OPERATING STATUS: Operating normally at the time of inspection.
PROCESS DESCRIPTION: Sweet Candy Company (SWC) is a candy manufacturing
facility. A pneumatic conveying system is used to convey raw
sugar from two 70,000 lb. silos to four filtered scale hoppers.
Each hopper has a screw auger that feeds sugar into cook kettles.
A Vortex dryer and cooler is used to condition the starch to 7%
moisture content for the "mogul" machine. Both the dryer and
cooler have built in dust collectors that vent to the roof. Emission
producing equipment at the plant consists of two baghouses, a
pneumatic sugar conveying system with dust collectors, a starch
reconditioning system with dust collectors, three boilers (one
rated at 2.1 x 106 Btu/hr and two at 12.6 x 106 Btu/hr, each),
miscellaneous space heaters, and candy coating
(grossing/panning) pans. All the boilers and heaters are natural
gas fired. The emissions from this facility include products of
natural gas combustion and particulate emissions generated
mainly from starch and sugar handling. The source is currently
obtaining a new approval order to include two new natural gas
boilers.

Section I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the
UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to
those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions
covered by this AO must be reviewed and approved. [R307-401-1]
I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by
the owner/operator, shall be made available to the Director or Director's representative upon
request, and the records shall include the two-year period prior to the date of the request. Unless
otherwise specified in this AO or in other applicable state and federal rules, records shall be kept
for a minimum of two (2) years. [R307-401-8]
I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall,
to the extent practicable, maintain and operate any equipment approved under this AO, including
associated air pollution control equipment, in a manner consistent with good air pollution control
practice for minimizing emissions. Determination of whether acceptable operating and
maintenance procedures are being used will be based on information available to the Director
which may include, but is not limited to, monitoring results, opacity observations, review of
operating and maintenance procedures, and inspection of the source. All maintenance performed
on equipment authorized by this AO shall be recorded. [R307-401-4]
I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns.

I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150]
Status: In Compliance. No limits set forth in this AO appear to have been exceeded. The
source stated that there have been no modifications to the equipment or processes. The
equipment appeared to be properly operated and maintained according to manufacturer
recommendations. Records are kept as required and were made available after the
inspection. No breakdowns have been reported since the previous inspection. An emissions
inventory was submitted for 2020, and emissions data are reported below.
I.8 The owner/operator shall submit documentation of the status of construction or modification to
the Director within 18 months from the date of this AO. This AO may become invalid if
construction is not commenced within 18 months from the date of this AO or if construction is
discontinued for 18 months or more. To ensure proper credit when notifying the Director, send
the documentation to the Director, attn.: NSR Section. [R307-401-18]
Status: In Compliance. Documentation of status completion was submitted on March 20,
2024. See the attached letter below.

Status: In Compliance. No unpermitted equipment was observed at the time of
inspection.
II.B Requirements and Limitations
II.B.1 Operational Requirements
II.B.1.a The owner/operator shall not allow visible emissions to exceed the following limits:
A. All baghouses/filters - 10% opacity
B. All natural gas-fired boilers - 10% opacity
C. All conveyor transfer points - 10% opacity
D. All other points - 20% opacity. [R307-401-8]
II.B.1.a.1 Opacity observations of visible emissions from stationary sources shall be conducted according
to 40 CFR 60, Appendix A, Method 9. [R307-401-8]
Status: In Compliance. No visible emissions were observed from any point at the time of
inspection. Method 9 was utilized to verify opacity limits. See attached VEO form.
II.B.1.b The owner/operator shall not consume more than 312 million standard cubic feet (MMscf) of
natural gas per rolling 12-month period. [R307-401-8]
II.B.1.b.1 The owner/operator shall:
A. Determine consumption by natural gas supplier billing records
B. Record consumption on a monthly basis
C. Use the consumption data to calculate a new rolling 12-month total by the 20th day
of each month using data from the previous 12 months
D. Keep the consumption records for all periods the plant is in operation. [R307-401-8]
Status: In Compliance. For the rolling 12-month period from February 2023 - January
2024, the source consumed 90.846 MMscf of natural gas. See the attached records from
Dominion Energy.
II.B.2 Baghouse Requirements
II.B.2.a The owner/operator shall use baghouses to control particulate emissions from the mogul starch
collection system, mogul dust collectors, sugar system, vortex starch cooler, and vortex starch
dryer. [R307-401-8]
Status: In Compliance. Baghouses are used to control all emissions as required.
II.B.2.b The owner/operator shall install a manometer or magnehelic pressure gauge to measure the static
pressure differential across each baghouse. [R307-401-8]

II.B.2.b.1 Each pressure gauge shall be located such that an inspector/operator can safely read the indicator
at any time. [R307-401-8]
II.B.2.b.2 Each pressure gauge shall measure the static pressure differential in 1-inch water column
increments or less. [R307-401-8]
Status: In Compliance. Magnehelic pressure gauges are installed as required. Some of the
gauges are made by a European manufacturer and measure the pressure differential in
Pascals. The source was reminded to convert these numbers to inches H2O when reporting
to the DAQ. See the attached email correspondence below.
II.B.2.c During operation of each baghouse, the owner/operator shall maintain the following static
pressure differentials across the indicated baghouse.
Baghouse #1 - 2 - 7 inches H2O
Baghouse #2 - 2 - 12 inches H2O
Baghouse #3 - 2 - 11 inches H2O
Baghouse #4 - 2 - 12 inches H2O
Baghouse #4a - 2 - 12 inches H2O
Baghouse #4b - 2 - 12 inches H2O
Baghouse #5a - 2 - 12 inches H2O
Baghouse #5b - 2 - 12 inches H2O
Baghouse #6a - 2 - 12 inches H2O
Baghouse #6b - 2 - 12 inches H2O. [R307-401-8]
II.B.2.c.1 The owner/operator shall record the static pressure differential at least once per operating day
while each baghouse is operating. [R307-401-8]
II.B.2.c.2 The owner/operator shall maintain the following records of the static pressure differential:
A. Unit identification;
B. Daily static pressure differential readings;
C. Date of reading. [R307-401-8]
Status: In Compliance. The source electronically monitors all gauges and prints a report
every week. See the attached report from March 19, 2024.
For the reading on March 15, 2024, reported differentials are as follows:
Baghouse #1 – 2.1 inches H2O
Baghouse #2 – 3.5 inches H2O
Baghouse #3 – 8.5 inches H2O
Baghouse #4 - 11.1 inches H2O
Baghouse #4a – 3.5 inches H2O
Baghouse #4b – 3.5 inches H2O
Baghouse #5a – 9.5 inches H2O
Baghouse #5b – 4.5 inches H2O
Baghouse #6a – 5.1 inches H2O
Baghouse #6b - 2 - 12 inches H2O.
II.B.2.d At least once every 12 months, the owner/operator shall calibrate each pressure gauge in
accordance with the manufacturer's instructions or replace the pressure gauge. [R307-401-8]
II.B.2.d.1 The owner/operator shall maintain records of the pressure gauge calibrations and replacements.

Status: In Compliance. Magnehelic pressure gauges were calibrated on February 16, 2024.
See the attached work order.

II.B.3 Boiler Requirements
II.B.3.a The owner/operator shall use only natural gas as fuel in the boilers. [R307-401-8]
Status: In Compliance. Only natural gas is used as fuel in the boilers.
II.B.3.b For equipment II.A.4 and II.A.5, the owner/operator shall install boilers that each have low NOx
burners certified by the manufacturer to emit less than 30 ppm NOx and less than 100 ppm CO.
[R307-401-8]
II.B.3.b.1 The owner/operator shall keep the manufacturer certification for the low NOx burners on site as
long as the boilers are in operation. [R307-401-8]
Status: Compliance Status Undetermined. Two of the boilers were serviced on May 12,
2023, but CO and NOx emissions were reported as zero or undetermined. See the attached
service order from SERVCO. This AO was issued on May 31, 2023, which requires NOx
and CO combustion analysis records for all five boilers from Conditions II.A.4 and II.A.5
in the future. Compliance assistance was provided to remind the source to complete these
analyses and provide them in future inspections. See the attached email correspondence
with the source. No further action is recommended at this time.
Section III: APPLICABLE FEDERAL REQUIREMENTS
In addition to the requirements of this AO, all applicable provisions of the following federal programs
have been found to apply to this installation. This AO in no way releases the owner or operator from any
liability for compliance with all other applicable federal, state, and local regulations including UAC
R307.
NSPS (Part 60) Dc: Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating
Units
Status: In Compliance. The applicable requirement associated with this subpart is to maintain records
of natural gas use. This requirement is satisfied as all-natural gas consumed at the source location is
provided by the local natural gas utility, and the source maintains monthly records of all-natural gas use
at the source location. This subpart is only applicable to the two boilers greater than 10 MMBtu/hr
listed under Condition II.A.2.
AREA SOURCE RULES EVALUATION:
The following Area Source Rules were evaluated during this inspection:

Status: In Compliance. Compliance with this area source rule is satisfied by compliance with Federal
Requirements NSPS (Part 60) Subpart Dc. See Section III above for more information.

The emissions listed below are an estimate of the total potential emissions (PTE) from Sweet Candy
Company - Candy Manufacturing Plant on the Approval Order (AO) DAQE-AN121950004-23, dated
May 31, 2023. PTE are supplied for supplemental purposes only.

PREVIOUS ENFORCEMENT
ACTIONS: The source was out of compliance for unpermitted equipment
during the previous inspection (see DAQC-CI121950001-22).
No compliance action was taken at that time because a new AO
was in progress. A Compliance Advisory (CA) was issued on
April 4, 2020, for unpermitted equipment (see DAQC-400-20).
A No Further Action Letter was issued on April 29, 2020 (see
DAC-558-20). A Warning Letter was issued on January 4, 2018,
for failure to maintain records or conduct calibration on pressure
gauge drops (see DAQC-1718-17).
COMPLIANCE STATUS &
RECOMMENDATIONS: In regards to Approval Order (AO) DAQE-AN121950004-23,
dated May 31, 2023: In compliance at the time of inspection for
most requirements; compliance was undetermined for Condition
II.B.3.b regarding NOx and CO levels of the boilers in
Conditions II.A.4 and II.A.5. The facility appears to be
well-maintained and operated.
HPV STATUS: Not Applicable.
RECOMMENDATION FOR
NEXT INSPECTION: Safety glasses are required PPE for this inspection. You will
need to gown up to prevent food contamination. Obtain boiler
NOx and CO combustion analysis records for the boilers in
Conditions II.A.4 and II.A.5.
NSR RECOMMENDATIONS: None at this time.
ATTACHMENTS: VEO form, email correspondence, I.8 notification, boiler
maintenance, magnehelic gauge daily checks, magnehelic gauge
calibration, natural gas consumption records.

Geoffrey - after drafting a memo and further discussion with my manager, here are a few reminders for the future:
Please convert all Pascal readings to inches of water column on the gauges since that is the unit that is used on the AO.
For future boiler maintenance, include combustion analysis records for CO and NOx emissions for the 5 boilers included in Conditions II.A.4
and II.A.5

Understanding Your Gas Bill
The following definitions are provided to help you better understand your gas bill.Your bill may not include all of the items listed below.
Adjustments:These are refunds or additional charges related to your account.
Basic Service Fee:A charge to cover the cost associated with meter reading and billing,return on investment,property tax and depreciation for
meters,regulators,and service lines.
Budget Plan Amount:An estimate based on a customer’s annual gas usage,divided into 12 monthly payments.
Budget Plan Balance:A “credit”balance occurs when the cumulative billings,based on actual gas usage,are lower than the total budget
amounts paid.A “debit”balance occurs when the cumulative billings,based on actual gas usage,are higher than the total budget amounts paid.
Upon cancellation of service,the full debit balance will be due.
CCF:A unit of measurement equal to 100 cubic feet.
Charitable Contributions:A voluntary donation that helps disabled and elderly customers with low income pay a portion of their gas bill.These
funds are distributed through Utah’s REACH program and Energy Share of W yoming—100 percent of all donations help those in need.(To sign
up,contact Dominion Energy.)
Dekatherm (Dth):A standard measurement for heat,which is equal to 1 million Btu (British Thermal Units).
DPA (Deferred Payment Agreement):A payment arrangement where a past-due balance can be divided into smaller amounts and paid over a
specified period of time.
Electronic Check Conversion:Paying by check authorizes us to use the information from your check to make a one-time electronic funds
transfer from your account.The funds may be withdrawn as early as the date we receive your payment,and you will not receive your check back
from your financial institution.
Energy-Assistance Fund:A fee Dominion Energy is required to collect from all Utah customers to help assist people with low income pay a
portion of their gas bill.Utah HEAT offices administer these funds.
MCF:A unit of measurement equal to 1,000 cubic feet.
Rate Code:This indicates the rate schedule used for billing.The current rate schedules are available at DominionEnergy.com.
Volume Multiplier:This is a factor used to convert gas volume into dekatherms.Included in the factor are a number of values including Btu,
regulator pressure,elevation,etc.
