below Nordic Mountain’s 500,000-gallon storage tank (ST003) where distribution system pressures are between 15-20 psi. Individual home booster pumps were installed in these five homes over 20 years ago to increase their drinking water pressure. These five homes constitute the full build-out capacity of the area; no further development is possible. Based on the inadequate pressure in the distribution system below the tank, individual booster pumps are necessary to provide the required minimum pressures to these five residences. The configuration of each pump includes a booster pump and hydropneumatic tank installed inside each residence downstream of the service meter. Each pump outlet line is equipped with an isolation valve and a check valve. Nordic Mountain Water Company uses meter setters with dual check devices. The basis for your request for an exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) is that due to the proximity of these five homes to the 500,000-gallon tank, individual home booster pumps are required to provide adequate pressure. To provide equivalent degree of protection of Nordic Mountain Water Company’s distribution system, Nordic Mountain Water Company has required the following conditions: Nordic Mountain Water System takes the responsibility of the water quality to the water meter. Water quality will be the responsibility of the property owner downstream of the water meter. The five (5) individual booster pumps and hydropneumatic tanks meet the requirements of the International Plumbing Code, Section 605.5 and have been inspected and approved by a certified plumber. The individual booster pumps and hydropneumatic tanks are included in Nordic Mountain Water Company’s ongoing cross connection control program. Nordic Mountain Water Company will have access to inspect the individual booster pumps and hydropneumatic tanks per an agreement signed by each property owner. Nordic Mountain Water Company will have a standard operating procedure in place to conduct scheduled inspections of the individual booster pumps and hydropneumatic tanks and document the inspection data and results. The property owners of the five residences will be required to record a formal notice of the individual booster pump and hydropneumatic tank installation with the property deed. These requirements will be transferred to subsequent property owners in the event the home is sold. On this basis, a temporary exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3), Individual Home Booster Pumps, is hereby granted for the five homes specified in Nordic Mountain Water Company’s exception request, subject to the following conditions: This Temporary Exception expires on March 31, 2027. You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal prior to March 31, 2027. The issuance of this Temporary Exception temporarily silences the deficiency related to having individual booster pumps connected directly to the water system main (Deficiency code M20) until March 31, 2027. Failure to request the reinstatement of this exception by March 31, 2027 will result in the activation of this deficiency. Submit the following information along with the exception renewal request: Documentation that the individual booster pumps and hydropneumatic tanks are included in Nordic Mountain Water System’s ongoing cross connection control program, with records of annual inspections. Continue to comply with all monitoring and reporting requirements. Please maintain a copy of this letter with your permanent records for future reference.
